Democratic Period

Cllr Phillips informed the meeting that vandalism has taken place at the Millennium Green. The damage will be repaired.

There was no report from the Police Community Support Officer. Cllr Phillips asked if these reports were needed as they have not been happening for some time. Cllr Abbott commented that access to the information can be found on line if individuals registered at the specific web sites for home watch and farm watch, however, Police Community Support Officer attendance gave us the opportunity to feed-back concerns to the police. It isn’t possible to place these reports on our websites. It was commented that Police Community Support Officer Alison Donnison now worked part-time and couldn’t fit everything in. It was agreed that the Clerk should contact her to ask if she can provide a text message of important news, or if attendance might be arranged at some times.

Dorset Councillor Haynes

Cllr Phillips congratulated Cllr Haynes on her re-election.

Dorset Councillor Jill Haynes attended the meeting and gave an update on the following;

 Structures for the new Dorset Council are almost complete for the senior management levels with all Directors and Corporate Directors posts being filled.  The first Dorset Council meeting has taken place, this was at South Walks House. These meetings could take place at the Council Chamber in County Hall in the future as it would accommodate the Cllrs and public more comfortably.  A confirmed sequence of meetings will be in place by the end of June 2019.  The bike ride event that included the Piddle Valley on Sunday 26 May didn’t receive any reports of concern other than the speed some of the cyclists were doing. As this event is not a race, and classed as a sportive, it does not require any permission from Highways. Cllr Phillips asked if the recent acceptance of the global warming emergency by the council is affecting any policies and Cllr Haynes confirmed that the Council will be addressing the situation.

It was proposed by Cllr Cox and seconded by Cllr Howard that these minutes should be accepted as a true record of the meeting. All agreed.

73/2019 Matters arising from last minutes – action sheet

The outstanding items on the action sheet were updated.

74/2019 Clerks Update

The Clerk will be taking annual leave in June and arrangements were made to cover minute taking of the June meeting.

75/2019 Planning matters

i) Responses to Planning consultations

WD/D/19/000991 Nettle Cottage, Egypt, – Erect single storey extension

This application was discussed and it was proposed by Cllr Sherwood and seconded by Cllr Potts that this application should be approved with no objections. All agreed with one abstention.

WD/D/19/001084 River Way, White Lackington, Piddletrenthide - Erect farm bungalow & garage (without compliance with condition1 of planning permission 211843/M to allow occupation of dwelling without complying with agricultural tie)

This application was discussed and it was proposed by Cllr Sherwood and seconded by Cllr Lock that this application should be refused on the basis that affordable agricultural-tied housing would be

2 | P a g e lost. The proposal to refuse was accepted by a majority vote - 6 in favour, 3 against and 2 abstentions.

Cllr Phillips has received a response from the applicant for the proposed signing at the Enterprise Park regarding the council’s comments to the consultation;

They confirm they are happy to use dark green posts. Keeping to present ‘estate colours’ for signage, any blank panels would be coloured the lighter green. As already noted, initially only the two central boards and header sign will be constructed with other sections being added as take up increases. So they would not expect a lot of blank panels. However, they are not keen to reduce the size of the sign, nor locate it further away from the junction, because its impact would be appreciably reduced, to the detriment of its purpose. Their amended proposal has been sent to Planning.

They appreciate this revision does not go all the way to meeting the councils wishes but they hope that by increasing general awareness of the commercial activities at Enterprise Park, the signage will go some way to improving local employment prospects for the community. ii) Decision Notice received following meeting

WD/D/19/000320 Crown House, Piddletrenthide - Install replacement oil tank (retrospective) – APPROVED iii) Enforcement matters update received following meeting

An acknowledgement with reference number WD/ENF/19/00132 has been received for the following: Alleged breach of condition3 of WD/D/18/000071 – Carters Barn Farm,

An acknowledgement with reference number WD/ENF/19/00133 has been received for the following: Alleged unauthorised change of use – Brook Cottage, Alton Pancras

Following the meeting an update has been received for the outstanding enforcement matters;

WD/ENF/18/00277 - Land to rear of Lime Cottage – the initial assessment by the Tree Officer was that it isn’t entirely clear which trees/where on site are being referred to and we need clarity on this. If it is referring to the group of shrubs/trees next to the roadway that were adjacent to the entrance of the field and the entrance to Fern Cottage then there would be no concerns raised. If however it refers to trees to the rear of the field behind Lime Cottage then we would require further details of where exactly the trees being referred to were located and an indication of the extent of felling/size of trees etc. Please confirm the exact location.

WD/ENF/19/00005 – Princes Farm, Piddletrenthide – no progress on this site to date.

