Menurut John Storey (2006:2), cultural studies senantiasa merespon kondisi politik dan historis yang berubah dan selalu ditandai dengan perdebatan, ketidaksetujuan dan intervensi. ‘Budaya’ dalam cultural studies lebih didefinisikan sebagai politis, yaitu ranah konflik dan pergumulan, ketimbang secara estetis. Objek kajian dalam cultural studies bukanlah budaya yang didefinisikan dalam pengertian yang sempit, yaitu sebagai objek seni tinggi atau sebagai sebuah proses perkembangan estetik, intelektual dan spiritual; melainkan budaya yang dipahami sebagai teks dan praktik hidup sehari-hari. Budaya pop seringkali didefinisikan sebagai budaya yang disukai banyak orang atau budaya rendah, yaitu praktik budaya yang tidak mampu memenuhi syarat budaya tinggi sebab budaya pop dianggap sebagai dampak dari produksi massal, sedangkan budaya tinggi adalah hasil kreativitas individu. Budaya pop juga dikatakan sebagai budaya yang berasal dan dipraktikan dari rakyat untuk rakyat (Storey, 2003:10-18). Maka, dapat disimpulkan bahwa walaupun cultural studies tidak secara khusus membahas budaya pop, namun tak dapat disangkal bahwa budaya pop merupakan bagian dari cultural studies. Melalui label “The Cool Japan” disimpulkan segala jenis manifestasi dari budaya pop Jepang—dari komik Jepang (manga), anime, dan game hingga kuliner, fashion, arsitektur, dan J-Pop—(Navarro-Remesal & Lopez, 2015). Industri game merupakan salah satu industri besar di Jepang yang telah memiliki sejarah panjang. Pengembangan industri game Jepang telah dimulai sejak tahun 1973, tetapi kesuksesan industri ini dimulai pada tahun 1980-an dan memasuki era keemasan di tahun 1990-an.
