The AGM of Coiste na nÓg, Loch Garman was held in Ferrycarrig Hotel on 5th Dec. 2011

Mick Kehoe asked CCC to take on board the fact that as a result of clubs losing adult players to emigration, pressure is been put on minors to play adult games.

As noted in the Treasurer’s report, the total value of gates receipts was down by €1,181 compared to the previous year. Our actual expenditure for 2012 was down on last year’s figures as financial assistance from Coiste na nOg was funded for the lights in Patricks Park to the tune of €26,391.00 in 2011 and the residue of €50,000 has yet be given to the building of the stand, which is due. It gives me pleasure to once again to present the financial report to AGM and again to present it in a healthy state. Many thanks are due to the Management Committee, and the CCCC of Coiste na nOg for their help to me personally and for their commitment and work for underage affairs in the County.

A special word of thanks to the people who help me collect at the gates throughout the year because without their work and commitment we would be very poor indeed. But remember, these people are not there to be abused and there are still some who thrive on giving criticism and abuse but remember, it will not be tolerated. Constructive criticism, decently delivered is always welcome and can be taken on board anytime.

Also as I said last year many thanks are also due to the decent supporters and mentors of teams who work so hard for their clubs with little reward, only satisfaction for their achievements. This is one of the reasons why I give out passes for the Co. Semi / Finals - so as they get something back for their commitment to their clubs.

At this stage may I offer sincere congratulations to all the winners of our various championships and hard luck to all the defeated teams – your turn will come if you keep your dedication, commitment and hard graft. Also I would like to thank the referees and their umpires for their work and commitment to our games.

I would like to give my personal opinion/observations on two issues in Coiste, namely Go Games and Grading of teams.

We all agree with the basic principles of Go Games, namely that all children play the game and that they all get an opportunity to develop their skills by playing the game. But I think we should also develop the concept of fairness with our own players and with our dealings with other clubs and avoid making the game too “soft” for the players. Even though they are very young, the players thrive on competition.

On the grading of teams issue, clubs are forever looking to be graded too low. This sometimes can’t be avoided for various reasons-as long as the reasons are genuine- but we should strive to play as high a grade as possible in the club and raise the standard of game for the benefit of our club and county. Wexford do need the standard of Football and Hurling raised, there is no doubt. Gradually the standard of our games is deteriorating though this and other factors. Nollaig O Caoimh

Introduction This document has been created by Dave Guiney in consultation with the Coaching Office Staff, previous Games Manager, Leinster Council and County Secretary. In my 16 months in the job, I have been asked many times what do the Coaching Office do. So I think for clarity and transparency, it’s important I detail our structures and activities for the year. I will also detail my comments on the year and some testimonials.

1.1 Football and Hurling County Officers Paul Carty from St. Mary's of Maudlintown is the County Officer for Football Development. Paul looks after County wide projects specifically related to Football. He also looks after Coaching in the Wexford District Primary School and Clubs similar to the other GDA's as shown above. George O'Connor is the County Officer for Hurling Development. Like Paul he has a joint role as he is also Leinster Hurling Development Officer. He works in Wexford four days out of 5.

1.2 Games Development Administrators (GDA's) Currently we have Wexford split up into 4 districts. Each GDA is responsible for Clubs and Schools within their own district. The specific areas of work are listed in section two to section nine.

1.3 Primary School CE Scheme Coaches. This is a Scheme provided by the government for people that have been unemployed for over 12 months. We are very fortunate in Wexford to have Coaches in this scheme of the caliber of Martin Lynch (GAA Tutor), Jim O'Connell (Rathnure), Paudge Courtney (Rapperees) and Sean Dunne (Oulart) just to name a few. Unfortunately the Scheme Coaches have only a certain amount of time on the scheme so this year we lost Darren Stamp (Oulart), Damien Fitzhenry (Duffry Rovers), Claire Halvey (Gorey), and Colm Bolger (St. Martins). We thank them most sincerely for their contribution over many years in some cases and wish them well in their future careers.

There has been quite a bit of debate on what these Coaches do and don't do. I have outlined in Appendix 7 what kind of feedback we get from the schools from these Coaches but I have listed below some important facts about the Scheme;

• There are 15 FAS (CE Scheme) Primary School Coaches • These Coaches work from 9am to 1pm in our Primary Schools 5 days a week. • They cover Cul Camps for 6 weeks from 10am to 3pm. (and don't receive extra pay) • Paid €11 - €20 extra a week on scheme. • Paid minimum mileage rate. • FAS contribute €275,000 to the cost of the scheme. • FAS Coaches provide over 2,000 coaching hours to Cul Camps. • FAS Coaches complete over 9,600 coaching hours in Wexford Primary schools. • Coaching & Games supply FAS Coaches with €5,000 worth of equipment. FAS Supply €1,200 work of gear to Coaches. • Coaches have at least Foundation Course qualification but most are Award One Coaches with one at Tutor level. • The CE Scheme and Coaches are net contributors to Wexford GAA to the tune of approx €8,500. • Apart from the direct benefit to Wexford GAA it is also a huge benefit to people who are unfortunate enough to find themselves out of work. It is a training opportunity which up-skills participants to rejoin the workforce. We currently have two full time staff that came through this scheme.

1.4 Vtos Coaches This Scheme was started last year and we assist 16 of these Coaches in getting trained to Award One. They initially shadow our CE Scheme Coaches for our first phase of Primary School Coaching.

