As an island nation Ireland is heavily dependent on its ports, and it is widely recognised that Ireland’s future economic success will be dependent on its ability to trade internationally. Exports have been Ireland’s only net contributor to economic growth in recent years. If port charges are unnecessarily high, or ports are operating inefficiently, this will increase the cost of importing and exporting goods. Competition keeps prices and costs down and drives efficiency and service quality, all of which are key determinants of national competitiveness. Therefore, it is vital that competition in the Irish ports sector is working well. Research indicates that an increase in transport costs and/or port inefficiency will reduce trade volumes. It is especially important that competition for cargo handling services is working well as these services typically account for the largest percentage of the total cost of moving goods through a port. This study evaluates how competition in the ports sector is working. We specifically examine the level of inter-port competition (competition between ports) and intra-port competition (competition within ports) for different cargo types. The main focus is on unitised cargo (i.e., Lo-Lo and Ro-Ro cargo in containers) and bulk cargo (e.g., liquid fuel, coal, fertiliser and animal feed). This is because exports are dominated by unitised cargo, while imports are dominated by bulk cargo. Based on our evaluation, we have made six recommendations to improve the level of competition in the Irish ports sector. The evaluation and the recommendations are based on over 40 meetings with stakeholders, a public consultation process, Requests for Information (RFIs), quantitative analysis and economic literature. Key findings The characteristics of the Irish ports sector are such that competition between ports (i.e., inter-port competition) appears limited. Ensuring that competition within a port (i.e., intra-port competition) works well is especially important. The leasing and licensing arrangements for Lo-Lo terminal operators in Dublin Port may have the effect of restricting competition. The current licensing arrangements for general stevedore services in Dublin Port also appear to have the effect of restricting competition. There is a lack of data collection and performance measures within the Irish ports sector. i The characteristics of the Irish ports sector are such that competition between ports (i.e., inter-port competition) appears limited. Many factors influence inter-port competition. These include port location, traffic trends, haulage costs, cargo specialisation, service frequency, road connectivity and the level of competition within a port. Currently, Wexford County Council is in the process of studying feasible options for the development of the project, taking into account the feedback we received from local residents and community groups during the public consultation phase in July and August last year. The main objective of this stage is to identify a preferred scheme option that will deliver a safe, sustainable, high-quality and effective solution to meet the future transport needs of County Wexford, the South East region, and the country generally. The selected scheme option will then be developed further and in more depth, before it is submitted for planning approval. These are times of uncertainty and transformation, and the project must respond to these changes in order to ensure the development of a proposed scheme that meets the future needs of society in a sustainable and effective manner and in line with changing government policy. As a result, the option selection process is taking longer than was initially anticipated. This newsletter describes some of the complexities and challenges that have extended the option selection process, and presents some of the studies that are being carried out to assess the potential impacts that these changes may have on the project’s development.

The Rail Review identifies that cost savings would be made by suspending services on a number of rail lines in the country including the Dublin to Rosslare Europort line south of Gorey. Wexford County Council is emphatically opposed to the suspension of any rail services in County Wexford. The Council views the rail services serving Wexford as critically and strategically important for the social and economic benefit of the County. Wexford County Council is of the view that the main reason for relatively low passenger numbers using the Rosslare Europort to Dublin line is largely due to the poor level of service provided by Irish Rail on this line. There are generally only 4 scheduled services a day departing from Rosslare Europort - Dublin, the travel time is slow and the rolling stock inadequate given that DART rail carriages are often used for long distance journeys.

Brexit has and will present many challenges and opportunities for Rosslare Europort, our customers and our stakeholders. Over the past 2 ½ years we have worked closely and in alignment with Government agencies, Shipping lines, Haulage Industry , Trade Associations and other key interest groups. At the forefront of all of these discussions, working groups and planning processes has been the commitment of all parties involved, to deliver the best workable solution that will have the least impact on the customer and the free movement of traffic in and out of Rosslare Europort. Rosslare Europort is the second busiest RoRo / Pax port in the country and is a key strategic port for the country as we trade through Brexit. On average we handle around 14% of the RoRo traffic in the country serving key routes into the UK and mainland Europe. Current customers of the port include – 1. Irish Ferries – who provide a twice daily service from Rosslare to Pembroke, Wales. 2. Stena Line – who provide a twice daily service from Rosslare to Fishguard, Wales and three sailings a week to Cherbourg, France (this service will increase to four sailings every second week from January 2021). 3. Brittainy Ferries – who provide a twice weekly service from Rosslare to Bilbao, Spain with a third service to Cherbourg from March to October. 4.

WCC make the following suggestions to the RSES which would see a much improved and strengthened strategy to the benefit of the whole region. The theme legacies/disparities should be reflected throughout the RSES, in particular, the sections relating to employment, education and quality of life and it should be linked to URDF/RRDF/DTF/CAF funds.

Introduction Ireland relies more heavily on maritime transport than most of its trading partners, with more that 90% of merchandise trade being carried by sea. Maritime transport is divided into three modes - Bulk, Lift- on/Lift-off (Lo/Lo) and Roll-on/Roll-off (Ro/Ro), which are explained in greater detail below. Although all modes have been affected by the Covid-19 pandemic, the Ro/Ro sector has been more adversely affected than the others, particularly those shipping companies that carry both passengers and freight (RoPax Services).

Definitions: 1.1 “Port Authority”: means Iarnród Éireann-Irish Rail of Connolly Station, Dublin 1, (Company Registration Number 119571). References to Rosslare Europort in this document shall, where appropriate, be construed as references to Iarnród Éireann-Irish Rail. 1.2 “By-Laws”: means the Fishguard and Rosslare Railways and Harbours Company By- Laws of the Harbour of Rosslare of 1895 and the Fishguard and Rosslare Railways and Harbours Company Rosslare Harbour By-Laws of 1907 and any other By-Laws that may apply from time to time (collectively referred to as the “By-Laws”). 1.3 “Customer”: means any person and/or vessel at whose request or on whose behalf the Port Authority undertakes any business or provides services as set out in clause 3 and Appendix 1 hereof. 1.4 “Port”: means all waters, piers, quays, harbours, docks and wharves, buildings, roadways or land owned, administered or occupied by and lying within the control and/or jurisdiction of the Port Authority and shall include the jurisdiction of the Fishguard and Rosslare Railways and Harbour Company as defined in section 3 of the Fishguard and Rosslare Railways and Harbours Act, 1900 as “the limits of this Act”. 1.5 “Schedule of Charges”: means the Schedule issued by the Port Authority to an individual Customer setting out the charges applicable to that customer. 2. All services as described in Appendix 1 shall be provided by the Port Authority, whether on a gratuitous basis or not, subject to these Terms & Conditions.
