Impact dates: Saturday 14 to Sunday 22 April 2018 1 Commonwealth Heads of Government Meeting: London 2018 Location Overview The Commonwealth is a diverse community of 53 nations, spread across 6 continents of the world, that work together to promote prosperity, democracy and peace. From 16-20 April, the UK will host the Commonwealth Heads of Government Meeting (CHOGM). Throughout the week, events will take place across venues in London and Windsor, involving up to 53 world leaders, 53 Foreign Ministers, their delegations and around 2,000 delegates from across the Commonwealth. The purpose of CHOGM is to celebrate the Commonwealth’s diversity and values, and for world leaders to agree how to work together to create a more secure, prosperous, sustainable and fair Commonwealth for all its citizens. For travel information and advice about travel during the event visit www.tfl.gov.uk/chogm-travel There have been several months of preparation involved to make sure that the event attendees, remain safe and secure whilst staying in London. Vehicle and pedestrian movements in and around Park Lane will be restricted throughout the week; the detail around the restrictions in place are included in this factsheet. A security cordon deployed around the south end Park Lane and Hamilton Place is designed to protect members of the public, local residents and businesses and those attending or working in the area; and will include the closure of roads with robust access and egress restrictions in place. These security measures and restrictions are not as a result of any specific intelligence but more a precautionary measure in response to terrorist attacks and are there to keep people safe and secure. Installation of Security measures You will see the installation of security measures, including fencing, gates and vehicle barriers commencing overnight on Thursday 12 April; however, the CHOGM related vehicle access and/or pedestrian restrictions will not start until Saturday 14 April. 2 Commonwealth Heads of Government Meeting: London 2018 Other general road closures or diversions will also be put in place to divert traffic away from the venue at key junctions. To assist with the installation of security measures there may be localised vehicle or pedestrian restrictions in place. Security measures will include the installation of security fencing along Park Lane (south bound vehicle only); from: • Park Lane Roundabout • Piccadilly; and, • Hamilton Place Access to local residential properties and businesses in Hamilton Place (number 11) and Piccadilly (numbers 139 and 140) will be maintained during the installation stage. However, this Factsheet details how the security cordon and associated measures will impact this stakeholder group when the security plan is implemented on Saturday 14 April. Once the security cordon and security measures are in place there will be other changes for road users that will be in place for the duration of CHOGM. The changes include: • Park Lane – closure of two lanes South of Park Lane Roundabout • Access only into Hamilton Place for Four Season’s Hotel and other businesses; for drop off only, no waiting allowed • Old Park Lane will be South bound only from junction with Brick Street (normally Northbound only); for access in to Piccadilly (Eastbound) • Closure of slip road from Hyde Park Corner onto Piccadilly (Eastbound); and, • CHOGM vehicles able to turn right from Old Park Lane into Piccadilly to access InterContinental Hotel The underground pedestrian passageway under Park Lane from between Wellington Museum and Piccadilly will also be closed for the duration of CHOGM, commencing overnight on Saturday 14. Signage will be in place indicating alternative safe crossing routes 3 Commonwealth Heads of Government Meeting: London 2018 During the installation of security barriers, gates and fencing pedestrians and/or vehicles will be re-directed to enable safe working. Alternate routes for vehicles and pedestrians will be available and signposted. Impact of Security Measures The closure of these vehicle security gates will create a security cordon around the venue and will result in partial road closures and diversions for all road users. Partial road closures and diversions for vehicles and cyclists include: • Park Lane – closure of two lanes South of Park Lane Roundabout • Access only into Hamilton Place for the Four Season’s Hotel; for drop off only, no waiting allowed • Old Park Lane will be South bound only from junction with Brick Street (normally North bound only); for access into Piccadilly (Eastbound) • Closure of slip road from Hyde Park Corner onto Piccadilly (Eastbound); and, • CHOGM vehicles able to turn right from Old Park Lane into Piccadilly to access Hamilton Place. • Hamilton Mews and Grantham Place can be accessed from Old Park Lane (Southbound); and, • No vehicle or pedestrian access from Hamilton Mews into Hamilton Place Vehicle Access arrangements for waste disposal, deliveries and resident parking will be authorised; this factsheet provides the information. The security measures will also have an impact on pedestrians, including those living and working within the security cordon and those travelling through the area on foot. Pedestrian-only restrictions include: • No pedestrian access through Hamilton Place into Piccadilly in either direction • No pedestrian access in either direction from Hamilton Place into, and out of, Hamilton Mews 4 Commonwealth Heads of Government Meeting: London 2018 • No pedestrian access through Park Lane underpass from Wellington Museum to Piccadilly in either direction. Wellington Museum across to the centre of Hyde Park Corner will remain open in both directions. However, pedestrian and visitor access to businesses within the security cordon will be maintained via security gates. Details to where, and how are included in this Factsheet Residents in Hamilton Mews are required to enter from Old Park Lane. This factsheet will explain how these closures will affect residents, workers, businesses, pedestrians, cyclists and other road users; such as delivery and Taxi drivers, commuters or visitors to the area. All road closures will be advertised in advance and diversions sign posted; however, road users should seek alternative routes or consider other modes of transport during CHOGM to avoid delay. Check your travel and plan ahead at www.tfl.gov.uk/chogm-travel Community Police Officers will also be in contact with local residents and businesses affected by the Security Cordon. Other roadworks and groundworks in the vicinity You are also advised that there are other, non CHOGM related works, in the vicinity of the area. These are detailed below. Both projects should be completed in advance of CHOGM events. These are at; • The Queens Walk – Piccadilly Pedestrian access from Piccadilly through the Green Park Gates at the top end of The Queens Walk is currently denied whilst Westminster City Council (WCC) undertake works. These works commence on 26 March and are due to be completed by CHOGM. Pedestrians are currently being re-directed to other access gates in Piccadilly; or via St James’s Street for the duration of these works. • Constitution Hill 5 Commonwealth Heads of Government Meeting: London 2018 From 10.30am on Monday 12 March until Friday 13 April, Constitution Hill will be closed to all vehicular traffic. Access to the Cycle Superhighway lanes and pedestrian footpaths will be maintained throughout these road works. This closure is at the request of Westminster City Council, to facilitate an important construction project and associated traffic signal works. Advance warning signage is in place. The InterContinental Hotel, Park Lane The InterContinental Hotel is situated on the Park Lane junction with Piccadilly; with Hamilton Place to the East, an “island site” security cordon can be easily achieved. The venue map on Page 1 shows the extent of the security cordon in place and the local roads that will be subject to vehicle and pedestrian access restrictions for the duration of CHOGM 2018. The map shows where vehicle and pedestrian access points are situated. Accredited persons and vehicles will be allowed in to the InterContinental Hotel secure cordon. Those accredited vehicles entering the security cordon will have to undergo security search and screening; vehicle inhabitants will also undertake security screening. Hotel residents, employees and any other person entering the InterContinental Hotel will have to undertake security screening; similar to searches undertaken at airports or major sporting events. However, unaccredited access will be provided to the employees, deliveries and visitors of businesses within the secure cordon footprint without the need for full search and security screening; however non-accredited vehicles will not be given access. This Factsheet provides the detail of Vehicle, Cycle and Pedestrian access restrictions into the InterContinental Hotel and to other residential or business premises both inside and outside of the security cordon. 6 Commonwealth Heads of Government Meeting: London 2018 For the small number of affected businesses within the secure cordon, you will have been contacted by the Police in advance of CHOGM and advised of access and delivery arrangements. Affected residents in Hamilton Mews have also been contacted.