These new Coaches are only available to coach every Wednesday from 9am to 3pm in our Primary Schools. They attend classes during the rest of the week. We fund these Coaches with equipment and gear costing about €5,500. These Coaches report to their District GDA's.

1.5 Club School Link Coaches We have about 10-12 of these Coaches, Wexford GAA provide these Coaches with equipment and gear. There is a grant they can avail of and I attach details of this scheme in (Appendix 1). I feel Wexford GAA need to assist these Coaches more and when the finances improve.

Coaching Work Leinster Council set out seven main target areas we must achieve against in order to get our funding. After that all other work should be agreed by the Coaching Committee. As highlighted recently we need to improve these structures, so the Coaching Office or Coaching & Games find themselves driving many other initiatives. The seven areas are Primary Schools, Post Primary Schools, Development Squads, Coach Education, Cul Camps, Go Games and Clubs. I detail below a section for each area.

2 Primary Schools At present we provide coaching to 92 out of 101 Wexford Primary Schools. Only 2 Catholic Schools don't get coaching through Coaching and Games but do work with their clubs with the Club School Link Scheme. Seven of the nine other schools were offered coaching but declined. The Coaching Office put together a full year schedule for all Schools for the first time this year. (Appendix 2) This was sent out to all Schools well in advance of the school year so Teachers could change their coaching time slots if not suitable. We have also produced a yearly activity Schedule so all Schools can see exactly when they are getting coaching. (Appendix 3). I have also attached a breakdown of Schools and how many sessions each school gets for 2012 - 2013. (Appendix 4)

2.1 3rd / 4th Class School Blitz (New) This project was piloted with Hurling in April / May and with Football in Sept / Oct. In total we ran 4 blitz sessions in 20 different locations around the County. On average 2,000 children per week played from up to 80 different Schools. The boys and girls played 4-5 Hurling and 4-5 Football matches in each blitz with all players playing and no subs. Feedback from the Children, Parents, Teachers and Schools was hugely positive. (Sample Blitz Schedule attached- Appendix 5)

2.2 Primary School Coaching Feedback (New) This year for the first time in Wexford, Coaching & Games sent a questionnaire to Primary Schools asking them about the services we provide. (Questionnaire - Appendix 6) 85% of the Comments were positive. (A summary of comments is attached at Appendix 7)

2.3 Club / School Link Scheme This Scheme supports Clubs who offer Coaching to their local schools. I detail conditions of this scheme in Appendix one already. 12 Clubs in Wexford have signed up this so far this year.

2.4 Hurling On the Quay This event was organized in October with 8 Schools taking part and 140 boys and girls playing hurling for 1 hr each.

2.5 Half Time Mini Games in Wexford Park Mini matches were organized in both Football and Hurling for 40 of our Primary School Children from all over the County. This gives Children who might never get a chance to play in Wexford Park a privileged opportunity to sample a "big match day".

3 Post Primary Schools Wexford has 17 Post Primary schools. Mean Scoil Enniscorthy and Creagh College have only started with 1st and 2nd year Students. This year the Coaching Office setup the Secondary Schools Committee and had three meetings to date. We sent out a flyer detailing the services we provide to Wexford Post Primary Schools. (Appendix 8). The response has been very positive to date. I detail below more new specific projects.

3.1 1st Year Non-Competitive Blitz (New) We piloted this idea this year in Geraldine O'Hanrahan's Club were Post Primary Schools from the surrounding areas were invited local club pitch for Blitz day in Hurling. Holy Faith, New Ross Vocational, and New Ross CBS attended, Teams were mixed up on arrival so it makes it easier for the small Schools to participate. 3-4 small sided games were played and Teachers assisted with refereeing. 60 players attended. There is certainly merit in the exercise and we will be doing more of this later in the School year.

3.2 Competitive Blitzes Coaching and Games assist in the running of the Keeven's Cup Competition and organize the Flogas U14 Hurling Inter-Secondary School Blitz. (A sample of match schedule is attached - Appendix 9)

Blitzes at U14, U16 and U18 are organized for the smaller schools as well.

3.3 Strength & Conditioning Classes (New) Schools were invited to a gym or Coaches visited Schools with Gyms to train players in this area. This was mostly done for football squads as WISE was available for Hurling Squads. St. Peters, Gorey Community School and Good Council participated in this project and it has been offered to all other Post Primary Schools in the County.

3.4 County Vocational Senior Hurling Team We spear headed this initiative and competed in this competition for the first time in 10 years. The Full-time Coaches assisted with the training of this team. Unfortunately this competition has been discontinued by Croke Park.

3.5 Mentoring / Managing / Training School Teams The Full time Staff assist with numerous teams throughout the County. Kevin Kennedy, Paul Carty and George O'Connor mentor in Gorey Community School. Joe Kearns mentor in Enniscorthy CBS.

3.6 TY GAA Foundation Course These Courses were rolled to get more Coaches trained up to Foundation standard. Courses were run for Gorey CS, St. Peters, Good Council, Holy Faith - New Ross, VC, Bunclody FCJ, Enniscorthy CBS, Wexford CBS and Ramsgrange. Approximately 200 students attended these Courses.

4 Development Squads In the absence of any agreed structure to Squads, Coaching and Games had 4 feedback sessions for Development Squad Mentors 2 in hurling and two in Football. The Games Manager collated this information and is attached in Appendix 10. This information should be used to formulate template for future Development Squads. Templates to assist Squad Mentors were also handed out. (I attach samples in Appendix 11).

