The Genocide Issue coming to the Forefront in Armenia’s Policy towards Turkey Lack of progress on the Karabakh conflict caused non-ratification of Turkey- Armenian Protocols and therefore no implementation. By bringing the genocide allegations to the forefront, Armenia has tried to show its reaction to this situation and attempted to persuade Turkey to abandon its policy on the Karabakh conflict, or at least convince Turkey not to be insistent on this issue.
