Airports Authority of India RCS-Cell Subject: Brief on RCS-UDAN as on 04.07.2018 Routes awarded under RCS – UDAN during the 1st Round of Bidding Airports Authority of India (AAI), the implementing agency, had issued Letter of Awards on 30/03/2017 covering 27 proposals received under RCS-UDAN after completion of the first round of bidding. Key features of the proposals awarded by AAI include: Selected Airline Operators: 5 (Alliance Air, Air Odisha, Deccan Air, Spicejet and Turbo Megha). Airports to be connected: 27 currently served airports, 12 currently underserved airports and 31 currently unserved airports (total of 70 airports) will be connected. Geographical spread: There is a good geographical spread in the proposals: 24 airports in the western, 17 in north, 11 in south, 12 in east and 6 in north-eastern regions are proposed to be connected. 22 states and 2 Union Territories will be connected. Routes and network: A total of 108 routes contained in 16 awarded proposals are for single routes (connecting two cities) and 11 are for networks (connecting three or more cities). Six proposals have been bid with zero viability gap funding (VGF) reflecting the fact that there is potential latent demand. Total of 128 routes are awarded. VGF Outflow: These proposals will require VGF of around Rs. 213 crores per annum and will provide around 13 lakh seats per annum of which half will be covered by airfare cap of Rs. 2500 for approximately one hour of flying. 1. RCS Flights take Off On 27th April, 2017 Hon’ble PM flagged off the first UDAN flight under RCS on Shimla-Delhi sector. Simultaneously Hon’ble PM also flagged off the inaugural UDAN flights on Kadapa – Hyderabad and Nanded-Hyderabad sectors through video-link. 2. Progress of the 1st Round of Bidding under RCS-UDAN: 43 RCS Airports: Flights commenced from 27 RCS airports: Adampur, Agra, Bhatinda, Bhavnagar, Bikaner, Diu, Gwalior, Kadapa, Jagdalpur, Jalgaon, Jamnagar, 1 Jaisalmer, Kandla, Kanpur, Kolhapur, Ludhiana, Mundra, Mysore, Nanded, Ozar(Nasik), Pathankot , Pondicherry, Porbandar, Salem, Shimla, Shillong and Vidyanagar). No. of operational RCS airports from which flights yet to commence: 05 (Cooch Behar, Durgapur, Jamshedpur, Kullu, and Pantnagar). No. of RCS airports under up-gradation, slot allocation, etc.: 11 (Ambikapur, Burnpur, Bilaspur, Jeypore, Jharsuguda, Mithapur, Neyveli, Raigarh Rourkela, Solapur and Utkela). 3. KANPUR DELHI Spicejet 03-07-2018 3 Key aspects considered under 2nd Round of RCS-UDAN covering Priority areas, operational flexibility, Helicopter operations, etc. Key Revisions made under RCS-UDAN-2 To provide enhanced connectivity and ease the formation of networks under the Scheme, routes with stage length less than 150 Kms for operations through fixed wing aircraft as RCS Routes accepted. Such routes permitted under the Scheme and VGF calculated accordingly for Cat. 1A, 1, 2 & 3 of Fixed wing aircrafts. To provide comfort to airline operators for assured revenues/ possible network development and ensure sustainable operations on RCS Routes, Exclusivity of operations continue to be for a period of 3 years. Selected Airline Operator may issue No-Objection Certificate (NOC) to other airline operator(s) willing to operate on the respective RCS Route. To provide more flexibility to Selected Airline Operators (SAO), maximum number of flights with VGF has been increased to 14 for Priority Areas and 7 departures for RCS Routes other than Priority RCS Routes. Further, the SAOs can anytime increase the number of flights on RCS Routes to any number but without provision of notified concessions for such additional capacity. To provide operational flexibility to Selected Airline Operators, no minimum performance Specifications applicable on Non-RCS Routes as part of Network Proposals under the Scheme. To encourage helicopter operations under the Scheme, VGF Caps for Helicopters increased and upto 10% of the estimated annual inflows in the RCF earmarked for operations through helicopters. Further, all seats up to 13 passenger seats for Helicopters shall be considered as RCS Seats and accordingly, VGF shall be provided. Focusing Priority Areas to expand the Remote Area connectivity Priority Area(s)’ shall mean the States of Jammu and Kashmir, Himachal Pradesh & Uttarakhand, North Eastern Region, Andaman and Nicobar Islands and Lakshadweep Islands. 4 ‘Priority RCS Route’ shall mean an RCS Route in which at least one of the origin and destination airport is an RCS Airport located in Priority Area(s). RCS Airport satisfies definition of Underserved Airport or Unserved Airport under the Scheme. ‘Underserved Airport’ shall mean any airport which is no more than fourteen (14) scheduled commercial flight departures per week as per the latest flight schedule published by the DGCA on its website. Maximum Number of Flights for Priority RCS Routes: Number of RCS Flights/week with VGF, shall be a minimum of three (3) and a maximum of fourteen (14) departures per week from the same RCS Airport. RCS Flights are operated on at least three (3) days of the week. Operations through Category-1A aircraft (with passenger seats less than 9) will be permitted only for Priority RCS Routes. Enhanced VGF Caps for operations through Category-1 A and Category-1 Fixed-wing aircraft for Priority RCS Routes. Further, the Airfare caps and VGF Caps have been specified for stage lengths less than 151 Km and Priority RCS Routes / Category 1A aircraft. Providing impetus to Helicopter services Helicopter operations under the Scheme are allowed in Priority Areas (intra). VGF Caps for helicopter operations enhanced: Upto 10% of the estimated annual inflows in the RCF shall be earmarked for operations through helicopters. Methodology for computing the Flight duration revised as per Recommendation of Expert Committee. 100% RCS seats for Helicopters with RCS Flight capacity of 13 seats or less. For more than 13 seats, number of RCS Seats in an RCS Flight shall be capped at 13 passenger seats. 3. Routes awarded under RCS-UDAN-2 Airports Authority of India (AAI), the implementing agency, has issued Letter of Awards on 24/01/2018 to 15 Selected Airline operators covering 86 proposals [(63 for Fixed wing AAA Aviation Private Limited-1, Allied Airline Services Limited-4, Ghodawat Enterprises-Private Limited-1, Heritage Aviation Private Limited-4, InterGlobe Aviation 5 Limited-20, Jet Airways (India) Limited-4, Maritime Energy Heli Service Private Limited -1 , Spicjet Limited -17, Turbo Aviation Private Limited -2, Turbo Megha Airways Private Limited -2, Zexus Aviation Limited-6 ) 1, and 23 for Helicopter services( Heligo Charters Private Limited -1, Heritage Aviation Private Limited-6, Pawn Hans Helicopters Limite-11, Skyone Airways Private Limited-5)] received under RCS-UDAN and further MoCA approved two RCS Networks of Turbo Megha Airways Private Limited.
