Biodun OMOLEYE Born on a Christmas day some years ago at the Seventh-day Adventist hospital in the great ancient town of Ile-Ife to Mr. & Mrs. M. S. Omoleye. Hon. Omoleye had his primary education at Ile-Ife and Ayede-Ekiti. He later attended Omuo Comprehensive High School, Omuo- Ekiti and later obtained his Higher School Certificate. He attended Obafemi Awolowo University Ile-Ife where he got his Bachelor’s of Arts (B.A.) degree in History and Master of Science (Msc.) degree in International Relations. Hon. Omoleye started his working career in Lagos where he Hon. Biodun OMOLEYE worked in the Nigerian office of the British Educational Training and Technology Association as an Educational & Training Consultant. He left B.E.T.T.A to join the management of the Capital Oil Plc. 05-Nov-19 2 Hon. Biodun OMOLEYE He arose to the position of Head of International Operations of the company before leaving to set-up his own oil marketing company with friends and colleagues who pulled out at the same time from African Petroleum and General Oil limited to form ALFA Oil Limited. His interest knows no bounds, he ventured into publishing and pioneered the publication of a monthly human Development magazine called' Youth Consult'. He is also into energy management and consulting. A youth at heart, represented the interest of youths at several international fora. Hon. Biodun OMOLEYE Mr. Omoleye is also a seasoned administrator and educationist climaxing his university career at Adekunle Ajasin University, Akungba-Akoko, Ondo State where he retired from the university service as Principal Assistant Registrar in 2016. 05-Nov-19 3 Hon. Biodun OMOLEYE He was also a Resource Consultant to Administrative Staff College of Nigeria (ASCON) and currently serving on the Governing Council of Yaba College of Technology, Lagos. Being a philanthropist and someone committed to service above self. He belongs to several voluntary and philanthropic organizations. He is a recipient of several honours and awards at local, national and international levels. He is well recognized for visionary initiatives for the youth and he is well published. Mr. Omoleye’s interest in the development of the nation made him to join politics. At a very young age, he was appointed as an adviser to the Honourable Minister of Education and Youth Hon. Biodun OMOLEYE Development, Late Prof. Babs Fafunwa. He is a political juggernaut who has held many posts. He is the current Chief of Staff to the Governor of Ekiti State. 05-Nov-19 4 Hon. Abiola MAKINDE Hon. Dr. Peter Abiola Makinde was born to the family of late Chief and Mrs. AmbroseM akinde. Having completed his primary and secondary school education in Lagos State, Hon Abiola Makinde, a.k.a H.A.M, proceeded to Ondo State Polytechnic Owo (Now Rufus Giwa Polythechnic, Owo). Later on, Hon. Abiola Makinde left the shores of the country for his tertiary education. Hon. Makinde attended Northern Virginia Community College, USA for further studies. Having completed some prerequisite courses, he thereafter transferred to University of Maryland, University College, USA where he bagged his Bachelor Degree in Computer and Hon. Abiola MAKINDE Information Systems. Hon. Abiola Makinde went further to complete his Master’s degree and graduated with distinction in Management while specializing in financial Management from University of Maryland, University College, Maryland, USA. 05-Nov-19 5 Hon. Abiola MAKINDE He is happily married to Mrs. Olusola Olutoyin Omoleye with children. Hon. Makinde in recognition of his excellent achievements in his chosen career was awarded an honorary Doctorate Degree from Global Ovei Dei Seminary University. Moved by his desire to plough back his overseas acquired experiences in the services of his fatherland, Hon. Makinde returned to Nigeria and served as the caretaker chairman, Ondo West Local Government. Hon. Abiola MAKINDE He is currently a member House of Representatives at the National Assembly, Abuja, representing Ondo East/West federal Constituency of Ondo State. 05-Nov-19 6 Hon. Abiola MAKINDE He is chairman/CEO of group of companies at home and abroad, while providing employment opportunities to several youths as well as empowering thousand of economically disadvantaged populace. Hon Abiola Makinde, popularly known and referred to in political cycle as OSHAPRAPRA is married to an accomplished Medical Doctor, Dr. Hon. Abiola MAKINDE (Mrs.) Rhoda Makinde and their marriage is blessed with godly children. 05-Nov-19 7 Justice Sunday OLORUNDAHUNSI Justice Sunday Olorundahunsi was born some years ago. He attended Omuo Comprehensive High School, Ekiti State before leaving for Federal School of Arts & Science, Ondo State. He had his Bachelor of Law degree from the University of Benin, Benin City and Master of Law from Obafemi Awolowo University, Ile-Ife. Justice Sunday Olorundahunsi is an experienced and accomplished jurists with a track record of administrative and courtroom practices of over 20 years period. He Successfully developed a practical knowledge and understanding of corporate and criminal litigation both as lawyer Justice Sunday and presently as a judge. OLORUNDAHUNSI This is in addition to previous national assignments on socio- judicial challenges, crisis resolution and conflict management at the national level in line with judicial norms and practices. 