Message from APEC Sports Policy Network Executive Director, Dr. Chin-Hsung Kao SportsSportsAPEC Innovation RelatedBest Practices Platform Accelerating Entering its 3rd year, APEC Sports Newsletter continuallySharing follows on the sport-related matters. In the 7th edition, we will explore sports tourism and the potential changes it has on city marketing and human resource development.

Combined with sports and traveling, sports tourism is said to bring beneficial impacts on local economy and attention to the city. Ascending to its place of being the most desired, sports tourism is actively applied and strived by cities around the world. Every city wishes to be the host of a sports event; it's a method a city can use to market itself to the world. Additionally, sports tourism also creates job opportunities for relevant industries in the local area as well as establishes a more systematic process for future sports events. Not to mention, the newly constructed sports facilities would become sustainable assets the city possesses. By looking at the benefits that come with, sports tourism may just be the in economic growth every city seeks.

This issue includes articles from APEC economies such as Japan; ; the ; ; Chinese ; ; and Viet Nam, comprising strategies and implementation plans for developing sports tourism in cities. Sportcal, the leading authority in sports marketing, also shares an assessment report on impacts of global sports events. Meanwhile, articles on 2019 SportAccord Convention, Smart Cities and Sport Summit 2018 and 50th Anniversary of International Children's Games are also included. Furthermore, this issue's newly opened "Sports Innovation Accelerating" column shares the results of Asia's 1st sports accelerator—SPIN Accelerator TW and introduces the startup teams involved in its 1st training cycle. In the future, we will continue to update sports innovation movements and bring the latest information to our readers.

In hopes of pushing economic development and urban renewal, governments from around the world strategize the implementation of sports tourism. So far, all attempts have resulted in varying levels of success. We hope, through the extracts and information shared in this newsletter, readers can benefit by gaining a preliminary understanding on economic benefits along with impacts brought forth by major sports events and tourism, thus, uncovering more methods for a sustainable growth in sports tourism and begin a new chapter in the development history of their respective cities and economies.

2019 APEC in Chile: Connecting People, Building the Future

Commencing in Chile, Asia-Pacific Economic Cooperation (APEC) 2019 will be an address on how digital economy creates new business models and the role it plays in the booming of the global economy. The conceptual focus for this year is "Connecting People, Building the Future" and will center on four priorities, as shown below, to maximize human resource development and increase inclusive growth in both regional and global sectors.

Digital Society

As computing technologies progress, digital economy embeds itself at every corner of our lives. Possessing certain skills in this digitalized society becomes a crucial lesson in this day and age. One of APEC's priorities - Digital Society, incentivizes governments and their relevant departments to provide necessary tools and knowledge to the mass public. In favor of promoting participation by the individual in digital economy, one of the core descriptions includes the implementation of "APEC Internet and Digital Economy Roadmap, AIDER"; a plan of reinforcing logistics quality in e-commerce. Also, to boost the confidence of new technology in emerging markets, the implementation plan aids in reaching a consensus between the service sector and the measures of digital economy. It will improve the collection of data and statistics on the service sector as well as the usage of digital tools and telecommuting.

Integration 4.0

As Integration 4.0 focuses on the promotion of trade facilitation, APEC has devised two manuals, "Quality Measures Manual" and "Business Language in Customs" to facilitate the consolidation between SMEs and the global supply chain. These two manuals converge the common standardization of better businesses and serve as benchmarks

for drafting action programs. In addition, "APEC'S Logistics Index" allows transparency on information flow amongst economies in Asia-Pacific region and thus effectively improve the efficacy of trade facilitation.

Women, SMEs, and Inclusive Growth

In recent years, the growing issue of women in the workforce has been one of APEC's priorities. In our findings, we believe the booming and the developing of economies are the following results of contribution by women. To eliminate obstacles women are challenged with in their economic involvement, APEC proposes an "Action Strategies Toolkit", a provision for assisting women in entering the workforce, and encouraging the collection of indexes and reports on the matter, increase female participation and facilitate leadership roles in the workforce, and amend the gender wage gap to avoid future glass ceiling situation. Additionally, APEC also invites a revision on trade regulations that are more in keeping with the modernization in the digital society and encourages individual economies and governments to simplify regulations to allow more flexibility to SMEs in their engagement of international trade. Subsequently, their participations will be more potent in the global supply chain as they are less bound by outdated regulations.

Sustainable Growth

In order to lower the rate of waste pollution and develop a cleaner source of energy, promoting environment-balanced and sustainable growth becomes the course of action it demands. APEC reaffirms the implementation of Xiamen Declaration 2014 and will pour in all the effort to protect marine ecosystem by reducing marine debris and cracking down illegal, unreported and unregulated fishery. Furthermore, APEC encourages individual economies in Asia-Pacific region on the transition to a low-carbon economy. As the global economy thrives, sources of energy are no longer inexhaustible; the pursuit of renewable energy will decrease energy intensity as well as expanding energy security. Other focal points on sustainable growth include the governance of smart cities, transport and infrastructure, accident prevention, the reducing of environmental impact, public space management, the deepenization (establishing) of urban-rural development, and improving people's quality of life.

