Republic of Serbia has applied, through the project implementing entity Ltd. ‘’Koridori Srbije’’ (KS), for restructuring of the remaining funds from a previous Corridor X loan and repurposing of the funds towards the rehabilitation of neighboring road sections. Restructuring of the loan lent by the EBRD for the Corridor X project has allowed for the financing towards the works on the subject road section. Technical documentation, including this Environmental and Social Management Plan, are being financed by the Republic of Serbia from the national budget. The Project Proponent is the Government of Serbia, acting through its Ministry of Construction, Transport and Infrastructure (MCTI). Project implementing entity is Limited Liability Company “Koridori Srbije” (KS). Total length of subject road sections of State Road of IIB class no. 427 is 14.84 km. Section Niska Banja (km 0+100) – Jelasnica (km 3+500) is located inside the residential zone of the city municipality Niska Banja, section Ploce (km 14+950) – Crvena Reka (node no. 25902, km 22+133) is also located inside the residential area of the Crvena Reka village, in the municipality Bela Palanka. Sections turn for Bancarevo village (km 11+270) – bridge no. 9A (km 10+180) and Bancarevo (km 11+270) – Ploce (km 14+950) inside rural areas, outside of residential zones. Project zone is close to the cities of Nis and Bela Palanka. The Project has been classified as Environmental Category B. i.e. a project requiring an ESMP pursuant to EBRD Performance Requirements (PR). This document presents the Environmental and Social Management Plan (ESMP), which has been prepared to ensure that the proposed road rehabilitation project is implemented in accordance with the European Bank for Reconstruction and Development (EBRD) performance requirements and local legislation relating to environmental protection. The aim of the Environmental and Social Management Plan (ESMP) is to highlight the potential negative environmental impacts and management problems during execution of the road rehabilitation works, as well as the necessary mitigation measures that the Contractor must apply. The key components of the Environmental Management Plan are: Plan for the mitigation of adverse impacts on the environment and Plan for monitoring of the impacts on the environment. The preparation of this ESMP was undertaken through a desk study and field investigations, including consultations with regional level representatives and local stakeholders. Rural areas represent areas that are different from other areas in terms of economic, social, demographic and cultural development. The differences are determined by multiple factors - geomorphological characteristics, population, economic structure, infrastructure and utilities as well as the developmental potential of certain areas, all of which present the basis for the development of strategic plans. This paper discusses main characteristics of spatial and functional structure of rural areas situated within the municipalities of Niš. Many settlements, even when they stand next to each other, differ in terms of their inner organization and structure. But also, there are many elements that are common for the settlements in a certain area. The aim of this paper is to analyze functional and spatial structure of these settlements and to point out their similarities. Influence of the geographical location and historical background will be also analyzed. Because of their specific terrain conditions and due to the influence of historical events, these settlements had a very strong impact of Ottoman architecture and some of the evidence are present in their structure even today. On the other hand, because of their favorable location, air pollution is lower than in the cities which makes the quality of life better.

    ODLUKA O UTVRĐIVANJU DOPRINOSA ZA UREĐIVANJE GRAĐEVINSKOG ZEMLJIŠTA ("Sl. list grada Niša", br. 92/2016) I OSNOVNE ODREDBE Član 1 Ovom odlukom propisuje se postupak obračuna i naplate doprinosa za uređivanje građevinskog zemljišta (u daljem tekstu: doprinos), zone i vrste namena objekata, iznosi koeficijenata zone i namene, kriterijumi, iznos i postupak umanjivanja doprinosa, posebna umanjenja za nedostajuću infrastrukturu i uslovi i način obračuna umanjenja za troškove infrastrukturnog opremanja sredstvima investitora kao i druga pitanja od značaja za obračun i naplatu doprinosa na teritoriji Grada Niša. Član 2 Uređivanje građevinskog zemljišta obuhvata njegovo pripremanje i opremanje. Pripremanje zemljišta obuhvata istražne radove, izradu geodetskih, geoloških i drugih podloga, izradu planske i tehničke dokumentacije, programa za uređivanje građevinskog zemljišta, raseljavanje, uklanjanje objekata, saniranje terena i druge radove. Opremanje zemljišta obuhvata izgradnju objekata komunalne infrastrukture i izgradnju i uređenje površina javne namene. Uređivanje građevinskog zemljišta vrši se prema srednjoročnim i godišnjim programima uređivanja. Radi obezbeđivanja uslova za uređivanje, upotrebu, unapređivanje i zaštitu građevinskog zemljišta, Skupština Grada Niša je osnovala JP Direkciju za izgradnju Grada Niša. Član 3 Doprinos plaća investitor. Sredstva dobijena od doprinosa koriste se za uređivanje i pribavljanje građevinskog zemljišta u javnu svojinu, kao i za izgradnju i održavanje objekata komunalne infrastrukture (pristupni put,

    Head of Department Economic and Environmental Department www.pegasus.osce.org ODRŽIVI RAZVOJ GRADA NIŠA - PRILOG ZA IZRADU STRATEGIJE - 2004 1 OKVIR ZA STRATEGIJU ODRŽIVOG RAZVOJA GRADA NIŠA Grad Niš sa oko 250.000 stanovnika je drugi po veličini grad u Srbiji i Crnoj Gori. Ovaj, nekada industrijski i privredni centar regiona, deli sudbinu većine gradova sa sličnom strukturom privrede i stanovništva u Srbiji i na Zapadnom Balkanu. Predimenzionisana preduzeća po kapacitetima i brojem zaposlenih radnika iz oblasti mašinske, elektronske i tekstilne industrije, ne mogu da prate savremena kretanja na tržištu. Nizak stepen restrukturiranja i privatizacije i kašnjenje ozbiljnijih reformi u privredi, doveli su do osiromašenja većeg broja stanovnika, jačanja sive ekonomije i povećanja socijalnih tenzija. Sa druge strane, Niš poseduje uslove da, korišćenjem postojećih resursa u perspektivi, ostvari stabilan razvoj na novim osnovama i po evropskim standardima. Pri tome je neophodno izvršiti mnoge reforme, utvrditi nove pravce razvoja, revitalizirati i restrukturirati postojeće perspektivne sisteme i sl. Da bi se moglo to ostvariti nužno je projektovati STRATEGIJU ODRŽIVOG RAZVOJA GRADA NIŠA. Zbog toga je grupa nezavisnih eksperata, uz podršku OEBS – Misije u Srbiji i Crnoj Gori, pristupila definisanju okvira za izradu ove Strategije. 1 CILJEVI STRATEGIJE Osnovni cilj strategije održivog razvoja grada Niša je: Održivi i ekološki bezbedan socio-ekonomski i postorni razvoj građanskog društva kroz dugoročnu orijentaciju na sopstvene i obnovljive resurse.