All Clubs were invited to nominate their Coaches and players for the 2012 season. (I attach Club Squad Nomination Form in Appendix 12) All player nominations were compiled and sessions organized in 3 different locations, Gorey, New Ross and Enniscorthy. In hurling, Squad players got 6 quality sessions in 3 arenas around the county before panel was reduced to 2 Squads for April / May Blitzes at U14, U15 and U16. U16's sent one team to Arrabawn Tournament in September and U17's went with one panel for the whole year. U17 Hurling Squad didn't take part in end of year tournament as it clashed with club fixtures. I attach sample Development Squad activity schedule in Appendix 24.

The Footballers had already started when Club nominations were compiled. Extra players were added where necessary. Football Mentors went with their usual format for trials and training with 2 X U14’s, U15, U16 and U17 teams.

In total 11 Development Squad teams went out of Wexford this year; 5 in Football and 6 in Hurling. Every team got a minimum of 15 sessions with at least 5 games. Over 590 who didn't eventually make the final teams got 2-6 sessions with 350 kids staying involved for the rest of the year.

4.1 Michael Foley U15 Tournament Coaching assisted in running this competition in organizing venues, Refs etc. As this is a National Hurling Day Blitz, Leinster Council assist in funding. I extend my thanks to the Michael Foley Committee and Michael Kinsella for organising a great event again this year.

4.2 Residential Hurling Academy (New) Academy was organised with our Hurling Development Squads at Under 16 and Under 14. Over 80 players got access to specialized training over the two days and our U16's were fortunate to have a hurling discussion with Tommy Walsh (Kilkenny). (I attach schedule of event in Appendix 13)

4.3 Winter Indoor Strength & Conditioning Exercise Programme (WISE) (New) The Coaching Staff with the support of our Development Squad Mentors and Strength & Conditioning Coaches organized this for our U14, U15, U16 and U17 Hurling Squads. Players are screened and tested at the start and re-screened and tested again at the end of a 10-12 week period. Once a week all players do a circuit at an indoor facility and are given a programme of exercises to do every day. (I attach full detail of programme in Appendix 14) Football Development Squads ran individual strength & conditioning + injury prevention training in the gym in Wexford Park.

5 Cul Camps The Cul Camp Committee with the support of Full-time staff organised and coordinated 33 Camps in 32 locations around the County. Wexford's participation numbers were up by 13% to 3008. Congrats to Craanford again for having the best attended Camp for the third year in a row. Best new comer goes to Clonard GAA Club who hit well over the 100 mark for their first Cul Camp and St. Martins deserve a mention for running two successful Camps one for Hurling and one for Football.

A full week of Cul Camp training was provided and a record number of 60 Coaches attended. 27 new Coaches qualified with the GAA Foundation Award during this training. Parents were given an opportunity to comment on the Camps (I attach copy of feedback questionnaire in (Appendix 15). I collated some of the responses from Parents, 95% of which were positive.

6 Go Games All U8, U10 and U12 games organised by Wexford GAA comply to agreed national Go Games rules.

6.1 U8 / U10 Coaching and Games with the support of Coiste na nOg formalized the scheduling of games at U8 and U10 for the first time this year. (I attach schedule in Appendix 16) All teams get between 7-9 games in both football and hurling. I details of games below

6.3 U12 Coiste na nOg organised the U12s in both Hurling and Football (I attach sample schedule in Appendix 17). Fixtures are run on a league basis, scores recorded for grading proposes , at the end of the league stages, all clubs enjoy a festival of Hurling and Football Blitz day scheduled in September , all teams reach a final regardless . Every player gets a medal and the wining Team receives a trophy. Coiste na nOg incorporates Coaching on Finals day.

7.3 Award One The Award One is a major step up for Coaches in comparison to Foundation. We mostly run the Youth Dual Course which takes 8 nights at 3 hours per night which is 24 hours in total. The Adult board agreed to support the Clubs with the provision of 5 free places per year to each Club for 2 years. This has been a great initiative from our Chairman and the Hickey Fund covered the cost of these courses. I detail below the courses run this year. 167 Award One Coaches achieved Certification this year. I detail feedback form handed out in these courses in Appendix 25) 95% of the feedback is positive.

7.4 Club Workshops 5 workshops were run this year with approximately 120 Coaches attending. (I attach Flyer to Clubs in Appendix 18). We hope to run more of these next Feb / March / April / May.

7.5 Coaching Seminar Nights We ran two Seminar nights, one with Paudie Butler on "Coaching - A Look Forward" and with Eamon Ryan on "Coaching - Tying it all together". Over 100 Coaches attend these nights. We have two more planned for January 2013.

7.6 Development Squad Mentors Coaching Coaching ran an Award One Youth - Dual Course in Rathnure in Nov 2011 specifically for our Development Squad mentors. Coiste Na nOg funded this initiative for the first time to recognize the huge commitment our Coaches make to the Squads.

8 Clubs We have 49 adult clubs in Wexford with 95% dual clubs. I've already mentioned our Club Workshops, Play & Stay with the GAA and our Go Games at U8, U10 and U12. I outline below other services the Coaching Office provide for Clubs.

8.1 Specialist Coaching Sessions Our Full-time Staff have the time to specialise in certain areas our volunteers never get a chance to do. We offer the following sessions in the areas below. 8.2 PR Events At many times during the year Coaches are asked to attend different functions where we are their solely to promote the GAA. We can attend book launches, Pitch openings, School openings, Club development plan launches, Green flag school events and many more. Wexford Coaches attended over 30 of these events throughout the year.

