La Universidad Nacional Autónoma de México tiene entre sus tareas fundamentales la investigación y la enseñanza de las ciencias, las cien- cias sociales y las humanidades, con el propósito de acrecentar el cono- cimiento del hombre y de la naturaleza. Esta labor académica contribu- ye en gran medida al desarrollo del país, pues tanto los investigadores como los profesionales que conforman nuestra Máxima Casa de Estu- dios ocupan un lugar destacado dentro de la sociedad, en sus res- pectivos campos de desarrollo. Desde la fundación de la moderna Uni- versidad Nacional se ha integrado una tercera función, la difusión de la cultura, que es tan relevante como las anteriores, ya que sin ella gran parte de la producción académica no llegaría a públicos diversos. Estas tres tareas sustantivas de la Universidad Nacional Autónoma de México tienen una proyección universal; prueba de ello es que nuestros investigadores, maestros y profesionales encuentran en sus actividades académicas un reconocimiento internacional cada vez mayor. Desde hace mucho tiempo, la UNAM se ha preocupado tam- bién por tener una presencia más allá de sus fronteras, atendiendo a alumnos extranjeros en la Escuela de Verano, fundada en 1921 por José Vasconcelos. A lo largo de 82 años de vida académica, el actual Centro de Enseñanza para Extranjeros (CEPE) cuenta con el Centro de Enseñanza para Extranjeros en Taxco, Guerrero (desde 1922), la Es- cuela Permanente de Extensión en San Antonio, Texas (EPESA) (desde 1944), la Escuela de Extensión en Gatineau, Quebec (desde 1995), y la Escuela de Extensión en Chicago, Illinois (desde 2001). 8 PRESENTACIÓN Asimismo, en el contexto del estudio, el análisis y la discusión so- bre Estados Unidos y Canadá, la UNAM creó en el año de 1993 el Centro de Investigaciones sobre América del Norte (CISAN), cuyas investiga- ciones y productos editoriales comienzan a tener un alto impacto entre los estudiosos de estos países, sobre todo en quienes han de- dicado sus esfuerzos académicos al análisis de las relaciones entre México y Estados Unidos. Uno de sus programas estratégicos se re- fiere precisamente a los latinoamericanos que residen y trabajan en ese país, y da prioridad al tema de las comunidades mexicanas en el exte- rior. Todo ello ha consolidado a este Centro como una entidad uni- versitaria de vanguardia en los estudios interdisciplinarios sobre Amé- rica del Norte. En este sentido, la experiencia internacional de la UNAM ha sido enriquecedora y relevante, a tal grado que hoy podemos afirmar que la unión de esfuerzos orientados hacia este objetivo ha creado un sólido puente de encuentro con los diversos sectores universita- rios de las tres naciones. Aquí es necesario resaltar la importancia académica y cultural de la extensión universitaria de la UNAM en Estados Unidos de Norteamé- rica, ya que por razones históricas la población mexicana constituye una de las presencias más destacadas dentro de la sociedad de ese país, lo que ha reforzado, en consecuencia, la importancia de la len- gua española y la cultura mexicana en dicho territorio. La población mexicoamericana encuentra en nuestras Escuelas de Extensión un apoyo para la asimilación entre sus dos culturas. Para dar un ejemplo: desde 1988, la UNAM ha organizado más de una veinte- na de encuentros internacionales sobre cultura chicana. Congruente con la misma tradición, la Universidad convocó a destacados analis- tas de las relaciones México-Estados Unidos —mexicanos y extran- jeros— al evento “Puentes de ida y vuelta”, organizado por el CISAN y el CEPE. Más recientemente, reunió a algunas de las más destacadas escritoras mexicoamericanas en el Primer Encuentro de Escritoras Chicanas “The Heritage”, para analizar el movimiento literario de un grupo que adquiere cada vez una mayor influencia y relevancia his- tórica en la sociedad estadunidense. Fruto de este trabajo de difusión internacional, y gracias a la des- tacada iniciativa de la EPESA, el CISAN, en coedición con el CEPE y la PRESENTACIÓN 9 Coordinación de Humanidades, publica este libro del historiador Ri- cardo Romo: East Los Angeles. Historia de un barrio. La UNAM contri- buye