    Prepared Statement for the Record “Democracy and the NATO Alliance: Upholding our Shared Democratic Values” Susan Corke Senior Fellow, German Marshall Fund and Director of Transatlantic Democracy Working Group House Foreign Affairs Subcommittee on Europe, Eurasia, Energy, and the Environment U.S. House of Representatives November 13, 2019 Chairman Keating, Ranking Member Kinzinger, Distinguished Members of this Committee, thank you for holding this hearing and inviting me to testify before you on an issue that I believe is fundamental to American security and to our role as a leader of the democratic community of nations. It is a particular honor to be here today because Representatives Keating and Kinzinger have been two of the most principled voices in calling for a reinvigoration of democracy and the NATO Alliance as we contend with an era of authoritarian resurgence. On May 8th they both spoke powerfully at an event hosted by German Marshall Fund and the Transatlantic Democracy Working Group on the need to continue fighting for freedom and the ideals we value most, emphasizing this is in America’s interest. Representative Keating asked a pointed question this event, “What do we have that Russia and China don’t have? A coalition, NATO, that has resulted in 70 years of prosperity and peace.” This year is NATO’s 75th birthday and the 30th anniversary of the fall of the Berlin Wall; these anniversaries could have marked the success of the transatlantic project and the triumph of democracy. Instead, it is clear that after seven decades as the world’s preeminent military alliance, NATO’s future is in danger, facing urgent challenges that require immediate attention, including a recommitment to democratic values as a foundation of our security.

During the 1980s, El Salvador was the largest recipient of U.S. aid in Latin America as its government struggled against the leftist Farabundo Marti National Liberation Front (FMLN) insurgency during a 12-year civil war. A peace accord negotiated in 1992 brought the war to an end and formally assimilated the FMLN into the political process as a political party. After the peace accords were signed, U.S. involvement shifted toward helping successive Nationalist Republican Alliance (ARENA) governments rebuild democracy and implement market-friendly economic reforms. Funes Administration Twenty-one years after the signing of the peace accords, El Salvador is governed by an FMLN Administration. In March 2009, Mauricio Funes, a former television journalist and the first FMLN presidential candidate without a guerilla past, defeated Rodrigo Ávila of the conservative ARENA party for a five-year presidential term. President Funes has generally pursued moderate policies that have enabled him to form cross-party coalitions in the National Assembly, but caused periodic friction with more radical members of his party. Now in his fourth year in office, President Funes still has high approval ratings, but faces a number of serious challenges.

    November 11, 2018 Transatlantic Democracy Working Group Statement on Central European University As members and supporters of the bipartisan Transatlantic Democracy Working Group, we see the refusal of the Hungarian government to enable the prestigious Central European University (CEU) to continue operating its campus in Budapest as a serious blow to academic freedom in Hungary. Protecting institutions of higher education is an essential part of democracy. A crackdown on academic freedom is one of a series of dangerous developments in Hungary under the leadership of Prime Minister Viktor Orbán. The campaign against the CEU is a highly symbolic move against a vital institution founded to promote the transatlantic values of democracy, openness, and equality of opportunity. Founded in 1991, CEU is a graduate-level university based in Budapest, in partnership with Bard College, and with academic accreditation in Hungary and the State of New York. Because it is a joint American-Hungarian institution, it has support across the political spectrum in the United States and at all levels of our government. Michael Ignatieff, President and Rector of the CEU, thanked the U.S. Ambassador to Hungary David Cornstein as well as the U.S. Department of State, the U.S. Congress, the Office of the Governor of New York, and the New York State Education Department for their efforts to secure an agreement certifying CEU for continued operation in Hungary. Ambassador Cornstein took a principled stand in using the #IStandWithCEU hashtag on the embassy website. The Hungarian government, however, has refused to sign this agreement for almost one full year.