Creating Branding Events to Facilitate Sports Tourism: New Taipei City Wan Jin Shi Marathon

Sports tourism is the trend on the global stage; combining tourism and sports creates a synergy with added values and brings in a fuller development of the industry as well as the maximization of relevant benefits. This trend is followed by all the member economies of APEC, including Chinese Taipei. By sponsoring numerous sports competitions and events each year, the government is able to provide regulatory guidance and a new option of touring for sports.

In recent years, hosting international sports events has become a goal to pursuit for many economies. In addition to raising the level of competitive sports, there are many other benefits, including demonstrating political stability, marketing city special traits, increasing sports participation for citizens, improving infrastructure, and 2019 New Taipei City Wan Jin Shi Marathon other non-economic benefits. Furthermore, hosting these events also leads to economic benefits such as increasing consumer spending and employment opportunities. In Chinese Taipei, the central government, Sports Administration, cooperates with the organizers to host 100+ sports events each year and achieves outstanding results in terms of number of viewers, sales of sports lottery tickets and the level of competition. In 2018, 130 international sports events were organized. These sports events attracted 800,000 onsite spectators, over 100 million broadcast viewers, 13,000 volunteers and 18,000 foreign athletes, showing the wide appeal of sports competitions.

This year, the Sports Administration identifies sports events that have potential for upgrading and internationalization, and assists the organizers to create branding value on local features through title sponsoring. With the aim of attracting domestic

and foreign people to spectate or participate in the event, the Sports Administration guides those organizers to supplement the contents of the events and link them to the local area and related industries. In cooperation with related central-governmental departments and local governments, it is hoped that the objectives of global visibility promotion and local economic benefit could be achieved, thus creating our own exclusive brand of international sports events. For instance, the New Taipei City Wan Jin Shi Marathon is the only IAAF-certified Silver Label road race held locally, attracting over 10,000 domestic and foreign runners annually, and has great development potential to be one of our own exclusive branding events.

The 2019 New Taipei City Wan Jin Shi Marathon was held on March 17 at Feicui Bay, Wanli, New Taipei City. The Sports Administration has cooperated closely with New Taipei City Government to make this event our own international branding sports event by inviting higher Champion of the Men's Category at the 2019 New Taipei City Wan Jin Shi Marathon level of international elite runners, increasing the number of medical aid stations and organizing 4 hours of live broadcast, as well as developing peripheral cultural and creative products. The Marathon is not just a sports event; it combines local tourism, art, cultural and creative industries to bring substantial economic value to Wanli, Jinshan and Shimen districts. This year's event attracted more than 11,000 runners, with almost 350 foreign runners from 29 economies.

New Taipei City Wan Jin Shi Marathon is now a benchmark road race event. In future, the Sports Administration will continue to assist this event to gain higher level IAAF certification; more marketing, tourism and other resources will also be committed to make this international event our own exclusive brand with the aims of driving local sports tourism and marketing our imagery to the world. In addition, the Sports Administration will continue to play the role of provider of home advantage for athletes, and hopes that, through organizing international sports events, our international profile, competitive level and the popularity of sport viewing, could be raised.

Japan's Integration of Sports and Tourism via Hosting International Sports Events

The Basic Sport Act, enacted in 2011, marked a turning point for sports industry in Japan. The Act holds the Japanese government is responsible for the development of sports in society. Since then, bidding and hosting international sports events have been on their political agenda. According to Sportcal, Japan currently ranks No. 5 in 2018's Top 10 global sports economies, whereas, it was not even on the list prior to 2015. GSI Cities Index also ranked the No. 1 host city from 2012 to 2025 in their 2018 analysis. With strong supports from the government, Japan's so-called "Golden Years of International Sports Events" will begin with this year, followed by 2020 Tokyo Olympics and , 2021, and 2026. These global sports events are the great keys for the development of various industries in Japan; including sports and tourism.

Based on the Growth Strategy 2016, aiming to achieve the goal of raising nominal GDP to 600 trillion yens (US$ 50 trillion) by 2020, the government has set 10 pillars of public-private joint projects including the growth of both sports and tourism. The KPIs were identified as following in these two pillars.

‧ Fostering sports sector as a growing industry: increasing market size from 5.5 trillion yens (US$ 49 billion) in 2015 to 15 trillion yens (US$ 130 billion) in 2025.

‧ Making tourism as a key industry: increasing the consumption by foreign visitors from 3.5 trillion yens (US$ 31 billion) in 2015 to 8 trillion yens (US$ 71 billion) in 2020; then 15 trillion yens (US$ 130 billion) in 2030.

the government to consider sports as an up-and-coming growing industry. Culturally and historically speaking, people would have considered sports as a mere academic discipline in Japan. For the longest time, sports and business had been somewhat separated but with the establishment of Japan Sport Agency (JSA) in 2015, it began the talk for the collaboration of sports and business; the strategies and approaches to advance the industry. Furthermore, JSA also signed the Memorandum of Understanding with Ministry of Economy, Trade and Industry, Japan External Trade Organization (JETRO) and Japan Sport Council (JSC) in order to strengthen the closer cooperation between business and sports sectors at the government and local agency levels.