con ello no sólo a entender una parte de la historia social estadunidense, sino también una parte de la nuestra: la emigración mexicana hacia el país vecino desde el siglo XIX. Hoy la UNAM considera la eventual apertura de un espacio de exten- sión académica en la ciudad de Los Ángeles, que es actualmente el asentamiento urbano más importante en Estados Unidos y una de las ciudades con mayor índice de población latinoamericana, en donde sobresale la de origen mexicano. Además de los acuerdos en pro- ceso respecto a la expansión y el intercambio académico entre la Universidad Nacional y la Universidad de California en Los Ángeles (UCLA), el proyecto de la UNAM en esa ciudad destaca también la aten- ción a mexicanos asentados en el Barrio Este, precisamente el sitio de las disquisiciones académicas del doctor Ricardo Romo, presidente de la Universidad de Texas en San Antonio y amigo cercano del pro- yecto de la UNAM en esa ciudad. Sin duda, la obra de Ricardo Romo es ya un referente académico indispensable en su tema, por lo que la iniciativa de la UNAM de publi- car la versión en español ha de contribuir significativamente a una mejor comprensión de las transformaciones sociales de las comuni- dades mexicanas en Estados Unidos, y de su impacto en nuestra relación bilateral. Dr. Juan Ramón de la Fuente Ciudad Universitaria, septiembre de 2003 Prefacio Una de la transformaciones demográficas más significativas del nuevo milenio es el importante índice de crecimiento de la llamada pobla- ción hispana en Estados Unidos, compuesta en una alta proporción por ciudadanos mexicanos o de origen mexicano. De hecho, los últi- mos datos del censo estadunidense demuestran cómo, en fechas recientes, los latinos se han convertido ya —superando a los afroame- ricanos— en la primera minoría de una nación multicultural y étni- camente plural, formada por inmigrantes. No obstante esta pluralidad, la sociedad y el gobierno de Estados Unidos, en general, no han sido ejemplo de tolerancia, como lo demuestran múltiples acontecimien- tos a lo largo de su historia, incluso de la más reciente. Enrico Augelli y Craig Murphy ilustran con claridad este rasgo de la cultura estadu- nidense al ofrecernos una descripción del significado de la noción de sentido común para esa sociedad, así como sobre la concepción de sí mismos y la visión del mundo de sus ciudadanos comunes: Puede entenderse a la religión colonial como la fuente de tres series de ideas que son del sentido común para la mayoría de los estadu- nidenses [...] Primero, la identidad, sobre quiénes son los estaduniden- ses, con la visión que muchos tienen de su propia excepcionalidad y destino; la idea de ser el pueblo elegido. La segunda tiene que ver con su forma de tratar el disenso, cómo conducirse con las personas que tienen visiones diferentes de las propias. Para muchos estadu- nidenses las únicas maneras de lidiar con gente cuyas visiones difieren de las propias es aislarse de ellas (o a ellas de uno), convertirlos o destruirlos [...] Finalmente, tenemos la limitada idea estadunidense de la caridad, que está ligada con la convicción de la excepcionalidad del pueblo americano.1 12 EAST L.A. HISTORIA DE UN BARRIO En este sentido, resulta adecuado para los propósitos de este pró- logo hacer hincapié en un elemento que identifica algunos rasgos importantes del comportamiento social en Estados Unidos: [...] los estadunidenses, especialmente aquellos que se identifican como los más religiosos, no son particularmente tolerantes con el com- portamiento que se desvía de normas relativamente estrictas, aun cuan- do las mismas personas tiendan a profesar su adherencia a un prin- cipio abstracto de “libertad para todos”. Como resultado, muchos estadunidenses aceptan un concepto relativamente autoritario de “co- munidad”, que implica adoctrinamiento y muy poco disenso real. Para muchos es el único concepto de comunidad que entienden.2 Así, resulta de la mayor importancia reconocer los rasgos sobresa- lientes de la primigenia organización social estadunidense si lo que se pretende es lograr una visión introspectiva de algunos de sus aspectos más característicos y sensibles.

