Arisu’s Promise

Clean and safe water +α! Tasty Arisu! Arisu promises to deliver upgraded premium water, without the taste and odor of tap water, which is perfectly free from tiny amounts of organic matter. As part of its promise to deliver the finest tasting water, the Seoul Waterworks has start- ed operation of an environmentally-friendly advanced water purification treatment system, incorporating ozone and granular activated carbon (or charcoal), in the Yeongdeungpo Water Purification Centerin June 2010 Plans are in place to expand this system to all of the purification centers in Seoul by 2012.

Taste Up↑, Disinfectant odor down↓ Tap water chlorination is a necessary step to ensure the hygiene and safety of tap water by destroying harmful micro-organisms, but it may also add an unpleasant odor to the drinking water. To remove this odor, a system was adopted where- by only the minimum amount of chlorine was added at the purifica- tion plant, then a minimum amount again at the water supply reservoir and circulating pump plant. By dis- persing the injection of chlorine across multiple steps, instead of adding it once at the water purification plant, as in the past, the unpleasant odor can be signifi- cantly reduced.

13 Strict water source management

Protection of the water source Seoul Metropolitan City, Gangwon Province, Chungcheong Province and other cities or provinces, which use water from the , are participating in joint water projects to protect the raw water resources. The Seoul Metropolitan Government operates the Han River Environmental Surveillance Committee to limit pollution and development projects, as well as funding projects (172.1 billion won as of 2009) to improve water quality at the source.

24 hour automatic monitoring of water quality at the water source The Seoul Metropolitan Government engages in the 24-hour real-time protection and surveillance of the water source to deliver ‘clean and safe tap water’. Regular assessments are made of 33 different indicators at 30 water source points and 138 indicators at the six water intake points. Seven indicators, including algae (chlorophyll-a) and phenol, are especially monitored automatically around the clock. The Guui plant operates a biological early warning system using water fleas in addition to installing barriers to block oil from flowing into the water source.

Clean and tasty water, Arisu Adoption of an advanced water purification process The Office of Waterworks Seoul Metropolitan Government is now shifting its focus from producing ‘clean and safe water’towards producing‘ safe and tasty water’. Starting with the Yeongdeungpo Purification Plant in 2010, Seoul Metropolitan Government will augment the current average purification treatment method with the new ozone and granular activated carbon (or charcoal) system and expand this new advanced system to six water purification centers by 2012. The advanced system is an upgraded sys- tem that perfectly removes tap water taste and odor, disinfectant by-products and other tiny organic matter.

Replacement of old pipes To prevent the quality of our tap water from deteriorating in the course of production and supply from the water purification plant, and to prevent a decline in revenue water rate due to leakage, 12,852 km out of 13,592 km of old pipes, or pipes past their useful life, were replaced (as of the end of 2009). The remaining 740km of pipes are set to be replaced by 2014.

Water quality assessment in the production of safe tap water The Seoul Metropolitan Government manages 155 water quality indicators, according to WHO guidelines. Water produced at the Arisu purification plants and water from taps is assessed at 860 points across the city, on a daily basis. Every quarter, assessments are made at various stages of the water supply process at 120 different points, according to strict water management guidelines. Also, six water quality indicators, at each stage of production, at the Arisu purification plants are monitored automatically in real-time.

Development of an automated surveillance system for tap water Water produced at the Arisu water purification centers goes through a Seoul Water - Now System, a 24- hour real-time water surveillance system covering 12 water quality indicators at six water intake points, six purification plants, 40 reservoirs, 11 circulating pump plants, and 43 taps - totaling 106 different points in all. The tap water consumed by Seoul citizens is managed by this system. Inspection points will increase to 156 points by the second half of 2010 and will continue to grow in the future. Also, the tap water data linked to this system is accessible through the Office of Waterworks homepage (http://arisu.seoul.go.kr) since 2008.

Waterworks Research Institute

The Waterworks Research Institute is dedicated to ensuring the safety of Arisu and developing tasty water for the future. The Institute manages 155 water quality indicators, as recommended by the WHO, and reports on these regularly on its homepage. Also, research is conducted in line with global low carbon and green developmental trends. Significant strides have been made in the research of green technology in the areas of water treatment and water supply, ranging from the membrane separation method, environmentally-friendly ozone processing, and the development of rust-free pipes. The institute has already filed for six patents, with more pending. The Waterworks Research Institute supports various waterworks projects based on its technological know-how in the area of water.

Technology support for regional waterworks The Waterworks Research Institute houses 50 researchers with advanced degrees who are supported by 624 types of test equipment spanning 174 varieties. The institute’s researchers are involved in the assessment of Seoul’s raw and purified water, as well as the analysis of the tap water of regional waterworks. As an internationally certified KOLAS test institution, the Waterworks Research Institute also supports the Cheju and Gongju local governments.

