2016-16 Truro and Roseland Outdoor St Just in Roseland, TR2 5JA 20 September 2016 12 December 2016 Rejected The nomination does not meet the requirements of Roseland Education Centre Section 88 of the Localism Act 2011. This states that:

An actual current use of the building or other land that is not an ancillary use furthers the social wellbeing or social interests of the local community, and

b) it is realistic to think that there can continue to be non-ancillary use of the building or other land which will further (whether or not in the same way) the social wellbeing or social interests of the local community.

In this case it seems that the centre is more a local business than something which is a community asset, unlike a pub (for example) which, whilst being a business is open to all and sits at the heart of community life 2016-17 Penzance Redwing Gallery 36A Market Jew Street, Penzance, TR18 2HT 10 October 2016 Withdrawn by Nominator

2017-06 Dolphin Inn Fore Street, Grampound, TR2 4RR. 22 January 2018 10 May 2018 Accept The Listing Panel did not consider that the evidence 21 January 2019 04 March 2019 10 May 2023 supplied by the Nominator fully met the criteria for listing the Dolphin Inn as an Asset of Community Value (ACV). However they recognised that this was a current listing from 2013 and they asked that the Portfolio Holder and Service Director be consulted about the decision.

The Portfolio Holder and Service Director agreed with the Listing Panel that the evidence could have been stronger but in mitigation they highlighted that the asset is currently listed as an ACV and the community’s use of the pub has not changed in the last 5 years.

On balance the Portfolio Holder and Service Director consider that Grampound has a strong record of supporting their community with projects such as the village hall and the community shop and café and recognise that the Dolphin Inn plays a role in the village that supports community activities.

On this occasion they agree that the Dolphin Inn be listed as an Asset of Community Value. Although there are 2 other Review 18 June 2020 public houses in the village, they cannot comfortably accommodate such events – Bar Tusker is physically too small, and the & Cornwall Inn has dedicated its floor space to dining. As such, without the Mark of Friendship, Millbrook would lose the cultural and social benefit of music in the village and local musicians would lose yet another venue.

The Mark of Friendship is (and has always been) a traditional, social pub that does not prioritise food service, and the only one in the village with a pool table. Since it has been ‘closed for refurbishment’ (as the sign on the front of the building states), members of the 2 pool teams that played and practised at the Mark of Friendship have had to relocate to Torpoint, as there are no other publicly available pool tables in Millbrook. If this was to be permanent, it would be another social and recreational loss to the village.