Due to the strategic implementation of reforms in tourist industry including the relaxation of visa requirements, Japan's inbound tourism has been growing rapidly in recent years as well as other significant increases in both traveling and duty-free stores. Even though there is no clear evidence found in relation between the upcoming major international sports events and the rising of tourism, the number of foreign visitors reached beyond 30 million for the first time ever in 2018. By estimation, GDP is to rise from 1.4% to 8.2% and the employment rate from 1.0% to 7.6% by 2027. Another report by Japan's World Travel & Tourism in 2017, stated a spur by travel and tourism of 7.4% GDP, and it's equal to 12 trillion yens (US$ 107 billion) and a 6.9% total employment rate, which releases about 4 million jobs in 2016.

The imminent international sports events are expected to bring more tourists to Japan this year. In order to combine sports with tourism, the government introduced two initiatives: Host-Town System and Regional Sport Commission. The purpose of establishing the Host- Town System is to activate regions Number of Tourists from 2003 to 2018 via exchanges in sports, culture

and economy between Japan's local authorities and other individual economies/ regions that will participate in Tokyo 2020. The government provides special grants to local authorities covering half of the cost for applied activities; approximately 358 local authorities in Japan have registered to host 111 individual economies and other regions from around the world by the end of 2018. Additionally, Regional Sport Commission consists public-private integrated organizations aiming to attract tourists from outside regions as well as to activate regions through sports; including the event hosts and/ or training camps by using environmental/cultural and regional-specific resources. The mandate of Regional Sport Commission is to develop sports and promote tourism in various regions by collaborating amongst local authorities, private sports and tourism industry, and other organizations. Based on the 2nd version of the Basic Sport Plan, JSA aims to increase the number of Regional Sport Commission from 83 up to 170 by 2021. Through hosting major global sports events, these are just a few examples to show the methods of how to integrate sports and tourism.

In 2018, JSA launched Sport International Strategy - the bidding and hosting of international sports events. Based on several researches, evidently, a number of benefits are entailed not only in economical but also societal as well as environmental aspects. However, it does not occur on its own. It requires the involvement of domestic and international organizations from different sectors, training and developing of people who may have different perspectives but understand the benefits of sports tourism, and the capability of strategically coordinating various sectors to meet demands. And as an individual economy, it is essential to take strategic approaches in a collaborative manner; including the local governments, private companies, economic/educational sectors and Organizing committee of the 2020 Tokyo media. Sports Tourism in Malaysia: Malaysia F1 Grand Prix & Games 2017

Over the past decade, the Malaysian government's interest and investment in sports has grown after realizing its potential to boost the tourism sector and yield huge economic returns to the economy. Sports tourism gained official recognition in Malaysia particularly after the successful hosting of the 1998 Kuala Lumpur and the inaugural Malaysia Formula 1 Petronas Grand Prix in Sepang which gained Malaysia an outstanding international reputation in hosting major sports events, despite Malaysia's average achievements in sports in compared to other economies. Since then, sports has achieved its proper place in Malaysia's sports policy agenda.

Under Tun Dr. Mahathir Bin Mohamad's administration starting in 1995, the government embarked upon promoting Malaysia as a venue for high profile international sports events. The endeavor started with Le Tour de Langkawi (LTdL) in 1995, a 2.0 Hors Class bicycle road race which was initially organized to promote Langkawi Island as a world destination, as well as taking advantage of the opportunity to showcase other unique destinations across the race routes in peninsular Malaysia. Following this, Malaysia consecutively won two bids for hosting two major sports events; namely the Commonwealth Games in 1998 and the Malaysia Formula 1 Petronas Grand Prix in 1999.

In order to host these events, the Malaysian government has invested a huge amount of money in building new sports infrastructure, such as the National Sports Complex in Kuala Lumpur for the Commonwealth Games, and the Sepang International Circuit

adjacent to the Kuala Lumpur International Airport (KLIA) for hosting the Malaysia Formula 1 Petronas Grand Prix. In total, the Malaysian government spent more than RM 1.1 billion (US$ 27 million) on the provision of new roads, railways, land acquisitions, and other facilities, plus the new KLIA which came to nearly RM 20.5 billion (US$ 5 billion) to host these two major sports events. Nonetheless, the investment took Malaysia's image to a new level globally, especially after flawlessly organizing both events consecutively in 1998 and 1999. With newly built sports infrastructure, Malaysia has become the host for many other major sports events, including the ultimate Malaysian Grand Prix Motorcycle Racing (Sepang Moto GP) which convened in 1999, as well as many other large, medium and small scale sports events that continuously put Malaysia as one of the main destinations for sports events. Eventually, these sports events also boosted other industries, including the hotel industry, airlines and the tourism sector in Malaysia.

