Mestmäcker (Vorsitzender), Prof. Dr. Dörr, Prof. Dr. Kübler, Prof. Dr. Lerche, Dr. Lübbert und Prof. Dr. Mailänder entschieden: Der von der MTV Networks GmbH mit Schreiben an die Landesanstalt für Rundfunk Nordrhein-Westfalen (LfR) vom 15.12.1999 beantragten Zulassung zur Veranstaltung der bundesweit verbreiteten digitalen Fernsehspartenprogramme „MTV Base“ und „MTV Extra“ stehen Gründe der Sicherung der Meinungsvielfalt im Fernsehen nicht entgegen. Unberührt bleibt die Überprüfung unter Berücksichtigung des Plattform- und Vermarktungsvertrages, dessen Vorlage die LfR der Antragstellerin zur Auflage machen wird. 2 Begründung I Sachverhalt 1 Zulassungsantrag Die Antragstellerin MTV Networks GmbH (nachfolgend MTV Networks) hat mit Schreiben vom 15.12.1999 bei der Landesanstalt für Rundfunk Nordrhein-Westfalen (LfR), dort eingegangen am 17.12.1999, die Zulassung zweier bundesweiter digitaler Musikspartenprogramme „MTV Base“ und „MTV Extra“ für die Dauer von zehn Jahren beantragt. 2 Programmstruktur Die geplanten Programme MTV Base und MTV Extra sind xxxxxxxxxxx, überwiegend deutschsprachige musikorientierte Spartenprogramme, die sich speziell an Zielgruppen unter den 16 - 24jährigen richten. Vorgesehen ist, dass MTV Base die Schwerpunkte Rhythm and Blues sowie Hip Hop und Dance setzt, redaktionell über Künstler berichtet und Interviews sendet. -

Research survey methodology Technology Tracker The Technology Tracker is a quantitative face-to-face CAPI survey, measuring awareness, access, usage and attitudes towards fixed and mobile telecoms, internet, multi-channel TV, on-demand services, and radio/audio. The survey is conducted once a year (January-February) among UK adults, aged 16+ (c. 3,900 adults in 2019). The data are initially weighted to correct the over-representation of nations, regions and areas to produce a geographically representative sample. They are then weighted by age, gender, social class, working status, and region to match the known population profile. PSB Tracker The PSB Tracker is conducted using a mixed methodology with online and CAPI face-to-face data collection. The sample was split 50% online / 50% face-to-face. In 2019, a total of 3,130 interviews were conducted (2,188 in England; 313 in Scotland; 315 in Wales; 319 in Northern Ireland). There have been methodological changes over time. In 2014, the tracker was a telephone survey, between 2015 and 2017, it was a 75% online and 25% face-to-face approach and in 2018, the study moved to 50% online and 50% face-to-face. In 2018 and 2019, frequent occasional viewers (defined as those who say they are occasional viewers but watch PSB channels every day or most days) have also been included. -

Time Warner alone is deficient enough in services, even affordable services. Comcast by itself is a terrible service provider. Ask anyone in the Denver, CO area and they would nix Comcast. Comcast rates first in the highest subscriber costs for services rendered, poor customer service, poor network connection speeds, poor network connectivity and downtime, throttling of bandwidth to customers at their discretion, etc, etc. If these companies are touting benefits to the subscribers, then do away with their ability to put into their contracts “up to xxMb/second” for xx$$. Make them specifically say what the minimum “xxMb/second” they will provide at what tier $$ cost. Example, if the subscriber is charged “$50/month for UP TO lOMb/sec”, then if they only provide 2Mb/second they are still within their contract rights. Make them contracturally specify what the minimum connectivity speed is. Example, if the subscriber is charged “$50/month for MINIMUM of 10Mb/sec’ then they must provide at least 1 0Mb/sec or they are out of contract. The UP TO game is a sham on the subscriber.
