    New Congress on Line to be Next Big Brother By Bill Hobby Hooray for the new Congress. They promised to take government off our back, and they've put it in our living room. They promised to free us from regulation, and they've concocted one that can deprive some unwitting computer nerds of their liberty. The amendment attached to an overhaul of federal communications law by the Senate Commerce Committee sets fines up to $100,000 and jail terms of up to two years for anyone who transmits material that is "obscene, lewd, lascivious, filthy or indecent" over the Internet. Welcome, thought police. As one columnist, Charles Levendosky of the Casper (Wyoming) Star-Tribune, put it, "It would melt the promise of this electronic Gutenberg." Many of us are just now discovering the wonders of cyberspace as presented through the Internet. We're just learning to pull up reproductions of paintings in the Louvre, reference material from the Library of Congress, bills up for consideration in the Texas Legislature. We are travelers in a fantastic new world of knowledge and information. This wonderful worldwide network of computers can answer our questions in seconds, whether we want to know about ancient Egyptian hieroglyphics or what happened today in the O.J. Simpson trial So naturally our Big Brothers in Congress couldn't leave us alone. Under the guise of protecting children from smut, the Senate has adopted one of the most draconian invasions of privacy ever. It has never been clear to me why the government considers that it owns the airwaves.

    CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

Pursuant to Article I, Section 5, Clause 2 of the United States Constitution, Senate Resolution 338 (88th Congress), as amended, and Rule 5(f) of the Committee's Supplementary Procedural Rules, the Select Committee on Ethics submits this Report in support of its recommendation to the Senate that Senator Packwood be ex- pelled from the Senate.     The 1995 Blog Recalling the ’95 case against lecherous Bob Packwood, whom Biden praised The bumbling vice president, Joe Biden, demonstrated anew yesterday his hazy understanding of recent history by praising Bob Packwood, a lecherous former U.S. senator, in speech to the Women’s Leadership Forum of the Democratic National Commiee. Packwood resigned his Senate seat in disgrace in 1995, ending a three-year investigation that centered around his numerous unwanted sexual advances on women, many of whom were dependent on him for their jobs. “Packwood was no Lothario,” I write in my forthcoming book about 1995. “The senator’s advances were graceless, and ‘consisted chiefly of dropping sudden, surprise French kisses on women, usually after forcefully seizing them by their arms or wrists,’ as the New York Times described them. Packwood: Quit in disgrace “‘The women, most of them members of Packwood’s staff, lobbyists and campaign volunteers, [denied] sending any signals of romantic interest. … He didn’t flirt suavely or invite women for candle-lit dinners. No, he swooped down out of the blue, usually embracing a woman under the fluorescent lights of an inner office. According to many accounts, his groping was wooden and his open-mouthed kisses oddly passionless.'” Packwood’s offenses were so sordid — and included charges of evidence-tampering and influence- peddling — that the Senate’s bipartisan ethics commiee called unanimously for his expulsion. The commiee compiled a report of 179 pages, supported by thousands of pages of documentation. The report said Packwood had engaged “in a paern of sexual misconduct” from 1969 to 1990 and had intentionally altered diary entries as to mislead investigators and minimize his misconduct.
