Le esportazioni, pari a oltre 2,2 milioni di euro sono cresciute con tassi a due cifre (+10,6%). “Segno che EAEU è una realtà ormai consolidata con cui le nostre imprese hanno interesse a confrontarsi”, ha sottolineato Antonio Fallico nel corso di un incontro dedicato a questo tema organizzato a Roma in giugno. Qual’è lo stato dell’arte dell’interscambio commerciale tra l’Italia e i Paesi aderenti all’Unione Economica Eurasiatica? Un quadro aggiornato è emerso in occasione di un seminario organizzato a Roma da Associazione Conoscere Eurasia, Forum Economico Internazionale di San Pietroburgo, Roscongress in collaborazione con Intesa Sanpaolo, Banca Intesa Russia e lo studio legale Gianni-Origoni-Grippo-Cappelli & Partners. Un’iniziativa che è giunta ormai alla sua settima edizione annuale. Nel primo trimestre di quest’anno si è registrato un aumento significativo dei valori, pari a un +7,6% sull’insieme dei 5 Paesi aderenti all’alleanza eurasiatica di libero scambio che sono Russia, Bielorussia, Kazakistan, Armenia e Kirghizistan e che pesano per il 3,2% sul Pil mondiale. Il dato aggregato - secondo fonti Istat ulteriormente elaborate da Conoscere Eurasia - ammonta a 6,2 miliardi di euro. La performance è positiva su entrambi i versanti della bilancia. Ma indubbiamente è sul fronte delle esportazioni italiane verso questi Paesi che si registra la performance più significativa con un aumento a doppia cifra pari al 10,6%, per un valore aggregato pari a 2,2 milioni di euro. Le importazioni italiane invece hanno totalizzato 3,9 miliardi di euro con un aumento del 6%. La bilancia si chiude quindi in deficit ma va rilevato che l’Italia importa da quest’area soprattutto materie prime (petrolio, gas naturale, cereali). Non solo Russia In questo contesto il presidente di Conoscere Eurasia e di Banca Intesa Russia, Antonio Fallico, in apertura dei lavori ha sottolineato come l’Unione Economica Eurasiatica sia ormai una grande opportunità di business che va ben oltre la sola Russia, che pure resta come motore principale di riferimento. Lo dimostrano ad esempio i dati del nostro export verso il Kazakhstan che, nel primo trimestre, ha raggiunto 384 milioni di euro registrando un aumento del 140% sullo stesso periodo dell’anno precedente. Bene anche le vendite in Bielorussia e in Armenia che aumentano rispettivamente del 12,6% e del 24,6%. Segnali, questi, che indicano come le imprese italiane stiano diversificando il proprio posizionamento sui mercati dell’intera Regione. Tra i prodotti italiani, i macchinari guidano la classifica merceologica dell’export con quasi 590 milioni di euro raggiunti nel primo trimestre (+11,3%). Seguono il sistema moda italiano – tessile, abbigliamento e accessori – che, seppure in contrazione del 10%, supera i 400 milioni di euro, e gli apparecchi elettrici (310 milioni di euro, +71,2%). In ripresa i prodotti alimentari e le bevande a 125 milioni, +2,1%. Sul fronte dell’analisi dei dati riferiti ai diversi Paesi, la Russia si conferma l’economia di riferimento per le aziende italiane in Eurasia: 1,7 miliardi di euro di vendite realizzate tra gennaio e marzo (-1,6%), e una quota che assorbe il 76% del nostro export in quest’area (era quasi l’86% nello stesso periodo del 2018). La forte crescita economica 1 / 23 Eurasiia 24 16 luglio 2019 - N. 31 kazaka spinge il Made in Italy a 384 milioni di euro (+140,3%) per una quota di mercato del 17% (era del 7,9%). Costantemente in aumento le performance in Bielorussia (105 milioni di euro; +12,6%), mentre i due Paesi emergenti dell’Unione Economica Eurasiatica, Armenia e Kirghizistan, si fermano rispettivamente a 37 milioni di euro circa e a 5,5 milioni di euro. Il progetto si era arenato per una serie di irregolarità nell’utilizzo dei fondi e contestazioni dei partner cinesi Riparte il progetto di costruzione di un metro leggero a Nur Sultan (ex Astana), capitale del Kazkakhstan, di cui si discute da anni e che dovrebbe collegare l’aeroporto internazionale, l’ex area Expo 2017, l’Università Nazarbayev, Plaza Abu Dhabi, i Ministeri, la stazione centrale ferroviaria con una ventina di fermate e una portata giornaliera di 83mila passeggeri. Lungo un percorso di 22,5 chilometri interamente sopraelevati. Il segnale proviene da Astana LRT, la società controllata dalla Municipalità a cui il progetto fa formalmente capo e che ha annunciato un’emissione di 1,5 miliardi di dollari per finanziare l’opera. In realtà il costo previsto è leggermente superiore (1,8 miliardi) ma la novità è che non saranno più i partner cinesi di China Railway International, inizialmente coinvolti nella sua realizzazione, a fornire un pacchetto “chiavi in mano”: linea, materiale rotabile e finanziamento (ad opera di China Development Bank). Ad oggi il progetto non è stato ancora assegnato anche se l’Amministrazione della Capitale ha ricevuto diverse proposte tecniche, di altrettanti consorzi. Tre di questi tre sono sempre Made in China capeggiati rispettivamente da: - China National Machinery e China Railway - China Railway Beijing Engineering e China Railway Liuyuan - Temirzhol Zhondeu e Citic A cui si aggiungono: - Alstom Kazakhstan e Marubeni Corporation - Itochu Corporation e Makyol - Renaissance Construction (Russia) e PK Тransport La vicenda si è andata complicando nel tempo perché una piccola parte dei lavori (pilastri di sostegno e fondazioni) era già stata avviata e poi sospesa e anche perché i fondi forniti da China Development Bank sono stati in parte dirottati dall’Amministrazione locale su altri impieghi (e dovranno comunque essere restituiti). 4 / 23 Eurasiia 24 16 luglio 2019 - N. 31 SETTORI DELL'ECONOMIA N.31 Armenia – Trasporto aereo: Pashinyan punta su Martin Eurnekian per lanciare una compagnia di bandiera Nel corso di quest’anno si è incontrato a più riprese con il chief executive di Corporation American International Airports che in Armenia gestisce lo scalo di Yerevan e di Gyumry. L’obiettivo è coinvolgere il gruppo, in eventuale partnership con altri, in un rapido e consistente sviluppo dell’attività di trasporto aereo. La famiglia Eurnekian, argentina di origini armene, ha interessi in Armenia anche nel settore vitivinicolo. Il primo ministro armeno Nikol Pashinyan sta cercando di appoggiarsi su Armenia International Airports CJSC, per realizzare un salto di dimensioni e di qualità nell’attività di trasporto aereo. La società gestisce, sulla base di una concessione trentennale, l’aeroporto principale di Yerevan (Zvartnots International Airport) in aggiunta allo scalo aereo di Shirak che serve la città di Gyumri. La società è controllata da Corporation American International Airports, una multinazionale specializzata nella gestione dei servizi aeroportuali, che fa capo a Eduardo Eurnekian e a suo nipote Martin. Si tratta di imprenditori argentini di origine armena che in questo Paese operano anche nel settore vinicolo. Controllano infatti Karas Winery, uno dei principali produttori locali di vino e brandy, che sta acquisendo una crescente notorietà internazionale.
