The resources have been designed to enable adult learning tutors to organise a local heritage project, comprising four 3-hour workshops, based on the correspondence of Edward Willes, a 19 th century Leamington landowner. The letters were transcribed by local volunteers, supported by the Leamington History Group, and are held at the Warwickshire County Record Office. 2 Edward Willes and his Leamington Legacy The Willes family first obtained the Newbold Comyn estate, close to the small village of Leamington Priors, in the late 16 th century. By 1820, when Leamington was being commercially developed as a spa town, Edward Willes had inherited extensive lands to the north and east of the town. Willes was a great traveller and while abroad, planned the development of his estate.

    LGBCE Review of Warwick District Council Ward Boundaries Warwick District Council Submission on Warding Arrangements 1.0 Introduction 1.1 This submission is made on behalf of Warwick District Council and is based upon the decision of the Council’s Licensing & Regulatory Committee on 11 January 2018. 1.2 This Council has a fundamental principle that wherever reasonably practicable the Electoral Boundaries should be coterminous, but in doing so they should meet the criteria for electoral equality, the interests and identities of local communities and should promote effective and convenient local government 1.3 Having considered this the Council believes that the proposal it has outlined in this submission meets the criteria for the review and would provide an approach that would best meet the needs of the local communities within Warwick District. 1.4 To achieve this outcome, the Council is proposing 20 Wards with a mixture of 1, 2 and 3 Councillors to represent each Ward to give electoral equality but also to recognise the individual communities within the District. 2.0 Delivering electoral equality for local voters 2.1 The Local Government Boundary Commission for England (LGBCE) has accepted the methodology for local elector growth within Warwick District from 109,855 in September 2017 to 123,333 in 2023. Following the decision by the LGBCE to set the Council size at 44, this provides an elector to councillor ratio in 2023 of 2803 to each Councillor. 2.2 The proposal from this Council works on a principle of coterminous boundaries across the District except for a few exceptions, to improve electoral equality within the towns of Leamington and Warwick.

It BID LEAMINGTON delivers an agreed set of services and projects to enhance the Supporting Royal Leamington Spa commercial wellbeing of the area, which are beyond the statutory responsibilities of the local authority and other public agencies. These are agreed, and formally voted for, by all businesses. A BID typically lasts for five years and is regulated by legislation contained in the Local Government Act 2003 and the Business Improvement District (England) Regulations 2004. CONTENTS There are now almost 300 BIDs established in the UK, representing over 100,000 businesses and locally, there are also BIDs in Stratford, Rugby, Banbury and Coventry City Centre. FOREWORD BIDs have become a fundamental part of the wider place- making landscape. Collectively, they are working to represent business interests locally and nationally. They are now regarded as a powerful influencer of change, also levering in substantial additional income, developing partnerships and meeting local HIGHLIGHTS challenges with a focused and committed delivery body. Local businesses voted to establish BID Leamington in March 2008 for a five-year term.     Document of the Month February 2018 The Arboretum, Leamington Spa (CR3924 and CR4624/11) Arboretum, n. “A place devoted to the cultivation and exhibition of rare trees; a botanical tree-garden.”1 “Latin arborētum a place grown with trees, < arbor tree.”2 All over the county there are many beautiful gardens and parks. For example, you may know of the famous Jephson Gardens in Leamington Spa, and the charming grounds at Charlecote Park and Baddesley Clinton. However, have you heard of The Arboretum, Leamington Spa? The ground plan of the Arboretum Warwickshire County Record Office, CR3924 Do not worry if you haven’t heard of it. Very little of the Arboretum survives today. Yet, in the mid-19th century, it covered a wide expanse of land on the edge of town. As the illustrated ground plan shows (CR 3924), the spacious arboretum was situated between Tachbrook Road, Tachbrook Street, and St 1 Arboretum, n. definition, www.oed.com 2 Ibid 1 Document of the Month February 2018 Helen’s Road. The land was purchased in 1851 by Dr John Hitchman (1805- 1867), who was a surgeon, a prominent member of Leamington society and a great philanthropist. He enriched the space “with thousands of flowers, shrubs and exotic trees and [opened] it free to the public”3 as an arboretum. Perhaps unsurprisingly, the eleven acres of land had another practical purpose too. It was turned into “a Nursery for the cultivation and sale of plants”4, which was a popular trend during the Victorian era.