Meeting the water quality guidelines of internationally certified institutions Arisu meets the guidelines for all of the 155 water quality indicators recommended by the World Health Institution. In addition, Arisu passed all of the 167 test items for US EPA drinking water specified by international testing agen- cies, such as Underwriters Laboratories Inc (UL) and the National Sanitation Foundation - proof of the globally rec- ognized excellence of Arisu.

2009 UN Public Service Award The Seoul Water - Now Service - a real time, online water quality data service and the Arisu Quality Verification System, which provides free water quality assessment to all Seoul households - was selected by the UN Public Administration Network as the winner of the UN Public Service Award. The award is proof of the global recognition of Arisu’s water management transparency and credibility.

Arisu in the world Arisu bottled water was distributed during the 2008 Sichuan earthquake, the Beijing Olympics (vol- unteers), the 2009 typhoon in Gaoxiong, Taiwan, and the 2010 Haiti earthquake. In the 2010 Shanghai Expo, Arisu operated its own PR booth. Arisu is increasing its stature as a world-class brand of water by being the first to reach disaster-hit areas and increasing its presence in international events.

19 Is there or is there not an『 Arisu Apartment』? 'Arisu Apartments' are low carbon, green lifestyle apartments designed to respond to climate change, due to global warming. Arisu Apartment residents practice healthy consumption by drinking and conserving tap water, while the Seoul Metropolitan Government guarantees 100% the quality of its tap water through a water quality monitoring system, free water assessments for all households, and water pipe inspections within the apartment complex, etc. Among the four apartment complexes that participated in the Arisu Apartment Project, Yeongdeungpo Honorsville recorded the highest percentage of drinking Arisu at 80.9%. The amount of energy saved from

not using home water purifiers was 27,000 kWh a month, which is like reducing 137,000kg of CO2 annually or the equivalent of planting 50,000 pine trees.

You can now enjoy Arisu at luxury hotels! An MOU was signed to pave the way for local and foreign tourists to drink Arisu in hotels. The Seoul Metropolitan Government will guarantee the quality of Arisu to hotels through『 water quality liability insurance 』and『 free monthly water assessment services』. Hotels will place sticker notices in the rooms informing the guests in Korean, English, Chinese, and Japanese about the safety of Arisu drinking water. Through the MOU, Koreans and foreigners can drink Arisu, even in major lux- ury hotels, thus contributing to low carbon green growth by reducing the use of water purifiers and the pur- chase of bottled water.

Achieve the revenue water rate of advanced countries Seoul Metropolitan City is continuing its efforts against water leaks to increase its revenue water rate and have it on par with more advanced countries. Part of its efforts are replacing old water pipes and adopting high-tech leak detection equipment. The revenue water rate as of end of 2009 was 92.9%, which is a 20.9% increase from 2000 (72%).

The revenue water ratio is the ratio of the amount of water bringing in revenue to the total amount of water produced in purification plant. If the ratio is high this means that losses from leakages, etc., of tap water is small, thus production can be reduced so that direct costs, such as the purchasing cost of raw water, chemi- cal costs, energy costs can be saved. If the waterworks are managed efficiently then the cost burden to citi- zens, through their water bills, can be reduced. (A 1% rise in the revenue water ratio leads to 6.5 billion won in budget savings.)

Organizational restructuring and management innovation Since the launch of the Office of Waterworks Seoul Metropolitan Government, the number of employees, which peaked at 4,300, has been trimmed to the current 2,200. The Office of Waterworks computerized and automated various processes, such as billing, and adopted a new waterworks management system (GIS) and waterworks customer inquiry satisfaction system (UMS). Through such rationalization and process improve- ment, the Office of Waterworks is now a slim but strong organization.

Customer service at your doorstep

Arisu Quality Verification System Even if people trust tap water produced in the water purification plants, some people are not comfortable drinking it because of the conditions of the water pipes or water tanks, etc. For this reason, the Seoul Metropolitan Government runs comprehensive inspections on indoor water pipes and water tanks and operates the Arisu Quality Verification System for free to all households in Seoul so that citizens can safely drink the tap water. The five basic indicators of tap water safety (chlorine residue, turbidity, ion density, iron, and copper) are examined and reported on directly at the site of assessment. Tests are made on a further seven items, such as bacteria, etc., if the tap water does not meet the basic guidelines. Households will then be notified in detail on the measures that will be taken - such as cleaning the water tank, replacing old water pipes, adjusting the water level in the water tank, etc.