In 2010, the Malaysia Sports Tourism Council concluded that sports tourism had become a key driver for Malaysia's booming RM 55 billion (US$ 13.4 billion) tourism industry, which recorded 24.6 million visitors. The number of visitors to Malaysia rose significantly after 1999, which was believed to be due to the impact of organizing major sports events that brought huge crowds to Malaysia. The Malaysia Sports Tourism Council emphasized that Kuala Lumpur Games sports tourism, which accounts for RM 5 billion (US$ 1.2 billion) 2017 mascot per year, has become one of the fastest growing segments of the industry, equating to RM 600 billion (US$ 146 billion) a year internationally. The Malaysia 2015 Economic Census on Arts, Entertainment and Recreation also recorded a tripling of gross output in local sports and recreational activities, accounting for RM 17.2 billion (US$ 4.2 billion) in 2015, compared to RM 5.3 billion (US$ 1.2 billion) in 2010. This was aligned with the creation of more job opportunities in the sports and recreational sectors whereby more than 30,000 jobs were offered in those sectors with salaries paid worth more than RM 446 million (US$ 108 million) per year in total. This proves that sports and recreational activities are among the key drivers in stimulating Malaysia.

The hosting of Malaysia Formula 1 Petronas Grand Prix Sepang until 2017 illustrates an important example of positive economic spillover, being the economy's hallmark event since 1999, the F1 Grand Prix recorded economic benefits of more than RM 300 million (US$ 73 million) per year through extensive media exposure, besides creating over 4,500 jobs for locals, as well as attracting more than 40,000 visitors annually for that particular time of the year. Similarly, Malaysian signature cycling event Le Tour de Langkawi has also contributed significantly to making Malaysia a world destination through wide media exposure of Malaysia's unique attractions. In 2018, Le Tour de Langkawi was staged in nine different Malaysian states and was telecasted worldwide, reaching over 182 million viewers with a media value of over RM 28 million (US$ 6 million). Since 1995, Le Tour de Langkawi has been one of the best platforms promoting unique destinations across peninsular Malaysia due to its long distance racing that covers at least 9 different states within a 10-day event.

Malaysia has never stopped striving to host major sports events. In 2017, Malaysia once again stepped into the world spotlight, especially among its South East Asia counterparts, after successfully organizing the South and Para ASEAN Games (Kuala Lumpur Games 2017), the largest sports event in the South- East Asia region. In total, the government has spent over RM 550 million (US$ 13 million) and has worked hand–in-hand with Malaysian cross-border companies namely Yayasan Sime Darby, Naza Group, Celcom Axiata Berhad and Petronas Oil and Gas as the Kuala Lumpur Games 2017

main sponsors to host the most celebrated Kuala Lumpur Games 2017. In return, these companies were provided with tax exemption incentives for their contribution towards developing sports in Malaysia.

Since then, the newly equipped world-class venues have managed to host many international sports events, such as the 2018 Asian Track Cycling Championship, 2018 World Taekwondo Malaysia Open Championship, Gymnastics 2018 (Olympic Qualifying round), 2018 Championship. In total, 96 international sports events were organized with a record of more than 86,000 participants in 2018. One-fifth of the amounts which equivalent to over 17,000 were international participants who travels to Malaysia mainly to participate in one of those events. In fact, sports organizers have been able to enjoy using the venues at discounted rates as part of the government effort to increase the monthly utilization rate.

In conclusion, sports tourism in Malaysia started to boom in 1995 with the regular hosting of major sports events. Following that, Malaysia sports tourism has evolved over time, with huge government investment in terms of both funds and effort to host more international sports events in the future. This has far-reaching implications for newly industrialized economies like Malaysia, which is still grappling with many crucial local agendas. Nonetheless, apart from being one of the best media to boost the economy's international image, sports tourism has helped to instill domestic pride and patriotism, which are crucial in the context of local-building within Malaysia's multi-ethnic society. The Malaysia sports tourism experience in particular, by organizing international sports events despite the huge financial investment, has clearly enhanced Malaysia's international image, contributed economic benefits and has strengthened social integration within Malaysia's diverse ethnicities and culture.

Combining Sports and Tourism: the 30th in the Philippines

The Philippines takes pride in hosting international sports events because it gives us the opportunity to promote tourism. Sports tourism in the Philippines is projected to grow by 6.1% from 2013 to 2020 and by 4.7% from 2020 to 2030. According to data from the Philippine Statistics Authority (PSA), tourism as a percentage of total GDP made up 8.2% of the economy in 2015. The Philippines has many locations that can be marketed as sports destinations. Beaches which are already tourist spots can be utilized as sports capitals or hubs. These are high-value factors that help sustain high tourist arrivals and income from tourism. Sports hubs in the Philippines tend to get a number of athletes who have to stay for weeks ahead of the sports events to adjust themselves to the climate to train. They also return to the same location to improve their skills. Furthermore, athletes travel mostly with either their family or friends.

Boracay, which is among the world's best beaches, is a top choice for canoe kayak dragon boat races and beach , while Subic in Olongapo City is a regular venue for the triathlon. The staging of the canoe kayak dragon boat tournaments in Boracay has helped local tourism with the opening of more restaurants 12th Boracay International and hotels. The island's residents also benefited as they Dragon Boat Festival are able to sell local handicrafts to foreigners eager for souvenirs from the Philippines.