05-Nov-19 8 Justice Sunday OLORUNDAHUNSI In all, He has developed an in-depth professional approach to judicial issues, precedents, rulings and their impact on the society. He is a personality that is multifaceted, highly motivated and result driven with good resource management and administrative skills. He has a continuous aptitude for progressive change, looks forward to new challenges within the local, regional and international space in line with current realities or otherwise. He is a member of several professional bodies who has reading, writing, research, golf, football, travelling and farming as his Justice Sunday hobbies. OLORUNDAHUNSI Chief (Dr.) Isaac Folorunso Akintade was born in Ondo town, Ondo State, on August 15, 1942 into two prominent families in Ondo Kingdom. 05-Nov-19 9 Sen. Suleiman Makanjuola AJADI Sen. Suleiman Makanjuola Ajadi was born 62 years ago. He had his primary education in Ilorin, Kwara state and his secondary education in Babanloma and Lafiaji before proceeding to Kwara State College of Technology, which was then affiliated to Cambridge University London. He holds B.Sc. Economics from the University of Ibadan and Masters in Business Administration from University of Ilorin. He also attended various courses and seminars at home and abroad. He started his teaching career immediately after National Youth Service as an Assistant Lecturer at the Kwara Polytechnic. He rose Sen. Suleiman Makanjuola to the position of principal lecturer in Economics and Financial AJADI Management at the institution. He was also a part-time lecturer at both University of Ilorin and the University of Lagos. 05-Nov-19 10 Sen. Suleiman Makanjuola AJADI Senator Ajadi had politics inherent in him. He was a former local government chairman before heading to the Red Chamber. He had an impressive time at the Upper House of the National Assembly. He has held many positions in the political terrain. In appreciation of his philanthropic contributions to society, the Rotaract International District 9130, National Association of Kwara State Students, Organisation of Muslim Unity, National Assembly of Nigeria, USAID, Middle Belt Youth forum and Junior Chambers International among others at various times, bestowed on Sen. Makanjuola Ajadi various awards of honour and fellowships. In addition, many traditional rulers and organisations who were Sen. Suleiman Makanjuola impressed by his contributions to humanity and the socio- AJADI economic development in Nigeria conferred on him chieftaincy titles and honours. 05-Nov-19 11 Chief (Dr.) Isaac Folorunso AKINTADE (JP) Chief (Dr.) I.F Akintade started his elementary education at St. Andrew’s Primary School Ondo, and proceeded to the local Authority Modern School, Ondo. In his quest for more knowledge, he again went to the Federal Government Teachers’ Training College Ilesha, Osun State, where he had his Grade II Teachers Certificate before travelling to the United States of America for further studies. While in USA, he attended Armstrong High School Washington DC, and later went to the Federal City College, now University of Chief (Dr.) Isaac Folorunso the District of Columbia, where he bagged his bachelor’s degree AKINTADE (JP) in Economics in 1972. 05-Nov-19 12 Chief (Dr.) Isaac Folorunso AKINTADE (JP) He was later given an American scholarship to study at the Western Illinois University, Macomb, IIIinois, where he obtained his master’s degree in Quantitative and Analytical Economics with Honors and had AIB Final Certificate from the American Institute of Banking, Washington D.C. Chief Akintade returned to Nigeria and started working at the Research Department of the Central Bank of Nigeria. While at CBN, Chief Akintade moved to the Federal Ministry of Trade in 1978 to acquire experience in the running of Business in order to fulfill his lifelong desire of running his own business. He was also the chairman of the Import Quota Allocation Chief (Dr.) Isaac Folorunso Committee before he finally retired from government service. AKINTADE (JP) All his life, Chief Akintade cofounded Famak Nigeria Ltd as an Executive Director. He is currently the Managing Director and Chief Executive of the company. 05-Nov-19 13 Chief (Dr.) Isaac Folorunso AKINTADE (JP) He also confounded the Ekimogun Microfinance Bank where he is the current Chairman. Chief Akintade joined politics on invitation by the Osemawe of Ondo, Late Oba F.I. Adesanoye, the paramount ruler of Ondo Kingdom then. Chief Akintade became the leader of labour party in Ondo Kingdom and chairman of Elders’ Council of the Party in Ondo State.

