**************************************************************** SOUTH RANGE LOCAL BOARD OF EDUCATION MINUTES REGULAR MEETING – MONDAY, NOVEMBER 24, 2014 **************************************************************** The regular meeting of the South Range Local Board of Education was called to order at 7:30 p.m. by Jeff Good. The following members were present: Dale Murray, Ed Pierson, Ralph Wince and Bruce Zinz. 136-14 APPROVAL OF MINUTES Mr. Zinz moved that the minutes of the regular meeting on October 27, 2014 be approved. Mr. Murray seconded the motion. All votes were yes. REPORTS The Treasurer/CFO presented the financial reports. 137-14 FINANCIAL REPORT & CLAIMS AND INTERIM PURCHASES Mr. Wince moved that the financial and interim reports presented by the Treasurer/CFO be approved. Mr. Pierson seconded the motion. All votes were yes. 138-14 TRANSFERS Mr. Pierson moved that the South Range Local Board of Education approve fund to fund transfer as presented below: From: 001 7410 920 General Fund $10,458.50 To: 001 5100 9194 General Bus Fund Transfer Mr. Zinz seconded the motion. All votes were yes. 139-14 APPROVAL TO PAY PURCHASE ORDER #15019 – PROJECT LEAD THE WAY Mr. Murray moved that the South Range Local Board of Education approve Purchase Order #150519 in the amount of $3,000.00 to “Project Lead the Way”. The expenditure is for high school engineering class software. Mr. Zinz seconded the motion. All votes were yes. New Business Good News The building principals and the student liaison to the board reported the good news for the Month of November. 1078 Legislative Liaison to the Board Mr. Good, Board of Education President, presented the legislative updates to the board. Food Service Report The food service manager presented to the board the monthly update from the food service department. 140-14 AUTHORIZING EXECUTION OF MEMORANDUM OF UNDERSTANDING WITH SRCEA Mr. Pierson moved that the South Range Local Board of Education adopt the following resolution: Resolved, that the Board President, Superintendent, and Treasurer are authorized and directed to execute a Memorandum of Understanding on behalf of the Board with the South Range Classified Employees Association, dated and retro-effective September 1, 2014, for the purpose of extending the current labor contract for one year and effectuating a salary modification for the 2014-2015 contract years as further detailed in MOU negotiated as between the parties. (THIS SPACE INTENTIONALLY BLANK) 1079 1080 Mr. Wince seconded adoption of the foregoing Resolution with the vote resulting as follows: Roll Call Jeff Good Yes Dale Murray Yes Ed Pierson Yes Ralph Wince Yes Bruce Zinz Stepped out for emergency phone call 141-14 CAREER BASED INTERVENTION PROGRAM Mr. Murray moved that the South Range Local Board of Education adopt the following resolution: The South Range Local Board of Education authorizes/designates Mr. Larry Barth, Career Based Intervention coordinator, to continue to establish and conduct career based intervention advisory committees comprised of four or more members including representatives from employees, employers, former program graduates, parents, and others for the 2014/2015 school year. This advisory committee shall meet in accordance with the guidelines set by the Ohio Department of Vocational Education. Mr. Pierson seconded the motion. All votes were yes. 142-14 RESOLUTION HONORING THE ATHLETES, COACHES AND ADVISORS FOR SIGNIFICANT FALL SPORTS ACHIEVEMENT. Mr. Wince moved that the South Range Local Board of Education adopt the following resolution: Whereas, The South Range High School Boys Soccer Team finished the season with an overall record of 17-2-2 as ITCL Champions, District Champion, Regional Champions and State Semi- Finalists. And whereas, The South Range High School Boys Soccer Team members and coaches exhibited the highest level of professional and personal conduct throughout the season. Whereas, The South Range High School Girls Soccer Team finished the season as ITCL Champions and an overall record of 11-5-1, And whereas, members and coaches exhibited the highest level of professional and personal conduct throughout the season. Therefore, South Range Local Board of Education hereby resolves to congratulate and honor the members of the boys and girls soccer teams and the coaches for representing the South Range Local Schools with distinction. 