Siargao Island and La Union, which are famous for surfing events, likewise experienced a growth in local tourism. Some foreign surfing enthusiasts have made Siargao their second home, putting up resort hotels that provide employment to locals. Furthermore, Camarines Sur is currently regarded as a famous sports and adventure destination. The

local government's income from tourist-related businesses has increased tremendously due to the influx of tourists participating in different sports events such as surfing, triathlon, biking, etc. Infrastructure development can be readily seen everywhere nowadays.

When the Philippines hosted the 2005 Southeast Asian Games (SEA Games), the organizing committee decided to hold some of the sports in the countryside to bring the Games closer to the people and to help local tourism. Additionally, the Philippine Sports Commission recognizes the importance of sports and tourism, which is why we always support the hosting of international 2018 Siargao Cloud 9 Surfing Cup events organized by local sports associations. This year, the Philippines will once again host the SEA Games on November 30 to December 10 in Metro , Clark in and Subic. Some of the events will take place at the historic Rizal Memorial Sports Complex, World Trade Center and Mall of Asia.

As a major international tournament, many are looking forward to the SEA Games, which will feature 56 sports - the most ever in the history of the Southeast Asian Games. A total of 9,840 athletes will compete in 529 events, in 47 venues, in three competition hubs. The number of participants including athletes, officials and media personnel may exceed 15,000 as some teams will also bring their own supporters while some spectators will travel to the Philippines to watch the Games. Furthermore, the huge number of people expected to flock to the different venues during the SEA Games will definitely boost tourism with an increased demand in hotels, restaurants and transportation (needed by foreign tourists to travel to and from the Games).

The Philippines will continue to host international tournaments to boost sports tourism, which is one of the largest and fastest growing segments of the tourism industry. Also, the Philippines has become a favorite host because of its track record in organizing sports events through the years. People who are involved in the organizing committee

have become experts, which is necessary to ensure a smooth staging of tournaments.

There are many factors to consider when a city hosts a single sports or multi-sports tournament. The most important is to have sports facilities that meet international standards. There should also be enough hotels to accommodate the participants and transportation services should be available. Of course, ensuring the safety and security of everyone involved in the tournament is a must. All these requirements have to be met in order for a city to be considered as a potential host.

For the hosting of the 30th SEA Games, the government has allocated 5 billion pesos (US$ 95 million). World-class sports facilities will be constructed inside the 40-hectare National Government Administrative Center in New Clark City in Capas, . This sports facilities include a 20,000-seater athletic stadium with nine lanes, and an aquatics center with a 10-lane competition pool, an eight-lane training pool, a five-meter diving pool, and a seating capacity of 2,000. On top of that, the Athletes Village will have a residential zone, dining area, prayer rooms, an international zone, an events and cultural area, transport and medical plazas.

The opening ceremonies will be held at the 55,000 seater Philippine Arena in Bacaue, on November 30 while the closing ceremonies will be at the 20,000 seater Athletic Stadium at Clark New City in Capas, Tarlac. The theme “We Win as One” encapsulates unity, togetherness, singularity of purpose and the desire to work together in a diverse 2018 Subic Triathlon Southeast Championships community to achieve peace, progress and inclusivity. Come November, the biggest sports event in the South-East Asia will arrive in the Philippines and we hope the world will be able to witness how well a major tournament like the 30th SEA Games can be organized by the Filipinos.

Sports and Economics: Thailand's Experience in Organizing Sporting Events

Sports tourism is one of the crucial Strategic Pillars of Thailand's 6th Sports Development Plan (2017-2012). The government has outlined the Sports Development Strategy of 6 Pillars in which sports tourism is under the 4th Strategy of Sports Industry Development. The Sports Tourism and Industry Strategy will be a tool for economic stimulation and added-value creation. The main elements of the strategy are to develop the entire sports industry and tourism sector and to encourage businesses related to the sports industry; i.e., sports apparel, equipment, services, competition organizing etc. In addition, sports tourism and the establishment of a sports city will be implemented to enhance Thailand's potential to become the sports hub of the region.

To accomplish government policy, the following five strategies will be conducted : (1) World Class Events; (2) World Class Mass Participation; (3) World Best Sports Venue; (4) World Training Center; and (5) World Sports Convention Hosting. These five strategies are major economic drivers in Thailand.

The Sports Authority of Thailand, in conjunction with University of the Thai Chamber of Commerce, studied the economic impact of the National Youth Games, SportAccord Convention 2018, and 36 professional sports events. The main parameters of economic value from organizing sports events were determined as

From Table 1, the total costs of organizing elite sports events and organizing professional sports events were 372,505,000 Baht (US$ 11 million), and 2,749,118,753 Baht (US$ 86 million) respectively.

This clearly shows that the economic impact of sports tourism and industry from professional sports is much more than that of elite sports. It may be due to the variety of events, which were broader, more selective, and more frequent. This means the athletes have more opportunities to participate, and people can join regularly.

