El Pomar Foundation was established in 1937 by Spencer and Julie Penrose to provide resources and opportunities for all future generations of Coloradoans. The Foundation is a general-purpose foundation supporting nonprofit organizations operating within the state of Colorado working in the arts and humanities, , health, human services, and civic and community initiatives.

The Foundation, although still primarily a grant maker, has diversified its philanthropic activities by making a significant investment in direct charitable activities called community stewardship programs. These programs allow the Foundation to be more proactive in helping nonprofit organizations be more effective and recognized for the good they do, to shape and encourage the leaders of tomorrow, and to foster community engagement, cooperation and service at all levels of society. The result is a more fully engaged program of philanthropic activities that utilizes a combination of financial assistance, staff support, organizational training, leadership development and focused cooperation. Many of the community stewardship programs also have grant initiatives associated with them.

The community stewardship programs fall within four broad mission areas or "themes" that provide a framework and purpose for their existence. By design, many of the programs overlap with more than one theme. The four themes and their related programs are:

Significant Nonprofit Support

Programs designed to assist, and give public recognition to, nonprofit organizations in their efforts to be more effective through better use of their resources, planning for their future, and planning for the future of their communities. Programs in this category include:

Penrose House - A conference and education center (as well as an historical property) that hosts approximately 250 nonprofit and governmental groups each year that convene to plan their programs for the future, advance their skills and coordinate and cooperate among each other for more effective service delivery systems.

Awards for Excellence - A distinguished panel of Colorado civic and community leaders assists the Foundation bi-annually in identifying and recognizing nonprofit organizations throughout the state that have demonstrated excellence in their service to the people of Colorado.

Office Assistance - Free use of Foundation office space has attracted many needed nonprofit services to the Pikes Peak region and has stabilized the budgets of other key community organizations. A number of organizations presently take advantage of this program.

Leadership Development and Community Service

Programs designed to shape and encourage those who are and those who will become the next generation of leaders in our communities and institutions and to instill within each the value and privilege of being connected to their community in service to others. Programs in this area include:

El Pomar Fellowship - Each year, highly qualified recent college graduates with diverse backgrounds and interests become members of the Foundation staff to spend two years in a rigorous professional development curriculum building and refining their leadership and nonprofit management skills in a dynamic, hands-on program with a "360 degree" view of the nonprofit world.

Student Leadership Experience - In partnership with several major Colorado institutions of higher learning, this program augments each institution's efforts to recruit and develop effective leaders for tomorrow by providing its scholars with leadership opportunities and an introduction to community service.

Nonprofit Education and Leadership Program - Each year, 45 individuals serving in leadership positions at nonprofit organizations throughout Colorado participate in seminars and workshops designed to help them learn more about themselves and how best to shape themselves into effective leaders for positive change in their communities.

Forum for Civic Advancement - Led by former Colorado elected officials and prominent civic and community leaders, this program hosts over 250 individuals annually in an effort to educate, engage and encourage them to contribute to the civic advancement of the Pikes Peak Region as elected, appointed or involved citizens.

Emerging Leaders Program - Minority involvement is essential for healthy communities and it is important to identify and encourage minorities who wish to have broad-based civic and community involvement in Colorado Springs and Pueblo. In collaboration with community leadership programs and minority-focused organizations, ethnic minority individuals will be identified and encouraged to get involved by participating in programs offered by noted leadership organizations as well as forums on community issues.

Community Outreach and Engagement

Programs designed to provide opportunities for the Foundation to identify and reach out to underserved populations throughout the state of Colorado by encouraging those closest to the problems and issues to actively assist the Foundation in targeting its resources and programs. Programs in this area include:

Regional Partnership Program - Regional councils of local civic and nonprofit leaders are being formed throughout the state of Colorado. These councils will identify important community issues within their respective regions and advocate for the use of Foundation resources and programs to address these needs. Each regional council will be assigned a Foundation Trustee to serve as a knowledgeable liaison to each region.

Historical Properties

The Foundation operates and preserves two significant historical and educational properties which Spencer and Julie Penrose built during their lifetimes and left as a perpetual legacy to the future inhabitants and visitors to the Pikes Peak region. These properties are open to the public seven days a week and admission is free:

Will Rogers Shrine of the Sun - Situated 2,000 feet above the City of Colorado Springs and made of Cheyenne Mountain granite, the Will Rogers Shrine of the Sun is an important historic landmark that chronicles the historical events of the Pikes Peak region, the lives of Julie and Spencer Penrose and the life of Will Rogers. Over 40,000 visitors enjoy this famous landmark each year.

El Pomar Carriage Museum - Opened in 1941, this museum has over 7,500 visitors each year who come to enjoy and learn about the extensive exhibits of horse-drawn carriages, saddles, harnesses, firearms, western and Indian artifacts and vintage automobiles that belonged to or was associated with Spencer Penrose.
