First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

State of Uncertainty Educating the First Railroaders in Central Sakha (Yakutiya) Sigrid Irene Wentzel Abstract In July 2019, the village of Nizhniy Bestyakh in the Republic of Sakha (Ya- kutiya), the Russian Far East, was fi nally able to celebrate the opening of an eagerly awaited railroad passenger connection. Th rough analysis of rich eth- nographic data, this article explores the “state of uncertainty” caused by re- peated delays in construction of the railroad prior to this and focuses on the eff ect of these delays on students of a local transportation college. Th is college prepares young people for railroad jobs and careers, promising a steady in- come and a place in the Republic’s wider modernization project. Th e research also reveals how the state of uncertainty led to unforeseen consequences, such as the seeding of doubt among students about their desire to be a part of the Republic’s industrialization drive. How to use the Atlas The Atlas has two map sections The Main Section shows the location of Russia’s intact forest landscapes. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. This map shows all of Russia’s Intact Forest Landscapes, along with the borders and Roman numerals of the five index maps. 1.10.2020 EN Offi cial Jour nal of the European Union L 318/5 DECISIONS COUNCIL DECISION (CFSP) 2020/1368 of 1 October 2020 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 17 March 2014, the Council adopted Decision 2014/145/CFSP (1). (2) On 23 December 2019, the President of the Russian Federation, Vladimir Putin, announced the opening of a railway bridge over the Kerch Strait, which marked the implementation of the broader project of connecting the railway infrastructures of the illegally annexed Crimean Peninsula and those of Russia. (3) The Union does not recognise the illegal annexation of Crimea and Sevastopol by the Russian Federation. The construction of the bridge and railway tracks connecting it to the pre‐existing transport infrastructure aims at consolidating the Russian Federation’s control over the illegally annexed Crimea and Sevastopol and further isolating the peninsula from Ukraine. (4) The Council considers that four entities and two individuals should be added to the list of persons, entities and bodies subject to restrictive measures as set out in the Annex to Decision 2014/145/CFSP for their role in designing, building or using the railway infrastructure linking Russia and the illegally annexed Crimean peninsula. (5) The Annex to Decision 2014/145/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 The persons and entities listed in the Annex to this Decision shall be added to the list set out in the Annex to Decision 2014/145/CFSP. -

World Directory of Minorities Europe MRG Directory –> Russian Federation –> Buryats Print Page Close Window Buryats Profile According to the 2002 national census, there are 445,175 Buryats in the Russian Federation. Along with the Kalmyks, the Buryats speak a Mongolic language. The Buryats are concentrated in the Buryat Republic (pop. 981,238: Buryats 27.8 per cent, Russians 67.8 per cent, others 4.4 per cent) as well as Irkutsk Oblast, northern Mongolia and north-west China. The Buryat Lamaist church is part of a Buddhist sect which spread from Tibet to Mongolia in the seventeenth and eighteenth centuries. Some Buryats have adopted Eastern Orthodoxy. Historical context Although Russians penetrated the Buryat homelands as early as the seventeenth century, contacts between the two peoples remained limited until large-scale Russian migration in the eighteenth century. A Buryat nationalist movement developed at the turn of the century in response to the growing Russian presence. In 1921, a Buryat-Mongol AO was established in the Far Eastern Republic; in May 1923 a Buryat-Mongol Autonomous Republic was created. In May 1923 they were merged to form the Buryat- Mongol ASSR. In 1937, the Buryat-Mongol ASSR was divided into three units. Territory west of Lake Baikal (12 per cent of the territory) went to Irkutsk Oblast, establishing a Buryat enclave (the Ust-Orda or Ust-Ordynsk AOk); the eastern steppe (12 per cent) was incorporated into Chita Oblast, where another enclave (the Aga Buryat or Aginsk AOk) was created. This division of the Buryat lands caused resentment. In 1958, in an attempt to eliminate any link with Mongolia, the word Mongol was dropped from the region's title leaving the Buryat ASSR. -

Corresponding permafrost sequences are frequently exposed along seacoasts and river banks in Yedoma hills, which are considered to be erosional remnants of Late Pleistocene accumulation plains. Detailed cryolithological, sedimentological, geochro- nological, and stratigraphical results from 14 study sites along the Laptev and East Siberian seacoasts were summarized for the first time in order to compare and correlate the local datasets on a large regional scale. The sediments of the Ice Complex are characterized by poorly-sorted silt to fine-sand, buried cryosols, TOC contents of 1.2e4.8 wt%, and very high ground ice content (40e60 wt% absolute).