The highest profile event to promote Thailand last year was SportAccord Convention 2018, stating the following: "SportAccord Convention is one of the largest and most important yearly gatherings of international sports leaders and decision-makers in the world. This "International Sports Convention" brings together senior officials from various official sports organizations. With a huge number of activities; meetings, conferences, business networking, exhibitions, and a sports festival, there were in total 2,000 attendees, 1,500 participants, 200 staffs, 200 members of the press/media (of which 50 were Thais and 150 foreigners), and about 200 volunteers for the function.

It can be seen that the cash flow from organizing SportAccord Convention 2018 was 519,675,960 Baht (US$ 16 million). The highest value was generated by "Cash flow from spending (accommodation, food, travel, etc.)" with 385,605,000 Baht (US$ 12 million). Thereafter, "Cash flow from travelling extended after convention finished" and "Cash flow in industry involved in convention" were 52,547,160 Baht (US$ 1million) and 81,523,800 Baht (US$ 2million).

From the above information, organizing international conference, domestic sports events, and professional sports events can substantively increase the economic contribution to Thailand.

All throughout the world, sports tourism has undergone a long history of development. Nowadays, sports combine with travel tourism to form one of the industries with most potential, and an important financial resource for many economies. The development of sports tourism in Viet Nam has been ongoing for several years. The main purpose organizing traditional sports during various festivals is to encourage people to participate in sports and satisfy both their physical health and spiritual needs. Since joining the World Trade Organization (WTO) in 2007, Viet Nam has become a fast growing economy. Following the trend towards globalization, more and more businesses from abroad are stationed in Viet Nam. This has invigorated economic development and allowed the people to have more opportunities to participate in international activities, including that of culture, sports and tourism.

Tourism is a global industry, and a major promoter of economic activity, and driver of GDP growth. The sports industry, on the other hand, is the first choice for most people in terms of leisure and entertainment. Therefore, combining tourism and sports can attract large numbers of visitors from far and wide. The best example of promoting International U14 Tennis Tournament sports tourism is the hosting of mega sports events, for example, the Southeast Asian Games (SEA Games), the Asian Indoor Games, the Asian Beach Games, the Asian Games (ASIAD), Fansipan Viet Nam Mountain Marathon, Ironman 70.3 Viet Nam, Ba Dao Cross-border Mountain Climbing Competition and the Da Nang Iron Man Marathon Championship. According to statistics for 2018,

over 15 million tourists visited Viet Nam, of which 6 million came to participate in sports events as well as visit as tourists.

Viet Nam successfully won the right to host the Formula One Grand Prix (F1) in Ha Noi in 2020, and Ha Noi will also be the host of the 31st SEA Games in 2021. This will undoubtedly thrust Ha Noi onto the global stage, as well as further domestic economic development.

Viet Nam hosted quite a few global sports events, namely the International U14 Tennis Tournament, the International Badminton Viet Nam Open 2018, and Longbien Marathon 2018. Up to this point, the largest international sports event hosted by Viet Nam was the 5th Asian Beach Games between 24 Longbien Marathon 2018 September and 4 October 2016 in Da Nang. The event included 6,500 sports people from 45 economies. Apart from achieving good results during the competition, Viet Nam also successfully attracted a significant amount of tourists through hosting the event. As many as 43 hotels were fully booked in Da Nang, generating substantial benefits for the city's economic development.

For more effective economic development through sports tourism, Viet Nam, together with the World Tourism Organization (UNWTO), hosted the International Conference on Tourism and Sports at the same time as the 5th Asian Beach Games. It invited more than 300 experts, academics and officials of tourism from all over the world to discuss the following 3 major agenda items: International Badminton Viet Nam Open 2018

Over the past 5 years, Singapore has become a Mecca every October for women's tennis greats, both past and present. The biggest names in women's tennis over the past 50 years have visited Singapore for the WTA Finals. A total of 79 players and legends have participated at the WTA Finals and have collectively won 358 Grand Slam titles, and made 160 appearances in Singapore. On top of that, they also won nearly US$ 35 million in prize money at the WTA Finals, attracting over 32 million followers on Instagram.

Events have a unique ability to showcase a locale. The WTA Finals has done this in a myriad of ways, and via a number of channels. Overall, the impact was significant and felt far and wide, with the results of the Community Sentiment Survey showed that (i) 2.2 million Singaporeans feel proud that the event is held in Singapore and (ii) 467,000 Singaporeans indicated that they are more interested in tennis today than they were before the 2015 event.

The Value of Hosting Major Sports Events: Best Practices on Impact Assessment

Sport has a massive global effect. Around 80 major world championships and multisport games take place every year, generating millions of spectators and billions of hours of media coverage. Supported by the major annual events, as well as thousands of smaller regional and domestic championships and tournaments, they have a huge impact both locally and globally. But what do we really understand about this impact and how do we accurately explain it to governments, commercial partners and the general public?

