THE AYRSHIRE SHARED SERVICE JOINT COMMITTEE 20 APRIL 2018 AYRSHIRE ROADS ALLIANCE ROADWORKS PROGRAMME 2017/18 AND 2018/19 Report by the Head of Roads - Ayrshire Roads Alliance PURPOSE OF REPORT 1. The purpose of this report is to advise the Joint Committee of the progress made with the road improvement programmes within East Ayrshire and South Ayrshire for financial year 2017-2018 and to provide the approved programmes for 2018-2019 for East Ayrshire and the proposed programme for South Ayrshire. DETAIL 2. The East Ayrshire Council programme for the 2017/18 Carriageway and Footway Structural Maintenance and Street Lighting Works was approved by Cabinet on 8 March 2017. The 2017/18 programme for Bridge and Culvert Strengthening and Traffic, Transportation and Road Safety were both approved by Cabinet on 22 March 2017. 3. The East Ayrshire Council programme for the 2018/19 Carriageway and Footway Structural Maintenance and Street Lighting Works was approved by Cabinet on 21 February 2018. The 2018/19 programme for Bridge and Culvert Strengthening and Traffic, Transportation and Road Safety were both approved by Cabinet on 21 March 2018. A three year LED street lighting replacement programme will commence in April 2018. This will increase the current number of LED units from around 20% towards 100%. 4. The available budgets for 2017/18 were £2.785 million for carriageways; street lighting £0.250 million; traffic & road safety £0.345 million; bridges £2.63 million; CWSS (Cycling Walking and Safer Streets) £0.167 million; Smarter Choices, Smarter Places £0.111 million; the New Cumnock Flood Works £0.600 million; A70 Glenbuck £1.4 million; SPT £0.680 million; Sustrans £0.021 million; and Paths for All £0.11 million. Grant awards were also received for Timber Transport £0.488 million; and Charge Place Scotland £0.033 million. 5. The South Ayrshire Council programme for 2017/18 was approved by Leadership Panel on 14 March 2017. 6. South Ayrshire proposed programme for all infrastructure works in 2018/19 will be presented to Leadership Panel on 24 April 2018. The available budgets for 2017/18 were £1.0 million carriageway resurfacing; £1.3 million revenue carriageway and footway resurfacing; street lighting £0.500 million; bridges £0.249 million; CWSS £0.154 million; Smarter Choices, Smarter Places £0.103 million; Sustrans £0.235 million; and SPT £0.260 million. Grant awards were also received for Timber Transport £0.282 million; and Charge Place Scotland £0.022 million. 8. The winter of 2017/18 has been challenging for the Ayrshire Roads Alliance with reported surface defects and insurance claims being significantly higher than previous winters. Further detail on the actions taken by the Ayrshire Roads Alliance over the winter months and the actions proposed for 2018/19 are contained in the Performance Report submitted to the Meeting. Currently East Ayrshire has 223 insurance claims for vehicle damage and South Ayrshire has 101. 9. Updated progress of programmes for 2017-2018 are contained within Appendices One and Two. 10. The programmes for 2018-2019 are contained within Appendices three and four. The Ayrshire Roads Alliance understands the need to monitor and manage the extensive programme of works for 2018-19. For the road surfacing schemes in East Ayrshire and South Ayrshire two weekly programme meetings which have already commenced which is attended by the Head of Roads; Operations Manager and other relevant operational staff. For the traffic, road safety, structures and externally funded schemes four weekly meetings have already commenced which is attended by the Head of Roads; Operations Manager; Traffic & Road Safety Manager and the Design & Environment Team Manager. FINANCIAL IMPLICATIONS 11. The Ayrshire Roads Alliance will deliver the strategic and local services as stated in the Service Plan. The budget is provided by East Ayrshire Council, South Ayrshire Council, and other external organisations. Appropriate scrutiny arrangements are in place to manage these budgets. LEGAL IMPLICATIONS 12. The work of the Ayrshire Roads Alliance is undertaken in accordance with relevant legislation. HUMAN RESOURCES IMPLICATIONS 13. The work programmes have direct impact on human resources and the Alliance will ensure all works are suitably resourced to maintain satisfactory progress. COMMUNITY/ COUNCIL PLAN IMPLICATIONS 14. The work undertaken by the Ayrshire Roads Alliance aligns with the Community Plan for East Ayrshire Council; and the Council Plan for South Ayrshire Council. RISK MANAGEMENT IMPLICATIONS 15. The Ayrshire Roads Alliance Risk Register was approved at a previous Joint Committee. The Risk Register is reviewed and presented to every Joint Committee. 16. The Works Programmes, Service Plan and the Risk Register do not expose either Council to an increased risk as they have been developed from existing budgets and existing service commitment. RECOMMENDATIONS 17.
