the prevailing assumptions related to transnational networks in the field of climate change (TNCCs). TNCCs are often seen as promoters of a more horizontal model for global climate governance. Throughout the chapters, the thesis challenges this common conception. Focusing on the relation between the C40 cities network and two Latin American cities, Lima and Mexico City, I argue that transnational networks are actors facilitating access to cities by transnational companies instead of solely promoting the sharing of experiences and the support for a more inclusive global climate governance model. Put differently, based on the empirical evidence, the thesis claims that transnational climate networks work as an instrument for the transnational capitalist class (TCC, see Carroll, 2010) promoting market-based solutions and economic hegemony in climate politics. Empirically, the thesis shows how the C40 operates as a facilitator to transnational corporate investment in a range of infrastructures in cities from the global South. In recent years an outpour of debate and exchange within the realist tradition has captured the attention of scholars. Many scholars have attempted to create schemes classifying the different branches and threads of realist thought that have emerged, while others have introduced a wealth of new terminology. Unfortunately, as a result of these Downloaded from efforts, realist concepts have become obfuscated, resulting in much confusion, and ultimately erecting a barrier to intellectual progress in the field. The goal of this article is to help remove this barrier by clarifying the criteria for classifying different approaches to realist thought and presenting a more coherent classification scheme that will enhance the understanding of the http://cjip.oxfordjournals.org/ relationship between various strands of realist thought. The Debate Regarding the Classification of Types of Realism Since the 1980s, a number of new schools of thought, including by guest on May 28, 2014 constructivism, critical theory and post-modernism, have critiqued, and ultimately come to challenge, traditional schools of international relations theory such as realism and liberalism. Yet, as a result of sharp differences with respect to ontology, epistemology and methodology, exchange between these new schools and the more traditional mainstream schools have been quite limited. In stark contrast with this dearth of scholarly exchange across schools of thought, the intellectual debate and exchange of ideas within the realist school have flowered, giving birth to many new branches and sub-branches of realist thought.

International relations scholars often interchange various terms with theory, such as paradigm, model, image, or perspective. The development of international relations theory could be compared to a laboratory experiment.     A Review on the Shift in Liberalism: From Classical Liberalism to Institutional Liberalism A Case Study of the Gulf War I (1990-1991) Muharrem DOĞAN ABSTRACT Even though realism has been viewed as the mainstream theory of International Relations (IR), liberalism has been also an important theory for understanding international system after World War I. During the nineteenth century, the main idea of classical liberalism was that free trade would establish a more pacific global order. Nevertheless, the core assumptions of liberalism underwent a profound shift from classical liberalism to international institutionalism after the World War I. In this context, President Wilson argued that collective security could be promoted with institutions such as the League of Nations. Thus, the first Gulf War has been viewed as an evidence of the longevity and continued presence of Wilsonianism. However, although many IR scholars argue that the Gulf War I was an appropriate example to examine institutional liberalism, it in-fact resulted in establishing an American hegemony in the Middle East.     Austral: Brazilian Journal of Strategy & International Relations e-ISSN 2238-6912 | v.10, n.19, Jan./Jun. 2021 | p.154-180 THE DEVELOPMENT OF GEO-ECONOMICS: A PATH TOWARDS AN INSTITUTIONAL LIBERALISM APPROACH Ricardo Vega Perez1 Introduction This paper will examine the development of contributions and discussions made to the field of geo-economics. It will conduct an overview of commonly used definitions, instances and scope of analysis that have defined what geo-economics means as well as its instruments and goals pursued. Geo-economics focuses on how states use material foundations of power and use them as foreign policy to exert power so as to achieve goals such as accumulating wealth or pursuing political ends. Then, it will be proposed that geo-economics could also have a point of connection with institutional liberalism. As defined by Keohane (2012), institutional liberalism promotes beneficial effects on human security, welfare and liberty as result of a more peaceful, prosperous and freer world. Thus, the mobilisation of economic resources, under a geo-economic focus, could contribute to maintain welfare of a state through responsible cooperation rather than sheer competition and rivalry under a zero-sum paradigm. Geo-economics, as an extension and replacement of geopolitics, has theoretically been embedded in the paradigm of realism. Realism in International Relations supposes that the international system is an anarchy without a supranational authority that could safeguard the sovereignty and security of the state. The state, therefore, must build up all necessary capabilities to reaffirm its autonomy, safety and economic progress over other states. In order to do so, states will design economic policies and means to assert control and influence over other states’ resources and policies.