WD/ENF/19/00060 – Chevron Centre, Thorncombe Farm – I visited this site back in March and they claimed no-one was living there; I need to make further enquiries when time allows. iv. Bournemouth, Christchurch, Poole and Dorset Mineral Sites Plan – modifications

Following the information circulated to all Cllrs, Cllr Phillips confirmed that having read the document there are no sites affecting the Piddle Valley and therefore there would be no requirement for the council to make any comment. All agreed. v. Proposed EE mast Alton Pancras

A letter was received which the Clerk circulated prior to the meeting concerning a proposed EE mast at Alton Pancras. This mast would be for emergency services and not one that would boost coverage in the area. There were no concerns raised at this stage.

76/2019 Feedback from Village meetings

Cllr Phillips asked if any changes to the current set-up for these meetings was needed?

Alton Pancras Cllrs confirmed that theirs works well and wouldn’t be looking to change the format as they receive good interest. Piddlehinton Cllrs confirmed they too are happy with their format and wouldn’t look to change anything. Piddletrenthide village meetings don’t receive a lot of interest and something needs to happen to encourage more parishioners to attend.

77/2019 Community Car scheme working group

Cllr Fear gave an update including the following;  19 drivers have now signed up but more are required specifically in Piddletrenthide.  An observation has been made that there is no interest from Plush, this is not a criticism. Cllr Sherwood pointed out that due to the location all householders have cars.  A meeting with Nordcat has been arranged for the 29 May.  At least 6 bookings have been made.  There was a good turnout for the launch event.

It was proposed by Cllr Cox and seconded by Cllr Lock that a £150 donation to Nordcat is made for their work with this scheme. All agreed.

Cllr Phillips asked the working group if the system of looking for volunteers via email could be improved by indicating if a driver had agreed to the request. This was clarified after the meeting via an email to all councillors by Lynn Mailer.

A member of the working group has requested an expenses claim and Cllr Cox confirmed that the Working Group should approve the member’s expenses and then request payment from the council. The Clerk requested that any claims should be in writing for auditing purposes. All agreed.

78/2019 DAPTC meeting update

Cllr Phillips asked if all Cllrs were aware of the requests made by DAPTC through their newsletter and that if there were any items to discuss do they know that they have a responsibility to discuss at the meetings. All Cllrs are aware of their responsibilities. Cllr Lock confirmed that she would bring any DAPTC items of interest raised by councillors to the meeting.

The Clerk advised the council of the DAPTC AGM and any proposals for motions are required by 6 August 2019.

79/2019 Website update

The Clerk informed the meeting that following concern from Cllr Howard regarding the format being used to redact signatures on documents for the website, Cllr Howard has checked this and confirmed that the process being used by the Clerk is working.

80/2019 Defibrillator Working Group update

Cllr Sherwood would arrange a meeting of the group to resolve outstanding issues.

81/2019 Financial Matters

a) Bills for Payment – May

c) Village accounts – Planning monies

A discussion took place as to where any monies from developments should sit within the accounts; should they be allocated to the specific village or in a separate account?

It was proposed by Cllr Cox and seconded by Cllr Latimer that these monies should be entered on the accounts book as its own line for all villages to use, ensuring that the specific village where the development took place was recorded. All agreed.

82/2019 Highway Matters

a) Speed Indicator device

Cllr Phillips gave an update of what needs to happen next following the results of the recent speed surveys and the following concerns were raised;

 Cllr Latimer enquired why there is a gap in the movements of 3000 vehicles? This could be due to side roads not being included in the data and vehicle movements by residents.  Cllr Latimer asked what Dorset Council are prepared to do as he has been reading up on what options there could be which include moving the speed limit back on Church Hill as it would give a better sight line then you currently get at this location. Cllr Phillips confirmed that he will be arranging a site meeting with representatives from Highways to discuss the way forward regarding the locations of new posts and to obtain approximate costs for an additional SID including solar panels. Thanks were expressed to Cllr Phillips and Chris Ebdon for the work produced on the data.

The Clerk informed the meeting that an email from Rob Camp at Dorset Council has been received who is requesting feedback for SID’s within communities. Cllr Phillips agreed to discuss this with him at the site meeting.

83/2019 Plush Noticeboard

Cllr Sherwood confirmed that all repairs have now been completed with the noticeboard and requested a letter of thanks is sent to the resident who carried out the works.

84/2019 News & Views/Website

It was confirmed that any articles for the council should be sent to Cllr Howard who will then send to the Editor.

85/2019 Playing Field & Playground

The Clerk confirmed that the annual inspection has taken place and all Cllrs have received a copy of the report. The Working Group will address any issues arising from the report. Cllr Phillips returned the checking rota book and commented that a step on the slide was deteriorating and would need replacing at some time. It was suggested that the person returning the checking book should comment to the working group and the meeting if any items were of concern.

86/2019 Councillor Vacancies

It was agreed that the 4 vacancies, 2 for Piddletrenthide and 2 for Piddlehinton would be promoted at the fetes.
