    REPORT ON THE REGISTER OF MEMBERS’ INTERESTS FIRST ASSEMBLY: May 1999 - APRIL 2003 Introduction 1. Section 72 of the Government of Wales Act 1998 and Standing Order 4 requires the National Assembly to maintain and publish a register of interests of Assembly Members. The register is updated quarterly. 2. Members are required to register any relevant interests within eight weeks of taking the oath or affirmation and also register within four weeks any changes to those interests. Section 72(6)(a) of the Government of Wales Act makes it an offence for any Member to participate in proceedings of the Assembly without having registered a relevant interest as specified in the Annex to Standing Order 4. The responsibility for complying with the duties to register and declare interests rests with Members alone, although they may seek advice from the Presiding Office. Thresholds 3. Part 4 of the Annex to the Standing Order 4 provides for the establishment of thresholds over and above which Assembly Members are required to register gifts, hospitality and other material benefits or advantages. An Assembly resolution in May 1999 established the threshold for the registration of gifts (such as money, glassware etc), at £125. For other benefits (such as tickets to sporting events) the threshold is 0.5% of their individual salaries (which currently equates to approximately £180). 4. Some Members choose to register a number of matters that fall below the stipulated thresholds. They are entitled to do this if they so wish. However, it should be stressed that those Members who have observed the thresholds have thereby complied precisely and in full with the rules as laid down in the resolution of the Assembly.

    RULES PREAMBLE 1. DEFINITIONS In these Rules, the following words and expressions have the following meanings:- Academic Year: 1st September in one (1) year to 31st August in the following year. Academy: an establishment for the coaching and education of Players operated by a Club in accordance with the requirements of the Association’s Academy Regulations. Amateur Competitions: competitions in which only Amateur Players may participate, as sanctioned by the Association from time to time. Amateur Player: a Player who is not a Professional Player. Amateur Registration Period: the annual period, as determined by the Directors pursuant to Rule 138.3, when Amateur Players (other than those to whom the Professional Registration Periods apply under Rule 138.2) may be registered with the Association. Appeal Notice: a written notice stipulating the nature of the appeal and requesting that such matter be referred to the Appeals Panel. Appeals Panel: the second instance Panel of the Association empowered to hear disciplinary matters and disputes pursuant to Section E of these Rules. Appeals Panel Fee: the appropriate sum pursuant to Rule 44.1.3. Appointments Committee: the committee of the Council, established by the Council (and operating in accordance with such rules of procedure set by Council from time to time), to make recommendations to Council on the election or appointment of Officers by the Council and, in accordance with the articles of association of the Association current from time to time, on the appointment of Directors by the Council. Arbitration Fee: the appropriate sum pursuant to Rule 45.3. Arbitration Notice: a written notice stating the nature of the matter complained of and requesting that such matter be referred to the Independent Arbitration Panel.

  • Petition P-05-1027 Allow Welsh Domestic Football Clubs to Play
    Petition P-05-1027 Allow Welsh domestic football clubs to play friendlies and allow supporters to attend matches. Discussions taking place on your working groups with clubs. All clubs in Wales (until we enter Alert Level 4) are now allowed by the FAW to play friendlies within their own leagues and/or within their own County Borough. However, the Welsh Government Regulation of a maximum number of 30 participants in an outdoor event must be respected. This ‘Rule of 30’ does not allow the full compliment of substitutes or coaching staff to participate in these games and the FAW entrusts the clubs and the match officials to ensure that it is complied with. Currently 26,000 registered players are not playing football compared with the 2019/20 season as a direct consequence of COVID-19 and it is the FAW’s view that the ‘Rule of 30’ is one of the influencing factors. The FAW’s National Leagues Board has set up a Working Group which meets on a weekly basis to discuss the societal and financial impact of the Covid-19 pandemic. Without supporters and/or significant financial assistance, it remains a possibility that Clubs within our National Leagues in Wales may not complete the season, which would lead to the demise of the hub of many communities throughout Wales. The FAW strongly supports an increase in the number of people permitted in organised outdoor sport, but also recognizes the severity of the current Public Health situation. The FAW would encourage the Welsh Government to reconsider this Regulation within an Alert Level 2 situation, enabling 50 persons in organised activity, so there is a staggered approach through the four different Tiers.

Following careful consideration of all options that were available to them, the FAW Board of Directors decided that promotion and relegation should be implemented in line with the existing Pyramid Regulations, based on the final standings in each League/division having applied the unweighted points per game method and subject to Club Licensing/Ground Criteria requirements for the National Leagues. The decision was consistent with the recommendation from the FAW National Leagues Board. The Community Game Board had previously agreed to adopt a consistent approach in relation to the leagues at Recreational Level. As a result of this decision, the FAW can confirm the following in relation to its National Leagues: JD Cymru Premier (Tier 1) Promoted: Flint Town United; Haverfordwest County Relegated: Airbus UK Broughton (to JD Cymru North); Carmarthen Town (to JD Cymru South) JD Cymru North (Tier 2) Promoted: Llanidloes Town; Holywell Town & Holyhead Hotspur Relegated: Llanfair United, Corwen & Porthmadog (all to Tier 3 North) JD Cymru South (Tier 2) Promoted: Trefelin BGC; Risca United & Port Talbot Town Relegated: STM Sports (failed to obtain FAW Tier 2 Certification); Cwmamman United & Caerau Ely (all to Tier 3 South) The National Leagues Board will consider the reorganisation of Tier 3 clubs on July 10th following the Tier 3 Ground Criteria certification process.

Read the following match report and answer the questions that follow: Black and White take the Honours Nothing like a local derby game to stir the emotions and a bumper crowd of 796 turned out to watch this latest encounter between Ammanford and Cwmamman. The first half was full of Ammanford creating half chances and both defences coping well. James Kirkwood in goal for Cwmamman was having a fine game whilst Craig Morris Ammanford’s number one had to be on his toes. Referee Nicholas Pratt blew for half time and it was the visitors who felt that they were very much in this derby day encounter. The game came to life in the second half after 52 minutes when Ammanford’s striker Craig Frater found open space and free of his markers he struck the ball from distance beating Kirkwood to open the scoring for the home team 1-0. Some eight minutes later things got even better for the home team when pacy striker Gavin Jones burst through the Cwm defence into the penalty area and was adjudged to have been brought down. The referee immediately pointed to the penalty spot. Cwm’s Luc Blackmore was subsequently shown a red card and Cwm were down to ten men. Up stepped Ammanford’s Craig Frater to take the spot kick.