Hence, its proper funding towards the attainment of its lofty goals should be the collective responsibility of every stakeholders. This paper therefore discussed university education finance and cost sharing in Nigeria. The concepts of higher education and higher education finance were examined, followed by the philosophical and the perspectives of university education in Nigeria. The initiative of private funding of education vis-à-vis Tertiary Education Trust Fund (Tetfund) was brought to the fore. The paper further examined cost structure and sharing in Nigerian university system. It specifically described cost sharing as a shift in the burden of higher education costs from being borne exclusively or predominately by government, or taxpayers, to being shared with parents and students. Findings showed that Tetfund does not really provide for students directly. As regards students in private universities in Nigeria, and that private sector has never been involved in funding private universities. It was recommended among others that there is the need to re-engineer policies that will ensure effective financial accountability to prevent fiscal failure in Nigerian higher educational institutions, as well as policies which will ensure more effective community and individual participation such that government will be able to relinquish responsibility for maintaining large parts of the education system.

Accepted 28th August, 2017. The paper examined causes, effect and abatement measures of flooding in River Ajilosun drainage basin in Ado-Ekiti, Nigeria. Data were collected on morphometric variables such as channel width and channel depth which were measured with ranging pole and tie rod. Channel efficiency was derived from a mathematical relationship between the channel capacity and the wetted perimeter of the channel. Data on slopes were obtained with Abney level. Data were also obtained on distance of buildings to river valley with a tape measure. 150 copies of questionnaire were also administered systematically to landlords of houses along River Ajilosun in order to obtain information on experience and effect of flooding in the basin. The study employed both descriptive and inferential statistics to analyze the data. The outcome of the descriptive analysis revealed illegal dumping of refuse in stream channel as the principal cause of flooding in River Ajilosun. Other causes of flooding are the heavy and frequent tropical rainfall in the area. The results of the quantitative analysis showed that the geomorphological variables accounted for about 80% of the total variation in spatial extent of flooding in the drainage basin.

The study was therefore designed to analyse management practices in Lagos state tertiary institutions through total quality management structural framework. The selected public tertiary institutions in Lagos State were Lagos State University (LASU) Ojo, University of Lagos (UNILAG) Akoka, Michael Otedola College of Primary Education (MOCOPED) Inaforija, Epe, Federal College of Education Technical (FCET)Akoka, and Adeniran Ogunsanya College of Education (AOCOED) Oto-Ijanikin. A descriptive survey research design was adopted. A Total Quality Management practices and Quality Teacher Education Questionnaire (TQMP-QTEQ) was used to obtain data for the study. The structured questionnaire was administered on 905 academic and non-academic staff members and final year students of sampled institutions using purposive sampling technique. The questionnaire was content-validated using expert opinion method and Kaiser-Meyer-Olkin (KMO) statistics of sampling adequacy. In terms of the measure of reliability, the Cronbach’s Alpha values for the two major constructs of the study are satisfactory – quality teacher education (0.838) and TQM (0.879). Their Kaiser-Meyer-Olkin (KMO) statistics of sampling adequacy were equally above the acceptable standard of 0.7. The hypotheses were tested at the 5 percent level of significance.

    INTRODUCTION Ondo is one of the six states that make up the South West geopolitical zone of Nigeria. It has interstate boundaries with Ekiti and Kogi states to the north, Edo State to the east, Delta State to the southeast, Osun State to the northwest and Ogun State to the southwest. The Gulf of Guinea lies to its south and its capital is Akure. ONDO: THE FACTS AND FIGURES Dubbed as the Sunshine State, Ondo, which was created on February 3, 1976, has a population of 3,441,024 persons (2006 census) distributed across 18 local councils within a land area of 14,788.723 Square Kilometres. Located in the South-West geo-political zone of Nigeria, Ondo State is bounded in the North by Ekiti/Kogi states; in the East by Edo State; in the West by Oyo and Ogun states, and in the South by the Atlantic Ocean. Ondo State is a multi-ethnic state with the majority being Yoruba while there are also the Ikale, Ilaje, Arogbo and Akpoi, who are of Ijaw extraction and inhabit the riverine areas of the state. Lukman1 & István Szűcs2 In this study, we propose a robust approach to handling geo-referenced data and discuss its statistical analysis. The linear regression model has been found inappropriate in this type of study. This motivates us to redefne its error structure to incorporate the spatial components inherent in the data into the model. Therefore, four spatial models emanated from the re-defnition of the error structure. We ftted the spatial and the non-spatial linear model to the precipitation data and compared their results. All the spatial models outperformed the non-spatial model. The Spatial Autoregressive with additional autoregressive error structure (SARAR) model is the most adequate among the spatial models. Furthermore, we identifed the hot and cold spot locations of precipitation and their spatial distribution in the study area. Te ordinary least squared regression (OLS) has become a household name in many disciplines, especially when there is a need to investigate the cause and efect relationship between a response variable and one or more covariates1 . However, the reliability of OLS results depends on certain assumptions commonly called the “Gauss Assumption”. One of the stringent of these assumptions is that the error terms in the model should be independent. Te violation of this assumption in the classical regression makes the inference on the coefcient to be invalid due to infated standard error. In real-life situations, this assumption of OLS is not attainable because observations located in space are related to their nearby units 2.