8.3 Mini Games in Wexford Park. Mini games were organized to give our small kids a chance to experience the big match day in Wexford Park. All 9 town teams Clubs with over 120 participating took part this year.

8.4 Club Hurling on the Quay 16 Clubs participated in an U10 blitz day and over 200 players played one hour of hurling.

8.5 Club "Coach the Coaches Night" Coaching &Games piloted this for the first time this year. We go to a club with 6 Full- Time staff and train their U6 / U8, U10 - U12 and U16 - Minor, with all their club Coaches present. Feedback on this was very good and we will be making available to all clubs in 2013.

9 Other Projects As well as these main areas we also have other projects which could be termed specialist projects. We have two main areas in Urbanisation and GAA Reach Programmes.

9.1 Urbanisation This year Coaching and Games Coordinated 5 extra Coaches in New Ross, Wexford, Enniscorthy and Gorey. Their main objectives were in the following areas • Provide extra Coaching to Primary Schools • To assist in Cul Camps in Urban areas • To organise 1st year non-competitive blitzes • To organise Caman Abu and Peil Abu games • Organise blitz for non exam players. • Assist in coordinating Easter Camp.

9.2 GAA Reach Programme It is important the GAA constantly work to bring people from all different groupings back into the GAA. We ran a number of initiatives this year to boost our volunteer numbers and increase our playing population in Wexford. (I attach complete project details in Appendix 19). I detail some of these projects below. Some of these projects may have been mentioned under different categories but I think it's important to list them in the Reach programme so people can see full impact.

Fun in the Sun - (New) Coaching & Games assisted in this County Council initiative. We visited 4 beach areas in Wexford to promote the GAA with over 800 kids attending. (I attach sample flyer in Appendix 20)

GAA Games on the Green (New) This project was run in our urban areas of Wexford, New Ross, Enniscorthy and Gorey. We visited main green areas in estates, distributed flyers to advertising Coaching day, and then turn up to Coach whatever kids turn up at designated time. Feedback from parents was very positive on this initiative. (I attach Flyer sample in Appendix 21)

3rd / 4th Class GAA Blitzes (New) I mentioned this already but list as it is important part of GAA Reach Programme.

Non-Exam U15 Blitz Competition (New) This was piloted this in Gorey this year and it went very well. We had 4 clubs with non-exam students participating with 70 players getting 4 games. We hope to schedule more of these next year.

Hurling on the Street (New) Coaching ran 2 hurling on the street events, one in Gorey and one in Wexford. In Wexford 6 clubs took part with 60 kids getting one hour of hurling and in Gorey 4 teams took part with 50 kids getting one hour hurling. Both events were well attended and a great PR success.

Hurling on the Quay I mentioned this already but list as it is important part of GAA Reach Programme.

Hurling on the Island This competition continues to go from strength to strength. 20 clubs took part again with about 300 people making the trip to the Saltee Islands. There are logistical problems in getting out to the Island as many supporters were unable to make the journey due to over subscription to boats on the day.

TY Recreational Games Blitz (New) Coaching and Games completes quite a few TY courses. In order to maximise the benefit to the GAA of these Courses we have a monster blitz day where Students can sample our recreational games. At this Blitz we also provide briefings on Drug Awareness and Mental Health well being. (I attach flyer sent to schools in Appendix 25). Feedback from this initiative has been very positive.

First Year non Competitive fun Blitz (New) I mentioned this already but list as it is important part of GAA Reach Programme.

Silver Sneaker (New) This is a County Council initiative where over 55's are encouraged to try different activities. Our two recreational games Caman Abu and Peil Abu were introduced to this group of people. It is important Wexford GAA contributes as much as possible to County Council projects as they fund €18,000 to Wexford GAA. The Coaching Offices assisted in the role out of two events this year for this project.

9.3 Easter Camps Coaching & Games hosted 2 Easter Camps in New Ross and Wexford Town. Over 120 kids participated in the 3 day Camps, which were very enjoyable for these young enthusiastic players. Kilmore, Gussranne and Shelmalier Clubs also hosted their own internal camps. Over 150 players attended these Club Camps. These camps are run at a break even basis and even with charging just the basics we struggle with numbers. (I attach sample flyer in Appendix 22)

Summation by Games Manager 2012 has been a difficult but successful year for Coaching & Games. Whilst we are disappointed with some recent events, there is still a huge volume of work being done. The Coaching work is often criticised, questioned and praised. We investigate all comments and complaints that are channelled through in the correct manner. Feedback from most programmes is 90% positive which keeps moral up with Coaching Personnel. We know our message can be sometimes slow at getting out but going forward we propose to hold bi- monthly Coaching updates given by the Coaching Officer in con- junction with the Games Manager at Adult/Underage County Board meetings.

Financing of staff can sometimes be a topic for discussion in the County. Wexford GAA employs 5 full time staff members in Coaching. When you align the work done to the net cost to the County, I think you will agree, Wexford are getting value for money. We work unsociable hours most Saturdays, some Sundays and Bank Holidays. Our weekly working hours regularly exceed 40 hours and the surplus hours are voluntary. We love our jobs passionately and believe whole heartedly in what we do. All the staff are volunteers in their local clubs.