1081 Whereas, The South Range High School Cheerleaders, Band and Flag Line supported the fall athletic teams with the highest quality of performances and personal demeanor during the regular season, and Therefore, The South Range Local Board of Education resolves to thank and congratulate the members of the South Range High School Cheerleading Squad, the members of the South Range High School Band, the members of the South Range High School Flag Line and their directors and advisors for a wonderful and exciting season. Whereas, The South Range High School Golf Team members and coaches exhibited the highest level of professional and personal conduct throughout the season. Therefore, The South Range Local Board of Education hereby resolves to congratulate and honor the members of the team and the coaches for representing the South Range Local Schools with distinction. Whereas, The South Range High School Boys and Girls Cross Country Team members and coaches exhibited the highest level of professional and personal conduct throughout the season. Whereas, The South Range High School Boys Cross Country Team qualified in 3rd place in district and qualified for the the Regional Cross Country Meet, and Whereas, The South Range High School Girls Cross Country Team qualified in 2nd place at district and placed 6th in the Regional Cross Country Meet, and Whereas, Xena Malli, advanced to the Ohio High School Athletic Association State Cross Country Girls Meet, and placed 40th. Therefore, South Range Local Board of Education hereby resolves to congratulate and honor the members of the cross country teams and the coaches for representing the South Range Local Schools with distinction. Whereas, The South Range High School Football Team had the honor of being the 2014 Inter-Tri- County League Upper Tier Champions with an overall record of 7-3 and Whereas, The South Range High School Football Team and coaches exhibited the highest level of professional and personal conduct throughout the season, and Therefore, South Range Local Board of Education hereby resolves to congratulate and honor the members of the team and the coaches for representing the South Range Local Schools with distinction. Whereas, The South Range High School Volleyball Team had the honor of being the 2014 Inter- Tri-County League Upper Tier Champion with an oveall record of 20-5, and Whereas, The South Range High School Girls Volleyball Team members and coaches exhibited the highest level of professional and personal conduct throughout the season. 1082 Therefore, The South Range Local Board of Education hereby resolves to congratulate and honor the members of the team and the coaches for representing the South Range Local Schools with distinction. Therefore, The Board further resolves that these sentiments of thanks and congratulations be made part of the permanent minutes of the school district and be communicated to these fine young men and women, coaches and advisors. Mr. Pierson seconded the motion. All votes were yes. November District Update The superintendent updated the board of education regarding the day to day operations of the district over the past month. The superintendent also discussed the failure of the 3.9 mill operating levy that was on the recent November 4th ballot. The superintendent reported on the creation of a District Communications/Advisory Committee 143-14 EXECUTIVE SESSION Mr. Wince moved that the South Range Local Board of Education go into executive session to prepare for negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment and to consider the appointment of a public employee (s). Mr. Pierson seconded the motion. Roll Call Jeff Good Yes Dale Murray Yes Ed Pierson Yes Ralph Wince Yes Bruce Zinz Yes The Board entered executive session at 8:07 p.m. and returned to open session at 9:32 p.m. 144-14 PERSONNEL Mr. Pierson moved that the South Range Local Board of Education approve the following: Approve for the 2014/2015 school year, the following people as substitute teachers, on an as needed basis, as long as all criteria is met (current certificate/license; T.B. test result; resume; and BCI&I report) Melissa Wheatley Tricia Brewer Approve, as substitute bus drivers, substitute cafeteria aides, substitute custodial aides, substitute teacher aides, substitute nurse, substitute office aides, substitute playground aides, substitute bus and/or van driver aides, etc., for the 2014/2015 school year the following people: (after BCI/FBI reports are on file : Davene Standley 1083 Grant the following supplemental contracts for the 2014/2015 school year: Diane Krumpak Girls Varsity Track Coach Nick Haught Boys Varsity Track Coach Frank Rahde Boys Assistant Track Coach Joyce Stoffer Girls Assistant Track Coach Robert Vaia Middle School Wrestling Coach William Gehring High School Wrestling Coach Susan Calhoun Camp Fitch Counselor TJ Irons Camp Fitch Counselor Tawny Tharp Camp Fitch Counselor Katie Butcher Camp Fitch Counselor Kim Hvizdos Camp Fitch Counselor Kim Peterson Camp Fitch Counselor Karen Rast Power of the Pen Advisor – 1.5% (MS Club Undesignated – Power of the Pen Club) Debbie Staffeld Power of the Pen Advisor – 1.5% (MS Club Undesignated – Power of the Pen Club) Grants all regular administrative, supervisory, financial, clerical and un-represented full and part time employees in all categories the same percent of salary increase for the 2014/2015 contract year as was given to represented (SREA or SRCEA) employees in the approved personnel agreements (2014/2015). Retire/Rehire employees are not eligible for the salary increase for the 2014/2015 contract year. Accept the resignation of Alfred Davison as a part time custodian effective November 13, 2014.
