Making Sure Logistics Chain Continues Moving KUALA LUMPUR : The easy availability of face masks in Malaysia at a reasonable price during the most critical moments did not happen by chance. It was the result of a decisive move to ensure supply arrived here on time. In an interview to mark his impending 100 days in office this Thursday, Transport Minister Datuk Seri Dr Wee Ka Siong said the matter was not a result of market forces at play. Owing to the sudden high global demand for face masks, initial supply in Malaysia was limited, leading to prices spiralling as high as RM2.50 to RM3 apiece. “Scammers also seized the chance to cheat anxious consumers We needed to act quickly. The Transport Ministry suggested the use of grounded aircraft – such as MASkargo – to bring in the masks. This was the fastest way because many ships were not sailing. “Credit goes to Prime Minister Tan Sri Muhyiddin Yassin for the brave decision to order a huge amount of face masks from China, up to 50 million pieces. “This flooded the market and reduced the tension during a critical juncture, ” Dr Wee said, adding that subsequent supply availability also allowed the government to set the ceiling price for the much sought-after item. A further decision by the government to waive the 20% import duty and 10% sales tax brought prices down further. On March 20, the Domestic Trade and Consumer Affairs Ministry included face masks under the Price Control and Anti-Profiteering (Determination of Maximum Price) Order 2020 while at the same time banning the export of face masks.

COUNTRIES AT THE CROSSROADS Countries at the Crossroads 2012: Malaysia Introduction Malaysia has over 28 million people, of whom approximately 63 percent are ethnic Malay, 25 percent Chinese, 7 percent Indian, and 4 percent Ibans and Kadazan-Dusun.1 Much of this diversity was created through the British formation of an extractive colonial economy, with the “indigenous” Malay community ordered into small holdings and rice cultivation, while the “non-Malays” were recruited from China and India into tin mining and plantation agriculture. Further, in preparing the territory for independence in 1957, the British fashioned a polity that was formally democratic, but would soon be encrusted by authoritarian controls. Throughout the 1960s, greater urbanization brought many Malays to the cities, where they encountered the comparative prosperity of the non-Malays. They perceived the multiethnic coalition that ruled the country, anchored by the United Malays National Organization (UMNO), but including the Malayan Chinese Association (MCA) and the Malayan Indian Congress (MIC), as doing little to enhance their living standards. At the same time, many non-Malays grew alienated by the discrimination they faced in accessing public sector resources. Thus, as voters in both communities swung to opposition parties in an election held in May 1969, the UMNO-led coalition, known as the Alliance, was gravely weakened. Shortly afterward, Malays and Chinese clashed in the capital, Kuala Lumpur, sparking ethnic rioting known as the May 13th incident. Two years of emergency rule followed during which parliament was closed. As the price for reopening parliament in 1971, UMNO imposed new curbs on civil liberties, thereby banning any questioning of the Malay “special rights” that are enshrined in constitution’s Article 153.

Following the discussion on issues surrounding the cost of doing business and employment opportunities at the Cabinet Meeting and Economic Council Meeting last week, MITI organized a dialogue session on 8 January 2018 with the Federation of Malaysian Manufacturers (FMM) and 21 of its members. 2. I was joined by Datuk Paul Low Seng Kuan (Minister in Prime Minister’s Department), Datuk Seri Ir. Dr. Wee Ka Siong (Minister in Prime Minister’s Department), Dato’ Seri Ong Ka Chuan (MITI Minister II) and Tan Sri Yong Poh Kon (Economic Council Member) as well as senior government officials including from Ministry of Finance, Ministry of Home Affairs, Ministry of Human Resources, Economic Planning Unit and Royal Malaysian Customs Department. 3. Dato’ Soh Thian Lai, President of FMM gave a presentation on the challenges faced by industry and submitted some proposals in dealing with them. The Government considers industry players, big and small, as our friends – we have been engaging them on a regular basis, to enhance Malaysia’s competitiveness as an investment destination. 1 4. Malaysia’s sustainable economic growth – 5.9% in the first nine months of 2017 and forecast of around 5.0-5.5% in 2018, will have a positive impact on employment opportunities, including in new areas such as aerospace and the digital economy. A total of 2.26 million jobs have been created under our Economic Transformation Programme so far. Meanwhile, a survey undertaken by SME Corp in Q3 2017 found that 40% of the SMEs interviewed are expecting their businesses to improve in the near term.

Notes from Asia Pacific May 2012 Singapore We are now heavily into the pre-exam season, with adverts for the traditional (and expensive) "Essence of Chicken" - and more modern vitamin drinks, etc. - claiming to bring success with A grades. Even quite small stories about school exams or tests are quite high- profile at this time. For example, there were press reports that about 150 students in Punggol Secondary School had to retake a (10-minute) section of their mid-year English test on Friday after some scripts went missing in a "holding room" in the school. The parents involved were phoned individually by the school and there has been a report to the Ministry of education. There is a more substantial report that some students who do not have to sit the O-level examination because they are in the Integrated Programme (IP) and taking IGCSEs as private candidates. They are barred from sitting national O levels as private candidates but can go to a centre such as the British Council to enrol as a private candidate for IGCSEs. Some want to know where they stand; others are simply interested in the subjects. Some hope, after Secondary 4, to apply to American universities which recognise IGCSE grades. Most importantly, these students want a 'safety net': Should they not fare well, they would only have their Primary School Leaving Examination (PSLE) certificate and their secondary school grade point average to fall back on. The wish for a safety-net is very strong in some of the Singaporean cultures. The British Council, which administers the IGCSE for private candidates here, said 69 students took it last year.

This update was made after taking into account of the feedback as well as the inputs from transport and logistics industry players on issues in the field and in the interest of the people. All registered transport and logistics industry players are invited to download the letter via the SMILE System at the link https://application.mot.gov.my. MOT wants to emphasize that the transportation and logistics industry players are fully responsible to comply with the conditions set by the Government. Compounding action offenses in accordance with Section 25, Prevention and Control Act Infectious Diseases [Act 342] will be imposed if failure to comply. In the same development, there are no operational barriers practised for necessary services during this period of MCO including during the Chinese New Year festive season. This is in line with existing regulations throughout the MCO /Conditional Movement Control Order (CMCO) including those that prohibit cross movement states and districts except for critical sectors that have been allowed.

Wee: Passenger Manifest Helps Make Tracing Air Travellers Easier PUTRAJAYA : It is no longer necessary for airlines to enforce compulsory social distancing as the nature of air travel itself makes it easy for authorities to perform contact tracing, says Transport Minister Datuk Seri Dr Wee Ka Siong. Elaborating on the relaxation of requirements for commercial air travel, Dr Wee said airlines would know exactly where each passenger was seated based on the manifest. “As such, it is easy to locate each individual should the need arise,” he said in an interview at his office here yesterday. “Airlines have also been implementing various standard operating procedures (SOP) to ensure the safety of both crew and passengers in light of Covid-19. “The ministry has met all the stakeholders in the aviation industry to impress upon them the need to rigorously follow the SOP in accordance with recognised international practices. “Likewise, for express buses, it is also easy to trace passengers as there is a passenger list,” he said after the announcement by Senior Minister Datuk Seri Ismail Sabri Yaakob that public transport, including flights, express buses and trains, could now operate at full capacity. Dr Wee said a more flexible approach towards social distancing requirements was necessary as even the International Air Transport Association itself had never made this compulsory for its members. “This pragmatic view needs to be taken as regulators have to balance between the interests of transport operators and the welfare of the people,” he said, adding that if distancing of one metre was to be imposed on an aircraft, the passenger load would be very low, leading to high fares that people were currently complaining about.