I'd like to thank the staff for their support and contribution this year. Anything I've asked them to do they have done and more. Anyone that knows me know I work hard and I demand the same from my staff. I'd like to thank Denis Doyle and the CE Scheme Coaches. They have really up the ante on the standard on Primary School Coaching and I appreciate their efforts to achieve this. My thanks also to Damien Quigley and his Vtos team of Coaches. The scheme is a great addition to Wexford GAA and will be very beneficial to Clubs in the future. I mustn’t forget the Club - School Link Coaches who continue in many forgotten little outposts unseen. I hope to support these Coaches more in 2013.

Coaching manages 5 new part-time staff members as GAA Urban Coordinators under the Government JobBridges scheme. These Coaches have been a welcome addition to our Coaching team and have worked well this year. It is disappointing these roles are only a nine month term and Coaches are only allowed to complete one term under the scheme. We will be recruiting new Urban Coordinators in March 2013.

We have made progress with the Post-Primary Schools but have some work to do. Our Secondary School Committee is back up and working. I think our communication with the Schools has improved but we will need to work harder to see major improvements here. The request for a combined Schools Competition has officially gone to Croke Park and hopefully it will improve things. I was disappointed the County Vocational School Senior hurling competition was discontinued. We also got a serious reality check when we couldn't field a Senior Vocational Football Team.

Cul Camp participation was up in Wexford by 13% with no major incident reported. 70 Coaches were involved in a hugely successful Cul Camp season. The dividend and profits from Cul Camps assist in reducing our financial difficulties so a very big well done and thanks to all our Cul Camp Committee, Volunteers, Clubs and Coaches who made the Cul Camps a success. You did a great job. The Cul Camps offer an outlet for our young inter-county players to work as Coaches at home and can sometimes prevent them going abroad for work.

Summation by Games Manager ... Continued There is no way we could have achieved all this work without the assistance of countless volunteers and a huge amount of good will. To you all I say thanks a million. I'm a firm believer in team work and I believe we have made great progress.

I salute all players and Coaches for a huge effort this year in the Development Squads particularly in fundraising. Parents and Clubs deserve a special mention for their continued support of the Squads. Our results in both football and hurling were very good this year.

We are fortunate to have funding from the Dublin Supporters Club and Wexford Supporters Club which helped support important projects during the year. Coiste Na nOg also came in to fund the up skilling of our Development Squad Coaches and also assisted with the Development Squad expenses to the value of €12,000. Wexford County Council contributed €18,000 to Coaching and was happy we reached all their targets thus safeguard this funding. We were delighted to assist the County Council with their "Fun in the Sun" and "Silver Sneaker" projects and we look forward to supporting them again in 2013. My thanks to Grainne Kelly and Fran Ronan for all their help.

I have to give special mention to the Brendan Hickey Fund in supporting new Hurling Initiatives this year. I attach copy of document used to secure this money in Appendix 23. I thank Diarmuid Devereux, , and John O'Neil for their assistance as well. When you consider the Dublin Coaching and Games spend last year was 2 million, Wexford's spend in comparison is miniscule. We are the 4th biggest County in Leinster and I believe we are punching far above our weight. We are the only true dual County in Leinster and you could argue in Ireland. Even with today’s challenges, Coaching and Games maximise the use of all available recourses.

Last year Wexford ran one Award One Course, this year we ran 7. This was a huge extra volume of work to take on so thanks to the all volunteer tutors who made this possible. Paudie Butler deserves a special mention here. He has cultivated a very special relationship with Wexford over many years and his devotion to Wexford’s Hurling’s cause is inspiring and most appreciated.

Looking forward we hope to roll out Coaching and Games badges to Schools and Clubs for reaching certain standards similar to green flag achievement currently in Primary Schools. We haven't forgotten the over 40's and we recently sent in a request to Croke Park to start Inter District over 40's Football competition. We might try the hurling in the summer. We hope to keep the current projects going which will be an achievement in itself. We welcome the findings of the recent Leinster Council report on Coaching and Games in the County and look forward to its implementation. We will work with the Coaching and Games Committee to ensure we move Wexford forward.

Coaching & Games are looking forward to working in tandem with our volunteers. We treat all volunteers with absolute respect and we hope that this in return is reciprocated to Coaching. I believe by working together and harnessing good will and momentum, we can create something special in Wexford GAA.

I’m not forgetting all our other staff contributors in Wexford Park, Margaret, Maire, Marion, John, Pj, Nicoli, and Danny. It’s a pleasure working with you and thanks for your support during the year.

Appendix 1 - Club School Link

It is natural for most children to be drawn towards outdoor sport. The obvious location where the introduction process commences is in the local Primary School. Clubs that are organised on a consistent basis in supporting their local primary school will be successful in the long term. The Club, School and the Children will benefit mutually.

It is very important to initiate an excellent working relationship with the school principal and teachers. Courtesy and good communication is central to its success.

Steps to Establishing Club-School Links

1. Ensure that the Club has a dedicated School Liaison Officer (SLO). The SLO should be selected after considering availability to visit the school during school hours and communication skills. (If there is a club member teaching in the school he/she should not be asked to be SLO)

2. The SLO and Club Chairperson could arrange to meet the principal and teacher with responsibility for sport/games.

3. Agree points of contact for club and school.

4. Outline the club’s work at underage as well as the Go Games Programme, which promotes participation for all children.

5. Establish what support the school requires in terms of: a. Equipment and gear b. Facilities c. Coaching assistance in the school setting d. Support for Cumann na mBunscol activities e. Assistance with organising Go Games Blitzes f. Support for after school activities e.g. homework clubs g. Information about coaching courses h. Club membership for staff

6. Formalise arrangements regarding mutual use of each other's facilities.

7. Establish (and keep up to date) a GAA notice-board in the school with information on Club Blitzes, Ú Can (Skill) Awards, GAA Cúl Camps, Cumann na mBunscol activities etc.