Funding the replacement of old indoor water pipes The Seoul Metropolitan Government is funding the replacement costs for households that receive rusty water from old indoor water pipes. From 2007 to 2009, 18.2 billion won was spent on 38,000 households, and from 2010 to 2015, a total of 105.8 billion won will be spent on 100,000 households to support the replacement of water pipes.

Financial support coverage: within 50 ~ 80% of construction costs. (Water pipe replacement 50%; Epoxy coating 80%.)

Single-family house(total floor space of 165㎡ or less) : max. 1,500,000 won. Multiple-family house(total floor space of 330㎡ or less) : max. 2,000,000 won. Apartments(residential floor space of 85㎡ or less) : max. 800,000 won.

Arisu fountains attract tourists and citizens The Seoul Metropolitan Government is installing Arisu water fountains with cooling units so that people can drink cool and refreshing water everywhere, anytime. These fountains are more than just a place to drink water. The Seoul Metropolitan Government has taken pains over their design so that these fountains could act as tourist attractions in themselves or a place where citizens can relax.

West Seoul Lake Park This park was the former grounds of the Shinwol Water Plant. It used to produce on average 120,000 tons of water a day before it closed down. Currently, it is the largest lake park in Seoul’s southwest district. • It can be reached by subway line number 5, Hwagok Station, exit 7 or by bus number 604, 606, 607.•

Sunyoudo Park The grounds of this park were used as a water purification plant from 1978 to 2000. After the plant closed, Sunyoudo Park was developed using the plant facilities. • Sunyoudo Park can be reached by subway line 9, Sunyoudo Station, exit 2. It is a seven minute walk from station•

Arisu Exhibition Hall The Arisu Exhibition Hall located within the grounds of the SeoulChildren’s Grand Parkhas many activities ready for children to experience, like the Arisu maze. The Arisu Exhibition Hall is a place that families can linger in for around 45 minutes to play and have fun, while learning about Arisu. •The Arisu Exhibition Hall can be reached by Subway line 5 through the park’s back entrance or through subway line 7, Seoul Children’s Grand Park Station.•

Arisu Cultural Heritage

Seoul Waterworks Museum - past, present, and future of Korea’s Waterworks. Seoul Waterworks Museum - where dreams for making an affluent city begin! After Emperor Gojong gave the special rights to Americacompany Colibran and Bostwick to manage the city’s waterworks, the first water plant was con- structed in Ttukdo in 1908. On September 1 of that year, the modern day histo- ry of Korean waterworks began as 12,500 tons of water was supplied to citi- zens in the area surrounded by the four ancient gates and Yongsan.

Main Building of the Waterworks Museum The beautiful granite and red bricked arch in the main entrance portrays a building of typical modern architecture.

Slow filter chamber This oldest steel reinforced structure in Korea was used from 1908 to 1990. The slow filter chamber filters out micro-organisms and other matter at a slow pace of 4 m per day. This structure, along with the main building of the Waterworks Museum, was designated as Seoul Metropolitan Tangible Cultural Heritage Number 72.

Guui Purification Plant Number 1 and Guui Purification Plant Number 2 in Guui-dong, Gwangjin-gu (Registered Cultural Heritage Number 358). The Guui Arisu Water Purification Plant was built in 1941 during Japanese colonial rule. This was the second water plant to be built in Seoul. In 2007, Gui Plant number 1 and number 2 were both registered as Cultural Heritage Number 358.

Water Purification Plant 1 The four year construction of Plant 1 began in 1936 in Guui-dong, Gwangjin-gu. Construction was expected to be complete in 1939 but was only completed in 1941 due to the outbreak of the Sino-Japanese war.

Water Purification Plant 2 Construction began in 1943 by the Japanese but was put on hold after Korea's independence from Japan and the Korean War. Construction resumed afterwards and was completed in 1959. It was the largest water plant at the time with a production capacity of 60,000 tons of water.

How to enjoy Arisu

① Leave the tap to run for 30 seconds to let the water remaining in the pipes flow out. This is especially important if you haven’t been using the tap for a long time or in the mornings before using the tap.

② Water will taste better if you use a ceramic or glass cup and refrigerate it for more than 20 minutes.

③ You can enjoy better tasting water if you put a tea bag in it to remove any remaining scent of chlorine.

Easy access to your water billing history You can check your two year water billing history on the Office of Waterworks Seoul Metropolitan Government homepage (http://arisu.seoul.go.kr).

Convenient independent meter reading system This is a system in which customers are billed according to a direct water meter reading of individual households. A discount of 600 won is given for each reading.

Electronic Payment Customers applying for automatic bank debiting get a 1% discount (min. 200 won~1,000 won).