Analysing the data that event owners and organiser collate for their events, Sportcal found that there are no consistent standards and methodologies to clearly define the annual impact of sport or the specific impact of individual events. As a result, in 2011 Sportcal launched the Global Sports Impact (GSI) Project that has grown to serve all elements of the sports industry by creating the standard for the holistic assessment of the impact of major events.

Following the establishment of the project, the first GSI Experts Programme ran from November 2011, when over 200 industry experts answered an online questionnaire that asked them to identify the key indicators in measuring the impact of an event and to weigh their relative importance. Engaged experts came from all areas of the sports industry, including academics, architects, cities, consultants, federations and governing bodies, government agencies, NOCs, and organising committees.

Following the experts programme, the first GSI Methodology was created – a concept to measure the holistic impact of any given event based on its key data across a select group of impact pillars comprising: economic, tourism, event experience, media, social media, sponsorship, sporting, social, sustainability and legacy. Within each pillar, impact

drivers were defined. For example, for media, this could be TV broadcast hours, TV hours viewed, TV audience, streaming, online etc. Finally, a list of indicators – i.e. the quantitative and qualitative data that is applied to each driver, and subsequently each pillar of impact – was established.

While quantitative data is the best means to objectively rate and rank events holistically, when looking at individual events, Sportcal also considers the qualitative elements of event impact: the narrative that brings the data to life.

In 2015 Sportcal produced the first GSI Event Study, a retrospective holistic analysis on the Rabobank Hockey World Cup 2014. The study took each of the impact "pillars" in isolation, aggregating all of the data and narrative that had been collated around the event but not standardised. To date, Sportcal has conducted nearly 50 impact studies across more than 20 sports, helping event owners and hosts understand the true impact of their events across a wide range of sectors, and to support them in the further development of their event strategies.

The GSI Event Studies are produced in a series of chapters, reflecting the ten "pillars" of the different aspects of impact. The objective of each study is to aggregate data and

narrative around the event. The data analysis becomes progressively more detailed depending upon the data that is recorded and made available by the key stakeholders (event owners, organisers, hosts and other partners), while the narrative is captured through interviews and an on-site observation. In addition, all studies feature an event- specific and host-specific overview of the event, as well as a comparative analysis of core data to benchmark the event against other similar events.

At Sportcal, we believe that sport undervalues itself, because many sports organisations don't understand the full impact of the events they own and organise. And if there is no evaluation programme and no knowledge transfer, what do you really know about your events? How do you know whether your objectives were met? How do you get other organisations to engage with your events through media partnership, sponsorship or institutional support?

It is vital to establish clear and specific objectives for every event. Once the events have been delivered and there is no data or evidence to demonstrate whether the objectives have been achieved, then any narrative you build about your events will lack credibility and substance. If you are an event organiser and you want to encourage people to take up sports, you may want to measure how many people took part in the participation programmes leading up to the events, assess the events' impact on the attendees' propensity to participate in sports or monitor how many people signed up with local clubs in the aftermath of the events. If you're the host city and your aim was to promote the city and the region, you probably want to know where the event spectators came from, how many nights they stayed and what they thought about the events and the city. There are endless examples of how research and measurement can help showcase the value of the events to your stakeholders and what is equally important, if you create a robust evaluation programme, your organisation can learn how to deliver better, bigger and more impactful events.

What is Smart Cities & Sport Summit?

Smart Cities & Sport Summit, originated in 2014, is an annual conference focusing on the integration between cities and sports by the application of smart technologies and the provision of platforms for online learning and sharing in cities around the world. Organized by World Union of Olympic Cities (WUOC), Smart Cities & Sport Summit opens the discussion on city/sport amalgamation - its challenges and opportunities, and provides a venue for the exchanging of ideas and experience on the relevant issues.

Smart Cities & Sport Summit 2018

The 5th annual Smart Cities & Sport Summit, commenced from October 29 to 31, 2018, took place at the International Institute for Management Development in Lausanne, Switzerland. Participated by more than 300 representatives from regions and cities around the world, the 2018 summit focused on issues such as Sport Innovation Hubs, Women in Sport and Big Data. Furthermore, with no precedent, new elements and various models were also implemented at the summit in order to spark a more stimulative engagement as well as a more thought-provoking interaction. Including the utilization of real-time online platforms, some attention-grabbing technologies and sessions of debate, all took the part at the success of creating well-rounded exchanges and discussions at Smart Cities & Sport Summit 2018.

In accordance with the Olympic Agenda 2020, the summit invited Thomas Bach, the president of International Olympic Committee, as a special guest and a speaker at the event. Due to the becoming of urbanization in society and the increasing impacts cities have over sports, Bach addressed the importance and advantages of combining cities and sports and linking the two in favor of promoting a more prosperous and healthy urban living as well as creating more aspectual opportunities. Additionally, other city/organization representatives, with abundance of experience and influence in advocating women in sport, were also invited to the summit to share their successful stories. The 50th Anniversary of International Children's Game

The International Children's Game (ICG) Executive Committee, invited by Chinese Taipei, visited Taipei from December 6 to 12, 2018. On December 10, the ICG 50th Anniversary Retrospective and Prospective Conference was held at the Howard Plaza Hotel Taipei. In attendance were scholars, experts, and delegates from local city and central governments, with whom the ICG discussed and shared their experiences in the hosting of sports events.