8. Provide a calendar of club events e.g. registration days, Go Games Blitzes etc. and keep up to date with school events.

9. Liaise with the County Games Manager and the school to keep up to date with school initiatives including the GAA Céim ar Aghaidh Education Resource, GAA Fun Do Coaching Pack, Cúl4kidz magazine and the Schools Coaching programme.

10. Circulate a club newsletter to the school children to encourage them to become involved in the club.

11. Host schools Go-Games blitzes at the club pitch and hold a follow up event on a Saturday or Sunday morning.

12. Build on the new partnership; both the club and school could link together on new projects and schemes that will encourage children to play and stay with the GAA.

Wexford GAA Club / School Link Support Scheme

I detail below initiative where a grant of support funding will be supplied to a club to assist in the delivery of a Club/School Link Coach.

1. Clubs wishing to avail of this grant must submit a deposit of €500 to Wexford Games Development Account. This cheque is payable to Wexford GAA.

2. Club must supply Coach / Coaches to visit during School hours to coach.

3. A total of 65 hours coaching must be completed in a 12 month period in the school to be eligible for funding.

4. On completion of the 65 hours coaching, the Club/School Link Completion form must submitted to Wexford Games Manager. This form must be signed by School Principal, Club School Officer / Coiste Na nOg Secretary or Chairman and Club School Link Coach.

5. On receipt of signed Club/School Link Completion form and Club deposit, the Wexford Games Manager will pay the club €1000.

6. Only one grant of €500 is permitted per club.

Proposal for Winter Strength and Conditioning Programme

This document has been created by Dave Guiney the Wexford GAA Games Manager in consultation with our Development Squad Coaches and prominent Strength and Conditioning Coaches in Wexford. (Qualifications of Strength and Conditioning Coaches in Section 6 below)

The objective of this document is to detail a Strength and Conditioning programme and assist in getting approval on spend. This project is outside the normal Coaching and Games activities so will require funding from sources outside Leinster Council.

1.0 Background and Current Practice The Coaching Department recently carried out a series of basic tests on our U16 players and we were alarmed at the lack of strength and fitness of our County players. This programme which will be run annually and over a 5 year period hopes to re-address this deficiency in our players and ensure they are best placed, physically to compete at Inter-County level.

2.0 Project Description

2.1 Project Overview We are proposing a 6 weeks Strength and Conditioning programme to run from Friday 4th of November to Sat 10th Dec. All current 2011 Development Squad Players at U14, U15 and U16 will be screened and undergo a fitness test. Using these findings and adhering to best practice our expert panel of Strength and Conditioning Coaches will draw up a 6 week programme for these players to complete. At the end of this period, the players will be reassessed to monitor progress. Training will take place in centralized training centers on a weekly basis and each player will have a daily training programme to complete. Screening and fitness test will take 1.5 hrs and collective training will last 1 hr.

This project will improve the strength and conditioning of our young players so that in future they will be more capable of competing at Minor and Senior level. It will introduce our young players to training everyday and get them into good habits early in their careers. The programme is geared not to impact School and Club activity in a negative way and will allow the player to continue playing in their school or club. The programme will also encourage players to take more responsibility for their own fitness.

The project is call WISE - Winter Indoor Strength&Conditioning Exercise Programme.

2.2 Aims of the project • Target 30-40 U14's, U15's and U16's hurling players.

• Introduce these players to good training techniques that will stand to them in the future.

• Flag early problems with a players physical make up.

• Encourage young players to exercise every day.

• Encourage young players to take more responsibility for their strength and conditioning.

• Use results from these tests to formulate future Development Squad fitness targets

• Provide a development path in the area of strength and conditioning for future Squads.

• Provide a source of additional training to our Squad Mentors and full time Coaches in the area of fitness screening and testing.

2.3 Timing The Coaching Department from previous experience have decided on this time of the year to roll this project as it should not clash with other GAA activities. However, some of your targeted players maybe involved with schools and other sports. We have taken this into account with our U14's and U15's by scheduling sessions on Friday nights to avoid clashes with rugby and soccer. At U16, players are generally more focused and are willing to commit even with competition from other sports.

There is a strong case to rollout this program throughout the year but this would clash with other GAA activities in Clubs, Schools and Development Squads. Wexford Coaches will be encouraged to include aspects of this Strength and Conditioning Programme in all training sessions.

3.0 Project Plan

3.1 Management This project will be managed by the Wexford Games Manager. A detailed project plan will be presented to the Hurling Development Committee in order to get the required funding. All full time Coaches will be required to assist in the rollout of this programme.

3.2 Deliverables • Provide screening for U14, U15 and U16 Hurlers • Provide fitness test for U14, U15 and U16 Hurlers • Provide a 6 week fitness programme for each player at U14, U15 and U16. • Provide a total of 5 collective training sessions to U14, U15 and U16's. • Provide a final testing session to record progress • Development Squad Mentors to assist and allow them learn new training techniques. • Document progress and submit to Hurling Development Committee • Document results as measure for future benchmarking.

