    NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

    Carmarthenshire Revised Local Development Plan (LDP) Sustainability Appraisal Report of the Deposit LDP November 2019 1. Introduction This document is the Sustainability Appraisal (SA) Report, consisting of the joint Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA), of Carmarthenshire Council’s Deposit Revised Local Development Plan (rLDP).The SA/SEA is a combined process which meets both the regulatory requirements for SEA and SA. The revised Carmarthenshire Local Development Plan is a land use plan which outlines the location and quantity of development within Carmarthenshire for a 15 year period. The purpose of the SA is to identify any likely significant economic, environmental and social effects of the LDP, and to suggest relevant mitigation measures. This process integrates sustainability considerations into all stages of LDP preparation, and promotes sustainable development. This fosters a more inclusive and transparent process of producing a LDP, and helps to ensure that the LDP is integrated with other policies. This combined process is hereafter referred to as the SA. This Report accompanies, and should be read in conjunction with, the Deposit LDP. The geographical scope of this assessment covers the whole of the County of Carmarthenshire, however also considers cross-boundary effects with the neighbouring local authorities of Pembrokeshire, Ceredigion and Swansea. The LDP is intended to apply until 2033 following its publication. This timescale has been reflected in the SA. 1.1 Legislative Requirements The completion of an SA is a statutory requirement for Local Development Plans under Section 62(6) of the Planning and Compulsory Purchase Act 20041, the Town and Country Planning (LDP) (Wales) Regulations 20052 and associated guidance.

    Dinefwr Welsh District Council Elections Results 1973-1991 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. Cynigwyd gan Kate Harrop, Tîm Cynorthwyo BGC Well-being Assessment Update Background Regular reports have been presented to the Public Services Board (PSB) on progress with the Assessment of Local Well-being. The following has previously been agreed: 1. The PSB endorsed the approach to working in partnership with regional colleagues in undertaking the Assessment of Local Well-being. 2. A joint Methodology Framework has been developed between Ceredigion, Carmarthenshire and Pembrokeshire. The methodology outlines the collective approach to undertaking the assessments of Local Well-being across the three PSB areas 3. The PSB granted permission to use the Welsh Government Regional PSB Support Grant for the recruitment of a Project Coordinator to assist with the preparation and production of the Assessment of Local Well-being. Current position Since the last PSB meeting, preparations and discussions with colleagues and partners amongst the three PSB areas have been continuing. The PSB/RPB Network comprising of PSB leads from the three counties, representatives from Hywel Dda University Health Board (HDdUHB) and the Regional Partnership Board (RPB), continue to meet on a monthly basis. The Regional PSB/RPB Network developed the Joint Methodology Framework and are currently focusing on planning the engagement exercise that will provide key data and information for assessment.

POLICING MATTERS – PCSO Roger Anthony stated that he had made some enquiries regarding the abandoned car adjacent to Maesybont Road. He confirmed that he would attend at the property of the owner in the near future and report back to the next meeting This vehicle has been abandoned for a number of years and was increasingly becoming an eyesore. Traffic calming continues to be an issue within the community council area. A new camera had been purchased and this would be used by the volunteers of the local residents association, who send details of speed offenders to North Wales Police, who subsequently make contact with them with a warning. St John’s Terrace, Carmel village and Temple Bar continue to have issues with speeding vehicles and this is continually being monitored by Dyfed Powys Police. There had been a report of a missing person, thankfully, that person was later found in Nantgaredig. 109. MATTERS ARISING BIN – Cllr M L Trevor reported that she had noticed a vehicle leaving refuse at the site but had not been able to approach the occupants before they drove off.
