2.4 Mozambique Railway Assessment Railways Overview Page 1 Page 2 The Mozambique Ports and Railways Administration (CFM) was created in 1931. The railway system was developed in order to be connected with the three main ports of Maputo, Beira and Nacala, mainly to provide a fast, safe and efficient transit transportation service for mineral and agriculture exports from South Africa, Zimbabwe and Malawi, and for some national traffic from landlocked provinces. The main railway network is about 2,500 km long, distributed in three systems in the South, Central and North, each with 1,067 mm (3’6”) gauge (cape gauge) that is compatible with neighbouring railways networks. The railway system was designed mainly for goods transportation, i.e. there are little passenger rail services in the country. On the other hand, there is no direct rail connection between the three systems inside Mozambique territory; connections are however available via neighbouring countries. The railways were severely targeted by acts of war after the independence of Mozambique in 1975, first by Rhodesian forces prior to Zimbabwe’s independence in 1980, and then during the civil war in Mozambique which lasted until the nineties. These acts of war inflicted major damages on railway lines and bridges, and on locomotives and wagons that consequently disrupted traffic. Recent extensive infrastructure rehabilitation and locomotive and rolling stock renewal programmes undertaken across all three networks, combined with some strategic management concessions, have brought railways back to adequate operational conditions and to be reliable transportation services. Plans exist to augment the capacity of the current railway system and to build new lines to serve the growing mineral market, which mainly consists of coal from the Tete province. -

DELEGATED MANAGEMENT OF URBAN WATER SUPPLY SERVICES IN MOZAMBIQUE SUMMARY OF THE CASE STUDY OF FIPAG & CRA Delegated management of urban water supply services in Mozambique encountered a string of difficulties soon after it was introduced in 1999, but in 2007 a case study revealed that most problems had been overcome and the foundations for sustainability had been established. The government’s strong commitment, the soundness of the institutional reform and the quality of sector leadership can be credited for these positive results. Donor support for investments and institutional development were also important. Results reported here are as of the end of 2007. hen the prolonged civil war in Mozambique ended in exacerbated by the floods of 2000 and delays in the 1992, water supply infrastructure had deteriorated. implementation of new investments – and in December 2001 WIn 1998, the Government adopted a comprehensive SAUR terminated its involvement. On March 9, 1500, this fleet of thirteen ships, i.e. four caravels and nine larger vessels, carrying a total of 1,400 men (sailors, soldiers and merchants), set sail from Lisbon. Two ships were chartered, one from the Florentines Bartolomeo Marchionni and Girolamo Sernigi, the other from Diogo da Silva, Count of Portalegre. The 240-ton flagshipEl Rey and ten other ships were equipped with heavy artillery and belonged to the Crown. The fleet was under the command of the young nobleman Pedro Álvar- es Cabral (1467-1520) and its mission was to reach the markets of the In- dian Ocean. For this reason, no expense had been spared in equipping the ships; in addition to the artillery they carried a large amount of money and goods for exchange (mainly metals: lead, copper and mercury), and many glittering gifts to be distributed, created by refined artisans. King Manuel remembered Vasco da Gama’s humiliation over the small size of his ships and gifts, and intended to present himself on the eastern markets as a great king whose magnificence could rival that of the Indian princes. -

ANNUAL REPORT OF THE HUMANITARIAN/RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Mozambique Humanitarian / Resident Mr. Ndolamb Ngokwey Coordinator Reporting Period 1 January-31 December 2008 I. Executive Summary Mozambique is persistently hit by frequent natural disasters which inflict major damage and as a result, set back economic growth. Natural disasters such as floods, cyclones and droughts, continue to be the main obstacle for sustainable development and the achievement of the Millenium Developmental Goals (MDGs). The heavy rains in Mozambique and bordering countries from mid-December 2007 to mid- February 2008 flooded the Save, Buzi, Púngoè and Zambezi river basins in central Mozambique and have created flash floods around the Lugenda, Megaruna, Messalo and Montepuez rivers in the North of the country. Some 21,476 households (102,155 people) were affected by the 2008 Floods and 20 were reported dead. According to the National Institute for Disaster Management (INGC) 150,923 Ha of agricultural land were lost due to the 2008 floods. Following a Council of the Ministers meeting on 3January 2008, the National Institute for Disaster Management (INGC) declared a “Red Alert” later that afternoon. The Central Emergency Operations Centre (CENOE) was activated on 4 January 2008 and meetings with emergency focal points from the line ministries, relevant Government institutions and the Humanitarian Country Team members through the Cluster approach (WASH-water, Sanitation and Hygiene; Food Security; Logistics; Telecommunications; Shelter; Health; Protection; Education; Nutrition and Early Recovery) took place daily to provide updates on the situation and response in areas affected by the flooding. On 8 March 2008 the tropical cyclone “Jokwe” hit the coastland of Nampula and Zambezia, leaving behind a trail of destruction with a total of 40,339 households (201,695 people) affected, a death toll of 13 and 68,522 hectares of agricultural land destroyed.