Introduction

The objective of this document is outline projects Wexford Coaching Office will put in place to get more people back involved in the GAA.

1.0 Background and Current Practice The GAA have certain areas where it hasn't done well in the past. Clubs in our Urban areas are struggling. Participation in town clubs can be poor and the town clubs face different challenges to rural clubs.

The GAA has lost considerable ground to indoor soccer and tag rugby over the last number of years. We now have two games in Caman Abu and Peil Abu that can compete with these recreational games.

The fallout in our Post Primary Schools is also alarming and it is important we try re-introduce the GAA to all our kids in this schools.

Every year as many players retire from our games due to their age. Nothing has been done over the last few years to keep these players playing GAA. Now we have a game that there is less physical contact that older players can play. There is also an opening for Over 40's competition similar to what they do in other sports.

I detail below projects we hope to put in place to reach out to people outside GAA clubs and get them back involved in Wexford GAA

1.1 Objectives of these Initiatives I detail below the objectives of this programme • Increase participation in Urban Clubs • Target less popular social groupings to get people back into the GAA • Provide outlet for ex-players to play • Provide outlet for older players that never played GAA • Encourage young players to try our GAA games.

2.0 Projects Description

2.1 Fun in the Sun This project was tried this year for the first time. It's done in conjunction with Wexford County Council. We had 800 Children from every part in Wexford trying GAA at our local beaches. Kids rotate from GAA to Soccer to Rugby etc.

2.2 GAA Games on the Green We send out flyers to estates in different Urban areas and invite them to GAA Games on their local Green. At the end of a 6-7 week period of activity, we invite all players to a blitz in Wexford Park or their local big pitch.

2.3 Primary School 3rd / 4th Class Blitzes We invite all our Primary Schools to a blitz organized by the Coaching Office. All ready this year we have completed 3 major Blitzes our last one attracted over 2,000 kids from 63 different schools. We plan to run 4 of these per year.

2.4 Non - Exam U15 Hurling / Football Competition We piloted this for the first time this year. We hope to continue this next year and have Football at Easter and Hurling in June.

2.5 Hurling on the Street We tried this in Gorey and Wexford and it went very well this year. Urban clubs are invited in to town festival. It has been hugely popular and generate great interest for both players and parents.

2.6 Hurling on the Quay Another project similar to the hurling on the street where clubs and Primary schools are invited into a fun day in town to hurl.

2.7 TY Recreational Games Programme This is a new project were all TY students are invited to our County Grounds to play Peil Abu and Caman Abu. To great improve the connection with these young players we hope to include discussions on mental health and drug awareness.

2.8 First Year Non - Competitive Fun Blitz We invite all first years from our local Post-Primary Schools to their local District grounds to play some Football and Hurling. Schools can send in as many players as they want. Teams are picked on arrival and 3-4 games are played over a 2 hour period.

2.9 Over 40's Hurling and Football District Blitz We hope to run this before Christmas in both hurling and football. We will try Hurling first and then football. Blitz would be run in one day where all teams play each other and team with most points wins the day. I detail list below of items required per coach.

2.10 Over 55's Recreational Games Wexford Coaching Office piloted this game with the Over 55 active retirement group this year in Kilmuckridge. More work need to be done here but there is a market for this. It would work very well with NSE health programmes and County Council grant initiatives.

3.0 Risks I detail the risks associated with these projects below 4. Cost: It may be difficult to get funding for these projects every year. 5. Volunteer assistance: Like all our projects in the GAA, we are very much dependant on volunteers to help. These projects are no different. 6. Full Time Staff: Many of these projects tie in with targets set by Leinster Council for full time time staff. With- out this resource extra volunteer help would be required.

Introduction

The objective of this document is source funding through the Hickey Fund to specific Hurling projects. These projects are outside the normal Coaching and Games activities so will require funding from sources outside Leinster Council.

1.0 Background and Current Practice Hurling is the most skillful and resource dependant game played in Ireland. Every child in Wexford doesn't have a hurl or helmet and this can be a disincentive to play. Also due the difficulty in playing the game, young players sometimes need extra incentives to play. At times we don't do enough advertising around our game and often times we allow other competing sports full monopoly on good PR exercises. The projects listed in this document will readdress some of these issues. I detail these projects below

2.0 Projects Description

2.1 Strong Enough to Hurl - WISE We are proposing a block of 6 weeks of Strength and Conditioning programme to run before Christmas and 6 weeks after. All current Development Squad Players at U14, U15 and U16 will be screened and undergo a fitness test. Using these findings and adhering to best practice our expert panel of Strength and Conditioning Coaches will draw up a programme for these players to complete. At the end of this period, the players will be reassessed to monitor progress. Training will take place in centralized training centers on a weekly basis and each player will have a daily training programme to complete.

This project will improve the strength and conditioning of our young players so that in future they will be more capable of competing at Minor and Senior level. It will introduce our young players to training everyday and get them into good habits early in their careers. The programme is geared not to impact School and Club activity in a negative way and will allow the player to continue playing in their school or club. The programme will also encourage players to take more responsibility for their own fitness.

The project is call WISE - Winter Indoor Strength&Conditioning Exercise Programme. A more detailed document was submitted already on this project.