    Roads to Destruction: Postwar Urban Redevelopment and North Dallas Freedman’s Town by Cynthia Lewis Like most American cities following World War II, Dallas entered a period of economic prosperity, and city leaders, like their counterparts throughout the nation, sought to maximize that prosperity through various urban renewal initiatives.1 Black urban communities across the country, branded as blighted areas, fell victim to the onslaught of postwar urban redevelopment as city leaders initiated massive renewal projects aimed at both bolstering the appeal and accessibility of the urban center and clearing out large sections of urban black neighborhoods. Between the years 1943 and 1983, Dallas city officials directed a series of massive redevelopment projects that decimated each of the city’s black communities, displacing thousands and leaving these communities in a state of disarray.2 This paper, which focuses on the historically black Dallas community of North Dallas, argues that residential segregation, which forced the growth and evolution of North Dallas, ultimately led to the development of slum conditions that made North Dallas a target for postwar slum clearance projects which only served to exacerbate blight within the community. Founded in 1869 by former slaves, North Dallas, formerly known as Freedman’s Town, is one of the oldest black neighborhoods in Dallas.3 Located just northeast of downtown and bounded by four cemeteries to the north and white-owned homes to the south, east, and west, the area became the largest and most densely populated black settlement in the city. In the last 50 years, cultural identity has become even more complicated. The arrival of Cubans in the early 1960s, Puerto Ricans in the 1970s, and Central Americans in the 1980s has made for increasing diversity of the state’s Hispanic, or Latino, population. However, the Mexican branch of the Hispanic family, combining Native, European, and African elements, has left the deepest imprint on the Lone Star State. The state’s name—pronounced Tay-hahs in Spanish— derives from the old Spanish spelling of a Caddo word for friend. Since the state was named Tejas by the Spaniards, it’s not surprising that many of its most important geographic features and locations also have Spanish names. Major Texas waterways from the Sabine River to the Rio Grande were named, or renamed, by Spanish explorers and Franciscan missionaries. Although the story of Texas stretches back millennia into prehistory, its history begins with the arrival of Spanish in the last 50 years, conquistadors in the early 16th cultural identity century. Cabeza de Vaca and his has become even companions in the 1520s and more complicated. 1530s were followed by the expeditions of Coronado and De Soto in the early 1540s. In 1598, Juan de Oñate, on his way to conquer the Pueblo Indians of New Mexico, crossed the Rio Grande in the El Paso area.

The material for this second-year series has been broadcast on radio programs and published as newspaper articles. This bound volume contains the newspaper articles, which differ slightly in to'rm and content from the radio version. A bound volume of scripts is also available for the first-year series. The radio programs for both series are available on audio- cassettes. The Kansas Immigrants II addresses a number of issues: the efforts of immigrants to assimilate to the larger society while attempting to maintain their own ethnic identity, the occasional violence in the meeting of different cultures in formerly homogeneous communities, and the problem of understanding different family values and lifestyles from one culture to another. It also examines the difficulties in preserving ethnic heritage; the oppre~sion, segregation, and exploitation of ethnic minorities; the contributions of ethnic groups to the arts and cuisine; and the role of the ethnic church or organization in nurturing its members. The first series dealt with immigration to Kansas prior to 1920; the second-year programs dip back in time to pick up a few early topics but concen- trate mainly on developments after 1920.

Meredith Snyder’s second term, 1900-02, continued to revolve around water and elec- tricity. The Third Street Tunnel that col- lapsed in 1900, and was rebuilt, was bored through Bunker Hill from Hill street to Hope, making the Hill more accessible to business activity. During his third term from 1903-04, the 1889 City charter was amend- ed. The Civil Service Commission (precur- sor to the Personnel Department) was estab- lished. Snyder ran again in 1905, but was defeat- ed by the Republican Los Angeles Times retaliation due to a 1904 political disagree- Stephen Clark Foster Prudent Beaudry (1874-76) Cameron Erskine Thom ment with the newspaper. He remained (1854-55, 1856) Mr. Beaudry was a French Canadian from (1882-84) involved in civic activities for the next 15 years. Then in 1919, “Pinky/Pinkie” returned Mr. Foster was not the composer. Mayor Montreal. He served on the City Council Cameron E. Thom was a Southern gentle- for his fourth term as mayor. His appeal to Foster was an 1840 Yale graduate who came prior to being mayor.
