GENERAL (1.1) INTRODUCTION The proposed design seeks permission for the removal of the existing generator room at Youghal Lighthouse and the construction of a new, publicly accessible viewing platform. The project will also include for the provision of service connections. The Lighthouse is a protected Structure, Record of Protected Structures, RPS ID: 2335 (Youghal Town Development Plan) (1.2) ACCOMODATION Ground Floor: Proposed viewing planform (1.3) DESIGN Cork County Council is seeking to remove the existing generator room and Construct a new viewing platform at Youghal Lighthouse. The proposed viewing platform plan is 8.4 m long and 5m wide to the West and tapers to 2.4 m to the East, with a glass balustrade to the North, East and South façade. The proposed design of the viewing platform is a product of the building’s orientation and surrounding context. The orthogonal plan form offers a counterpoint to the circular plan of the existing Lighthouse, which will allow the proposed platform to be clearly distinguished as a new architectural intervention. The surface of the viewing platform is finished in stone to match the existing stone paving surrounding the existing lighthouse. The viewing platform has been designed to prevent overlooking to the adjoining Keepers House through the design of a taller translucent glass balustrade on the North side of the viewing platform, with the glass balustrades to the East and South are sized at 1100mm high; opening views to the South East while restricting overlooking to the adjacent Keepers property. The new viewing platform is given a sculptural quality through the use of depth and relief in the design of the balustrade, which recalls the glass prism in the existing Light house. The vertical emphasis of the balustrade acts to accentuate the verticality of the 3 Youghal Lighthouse Viewing Platform, Co.Cork Part 8 existing Lighthouse, while the ephemeral quality of the translucent glass acts a counterpoint to the solid mass of existing Lighthouse. Details of the proposal are provided in Section 3, the Appendices and Drawings which are contained at the end of this document. Planning Permission under ‘Part VIII’ of the Planning and Development Regulations, 2001 (as amended) is required. Materials proposed: The surface of the viewing platform is finished in stone to match the existing stone paving surrounding the existing lighthouse. The finished floor level matches the finished floor level of the Lighthouse footpath, which allows for level pedestrian access. The balustrades of the proposed viewing platform are constructed in laminated safety glass with a ribbed effect. 4 Youghal Lighthouse Viewing Platform, Co.Cork Part 8 2. PLANNING AND DEVELOPMENT REGULATIONS (2.1) REQUIREMENTS OF THE PLANNING & DEVELOPMENT REGULATIONS Part 8 of the Planning and Development Regulations (S.I. No. 600 of 2001) and articles 17 to 19 of the Planning and Development Regulations 2006 set out the requirements in respect of specified development by, on behalf of, or in partnership with local authorities. UPDATE ON PROPOSED BUS SHELTER INSTALLATION PROGRAMME: Mr. Jonathan Cahill, Traffic & Transportation Section, Cork County Council stated that 4 new bus shelters were proposed for Carrigtwohill, the Council were awaiting grant funding, but hoped to go to tender in August. Cllr. A. Barry stated that Carrigtwohill Community Council had serious concerns about the location of the bus shelter outside their premises and wanted it moved towards the side entrance and away from the window. J. Cahill replied that he didn’t envisage that this would be a problem. Cllr. Rasmussen asked for clarification on the criteria for bus shelters. G. O’Hora also queried the procedure and what works would be covered, for instance pull in bays for buses. J. Cahill replied that a programme was in place to replace existing shelters and provide new ones, anyone seeking the provision of a bus shelter should first engage with the local engineer and forward the proposals to the transportation section. Sheppard and Rasmussen queried whether the survey should be a condition of any planning application by the Port of Cork for a second cruise liner terminal. ‘Pick up after your Dog’ Campaign, Cobh: P. Lynch stated that a total of five children would receive their prizes for the above competition at the library at 3.30 on Wednesday 8th May. Port of Cork Meeting: P. Lynch stated that the Port of Cork Company had informed him that the proposed meeting between the members and the Port in relation to issues concerning rights of way had been linked to a proposed event in relation to the preparation of the Masterplan for Marino Point.

    BLARNEY MACROOM MUNICIPAL DISTRICT Streetscape Painting, Signage & Improvement Scheme 2019 STREETSCAPE PAINTING, SIGNAGE & IMPROVEMENT SCHEME 2019 Cork County Council is pleased to announce the following schemes for 2019: 1. Tenants or owners of buildings can avail of a grant of up to 50% of the full cost of painting the facades along the street which may include paint, labour, scaffold/ hoist and other materials etc. Priority will be given to full facade i.e. shop fronts and overhead. Two quotations from registered painting contractors will be required. 2. Applications on a full street basis (10 or more adjacent buildings on one street) will be prioritised over individual applications. If a full street comes together a grant of 60% will be provided. 3. Priority will be given to applications received by Friday 31st May 2019. 4. Tenants or owners of buildings in the Town Centre can avail of a grant of up to 50% of the costs of replacing existing plastic, neon & printed signs etc. with ‘‘Heritage Type Signs’’. Cork County Council encourages the use of Irish in signs and recommends that applicants incorporate Irish into their proposal. 5. A contribution to a maximum of 100% will be paid towards the cost of materials where it is proposed the tenant/owner will undertake the works themselves. If availing of grant for materials only, the attached disclaimer form must be completed and returned. One quotation only for materials will suffice. The following steps need to be taken to qualify for the Painting and Signage Grants: Make a formal application in writing to the applicable Municipal District Offices of Cork County Council providing the following information: a) Photograph of the building’s present condition/current signage arrangement.