Total Cost €4,000

2.2 Hurling in Residential Boot Camps (Development Academy) In 2009, Leinster discontinued the DJ Carey school of hurling in Kilkenny. This provided a weekend stayover for our U14 hurlers from Wexford and many other Counties. This was a very beneficial and could be repeated in Wexford. The plan would be to bring our U14/U15/U16 hurlers to Good Counsel for a 2 day Coaching and Games event. We could train the team in a number of areas during the two days and give them 20-30 minute talks on thing like lifestyle choices and strength and conditioning etc. We could also bring in the likes of George O'Connor, Tom Dempsey, or Liam Griffin to talk to these young players. Easter is the preferred time for U15 / U16's. 2 days each. Good Counsel will charge €32 per head for B + B. There will be 50 players and 10 adults with each age group U14 / U15 / U16. I've broken down some of the costs below (Figures based on 50 players and 10 mentors)

2.3 Hurling at the Root (Hurling on the Green) In our Urban areas in particular we have serious problems getting young players to play hurling. Many parents are reluctant to buy a new hurl and helmet for a child as they may not stay at the game. We now have two vans in our coaching office and these vans could be used to bring large amounts of helmets and hurls to cater for these Children. If the Child plays the game on a regular basis, parents might be quicker at funding the Childs new sport.

The proposal is to buy 50 helmets and 100 hurls of different sizes, organise a number of Blitzes in build up areas and invite the local children to play. They don't need a hurl or a helmet. The children arrive at the venue, pick a hurl and a helmet and go and play. After the game, they return the hurl and helmet. After a few weeks as they improve their game and enjoyment, New Hurl and helmets will be available for parents to buy. This process was successfully used in Carlow and the coaches formed a new club from getting kids to play that never played before. This equipment will also be available for Blitzes in Wexford Town, Enniscorthy, New Ross and Gorey.

2.4 Hurling on the Quay This project has been run over the last few years by Coaching and Games in Wexford. This year funding isn't available due to our financial difficulties. We set up a small fenced arena on the Quay in Wexford during the Summer Festival. Local clubs are invited to play hurling in little blitzes for the day. 10 clubs attended last year and all the kids who participate get a "Goodie Bag". The games are 6-7 a side and the players absolutely love the novelty of the event. Local visitors to Wexford find the event intriguing and it's a great PR event for Wexford Hurling.

Goodie bag for kids = €300 Hurling balls = €120 Refreshments for Club Coaches = €100 Lunch for Volunteer event helpers = €100 First Aid = €200 Stewards = €225 Total Cost €1,045

2.5 Hurling on the Island This project has been run over the last few years by Coaching and Games in Wexford. This year funding isn't available due to our financial difficulties. We run a "Poc Fada" event on one of the Saltee Islands. The cost of getting to the Island is inhibitive for Parents so we need funding to offset the cost on families. The event is a very enjoyable day for everyone especially given the unique nature of the event. Hurling Balls = €360 Boat Rental Assistance = €800 Trophy for winners = €200 First Aid = €200 Stewards (one per team) = €200 Total Cost €1,760

2.6 Hurling in the Schools of Excellence This project has been run over the last few years by the Coaching and Games in Wexford. This year funding isn't available due to our financial difficulties. We host Hurling Schools of Excellence in New Ross, Gorey, Wexford and Enniscorthy for our U13/U14 hurlers. The main cost here is the costs of the Arenas. We are looking for 10 Friday nights for one hour each night in 4 different venues. There is about 20-25 kids in each venue that's 100 kids getting extra hurling.

10 Sessions in each District, 4 teams in Total, Average €80 per hour.

Total Cost €3,200

2.7 Hurling All Year Round This project is a new initiative. We hope to keep our Development Squad players U15, U16 and U17 going over the winter with indoor games. The plan is to break them up into districts and slightly restrict the rules of the game and play inter-district Blitzes. The main cost here is the arenas and medals for winning teams.

Cost per arena €80 per hour, 3 teams U15/U16/U17 per week, Two Venues per week 6 weeks (2 weeks prep, 3 weeks matches, 1 Finals night)

Total Cost of Arena = €2,880 Cost of Medals = €500

Total Cost €3380

2.8 Hurling Education for Coaches Wexford Coaching Office are running 7 Award one's this year. These courses have been offered to all Clubs in Wexford with 5 free places going to each club per year for two years. These courses cost €100 per person. This cost covers Tutors expenses and venue rental costs. It's very important to have all our Coaches qualified to the highest standard.

Cost per Course is €2,500 * 7

Total Cost = €17,500

2.9 Hurling in Primary School Nurseries.

Currently our Primary School Coaches don't have the required equipment to Coach 5-8 year old players. We need special small hurls and small soft bean bag type hurling balls. Kids love the approach with this equipment as they succeed in everything they do from an early age. Hurling is the most skillful and difficult field game to play in the world and this equipment is essential if our Coaches are to ease our kids into the game.

2.10 Hurling at the Wall Currently we have many clubs in Wexford that have invested in Hurling Walls over the last few years. These can be an important part of developing hurling skills. Regular use of Hurling Walls improve reaction time and speed of striking. We need to educate Coaches on how to complete Wall ball sessions correctly. The coaching office are prepared to host Coaching Workshops to Clubs in Wexford. I detail costs below;

These courses will be free to Clubs but external tutors and venues will have to be paid for. Cost per Workshop: 2hrs @ €80 per hour + €100 for Tutor Expenses = €260 We plan to hit each indoor arena in Wexford so its €260 * 6

Total Cost = €1560

Total Cost of Projects €55,967, Cost maybe reduced by negotiating with Clubs for reductions in Venue rentals. There may also be discounts for buying equipment in Bulk.