In accordance with the recent development trend of the international sports community and the major policies of the Sports Administration, invitations have been extended to VIPs of international sports organizations and officials of government sports departments to bolster communication Local governments participated in the with the international sports community conference and improve our status and influence in international sports organizations. Coinciding with ICG's 50th anniversary, the Sports Administration invited five members of the ICG Executive Committee, including President Torsten Rasch, Vice-President Igor Topole, Vice President David Gilbert, Secretary General Richard Smith, and Treasurer Wolfgang Glenz, to attend the conference in Taipei for the discussion and exchange of sports-related experiences. The government delegates of Taipei and New Taipei City, which hosted the 35th and 50th ICG in 2002 and 2016 respectively, also shared their past hosting experiences. The atmosphere was amicable as both parties engaged in warm discussion at the conference.

ICG is an International Olympic Committee (IOC)-sanctioned event with participating cities around the world. The Summer Games are 3-day events held each year with teenage athletes between the ages of 12 and 15 who compete mainly in IOC-approved

sports and other optional sports chosen by the host. The ICG 2018 hosted by Jerusalem, Israel drew around 1,500 participants from 76 cities and 29 economies. The cities of Taipei, New Taipei, and Taoyuan also participated in the event, winning 9 golds, 18 silvers, and 17 bronzes in total.

President Torsten Rasch of the ICG also shared related information concerning the application and hosting of future events in the conference, touching upon the host cities of the ICG 2019 and ICG 2020 (Ufa, Russia and Kecskemét, Hungary, respectively), the participation fee for member cities (€500) and non-member cities (€750), the application fee for hosting the ICG (€500), and the criteria for hosting applications (applicants must have participated in at least one ICG event, invited members of the ICG Executive Committee to conduct onsite visits, and submitted the official application document at least three years prior to the scheduled date of the event).

The conference drew to a successful close, and the Sports Administration shall continue to invite internationally-renowned scholars and experts and representatives of other international sports organizations and government sports departments to Taipei to attend conferences, engage in policy dialogue, and to extend communication with the international sports community. Asia's First Sports Accelerator: HYPE SPIN Accelerator TW Demo Day

HYPE SPIN Accelerator TW's 1st Training Cycle Demo Day was held on March 4, 2019. The 10 participating startup teams did their best to attract the attention of domestic and overseas business operators, scholars and experts, showcasing the unlimited potential of Chinese Taipei's sports innovation.

In 2018, the Sports Administration commissioned National Chiao Tung University's Center of Industry Accelerator and Patent Strategy (IAPS) and HYPE Sports Innovation (HYPE) to jointly establish HYPE SPIN Accelerator TW, becoming the first of its kind in Asia under

APEC region. The aim is to utilize SPIN Accelerator TW 1st Training Cycle Demo Day technology network of IAPS and its experience of nurturing almost 100 startup teams to help the teams taking part in this project to carry out technological integration spanning technology, manufacturing and service industries. Furthermore, HYPE SPIN Accelerator TW aims to assist the teams to take advantage of HYPE's international sports innovation resources to quickly enter the international market and opening up more sports innovation opportunities.

The 1st training cycle involved 10 outstanding sports startup teams with potential, their services include sports data detection, wearable devices, sports community, sports venue management, online fitness course, cycling community, and bicycle industry etc.

experienced entrepreneurs and, with regard to the operating mode, online guidance from HYPE's international mentors was arranged to help them plan a strategy to attract potential investors. In addition, with respect to technology R&D and marketing, laboratory space for field verification and professional athletes as subjects was provided and arranged. Furthermore, in line with the needs of the teams, the teams were assisted to match with and link to well-known domestic and overseas enterprises and domestic sports universities, such as Google, Decathlon, Giant, National Normal University and University of Taipei, etc.; there was also cooperation with relevant sports events to increase exposure and exchange opportunity for the teams.

At the demo day, the 10 startup teams that participated in training showed off their innovative sports products and services, and displayed the results of taking part in this project. The outstanding performance of each team made it difficult for the judging panel to decide the winners. In the end, REMA, Fuelstation and Velodash obtained the top three places. These three teams will be able to participate in the global sports innovation events organized by HYPE, demonstrating our sports innovation soft power to the world.

A fitness company that focuses on health, loss, and getting in shape, with the objective of helping those who live in modern cities achieve greater health, happiness and success. In future, Body Breakthrough aims to expand its customer base as well as starts to sell fitness equipment and enter the Chinese market, in order to help more people embrace regular exercise and together create a happier and healthier world.

WUSA

Specializing in sports equipment wireless products business, WUSA analyses the data obtained from the sensor on the wearable devices and transmits the data via Bluetooth low frequency transmission to display on the APP, then connects to the Internet where data sharing is completed. At present, WUSA has products including uCatch portable anti-theft device, RPM cycling cadence sensor and Plunk golf putting guide. It has also developed a bicycle riding power algorithm in recent years.
