DRAFT, FOR COMMENTS ONLY NOT FOR CITATION Half a Century of Proposals for ‘Innovative’ Development Financing Barry Herman Background Paper World Economic and Social Survey 2012 2 20 July 2012 HALF A CENTURY OF PROPOSALS ON ‘INNOVATIVE’ FINANCING FOR DEVELOPMENT Barry Herman 1 Abstract This paper recalls the history of proposed “innovative” mechanisms by which governments could strengthen financial cooperation for development. Such proposals sought more predictable and assured financial flows to facilitate recipient country programming, while also substantially adding to the volume of highly concessional international support for development. International discussions of these proposals mostly began in the 1960s and in many cases continue today, although implementation thus far has been modest. These discussions are contrasted with generally more recent proposals that proponents call “innovative” but that do not share the characteristics of the more radical thinking underlining the older proposals. Governments, international institutions, civil society organizations and academic writers have been showing a growing interest in “innovative” financing for development in their discussions of international cooperation on economic, social and environmental policy matters. Although the term “innovative” connotes something recently invented, many of the proposals that carry that name today have a long history, most of it in the political wilderness. Today some of the old as well as new “innovations” are somehow being implemented on a limited basis or discussed in national legislative bodies, as the term “innovative financing” gains a positive political connotation and broader endorsement. Nevertheless, different parties have different concepts in mind about what makes an initiative “innovative.” Definitions are “by definition” arbitrary, but, it seems the term has become so elastic that it has lost any hope of a precise meaning.

Abstract Th e strategic genius of some recent development discourses lies in their appropriation or re- appropriation of hegemonic ideas and practices. However, the choice of a conservative framework for progressive goals may mean that the compromise may be more than symbolic. Th e global public goods movement seeks to resuscitate earlier economic ideas about the economic utility of the public provision of certain goods but in this case at a supranational level. Th e book Towards New Global Strategies: Public Goods and Human Rights attempts to engage with the idea from a human rights perspective. While there are some notable contributions, much of the book founders on a failure to understand the diﬀ erent, and sometimes confused, strands of the global public goods thinking and properly engage with them from a human rights perspective. Th is article tries to tease out what appears to be the two diﬀ ent schools of thought of global public goods and the human rights ques- tions that should be posed to them. Given the dominance of the economics discourse and the endur- ing nationalism in much international development cooperation, instrumental arguments for the utility of human rights and development should be cautiously welcomed but also carefully critiqued.

Development Co-operation Report 2013 Ending Poverty © OECD 2013 PART III Chapter 13 Accelerating poverty reduction through global public goods by Inge Kaul, Hertie School of Governance, Berlin, Germany Policy making needs to change so that we do not endlessly “forget” about the poor. How can we anchor concerns for ending poverty in governance systems, both nationally and internationally? This chapter outlines how providing global public goods (GPGs) – such as peace, a stable climate and freedom from communicable diseases – can contribute to ending poverty. The author argues that a focus on GPGs can strengthen people’s resilience to economic, climate and other shocks; help tap the opportunities presented by freely and universally available information and technology; ensure the “public” nature not only of consumption of GPGs, but also of their use and decision making about them; and build fairness into the international decision- making architecture. The author outlines some specific steps for achieving this, such as fitting GPGs into national and international governance systems; twinning GPGs and poverty concerns; refurbishing the toolbox of international co-operation; and instilling “smart” sovereignty based on the recognition that fair – and poverty- focused – international co-operation is both a solution to many global challenges and the best way of meeting a country’s own, national interests. 131 III.13. Copyrighted Material Tobin tax Tobin tax Nobel Laureate economist James Tobin (1974, 1978) advanced a now well-known case for what has come to be known as the Tobin tax, namely, the imposition of a modest ad valorem tax (i.e., a per- centage of value) on all spot transactions in foreign exchange. (Spot transactions are those that entail actual exchanges of currency at the existing market rates.) Tobin wrote that ‘‘the tax would apply to all purchases of ﬁnancial instruments denominated in another currency. It would have to apply ...to all payments in one currency for goods, services, and real assets sold by a resident of another currency area’’ (1978, 159). Tobin advanced the case for this tax on currency trading following the collapse of the Bretton Woods system of pegged exchange rates and attendant concerns about speculation, volatility, and misalignment in currency markets. Tobin also suggested that the tax could restore ‘‘some fraction of short-run [policy] autonomy’’; however, he was careful to explain that ‘‘it will not, should not, permit governments to make domestic policies without reference to external conse- quences’’ (1978, 158). The Tobin tax built on John Maynard Keynes’s case for a securities transactions tax. Keynes (1936) proposed a substantial transfer tax on all transactions as a means to dampen the general tendency for speculation to dominate enterprise in liquid, com- petitive ﬁnancial markets. OECD DEVELOPMENT CENTRE POLICY BRIEF No. 24 Innovative Approaches to Funding the Millennium Development Goals by Helmut Reisen • Despite post-Monterrey donor initiatives, the Millennium Development Goals (MDGs) are underfinanced. • The revenue potential, the additionality and the speed of availability of new finance sources, and their political feasibility, are of particular importance. • On these criteria, it is unlikely that global taxes will be introduced in time. • The International Finance Facility, strengthened use of public guarantees and Global Premium Bonds, perhaps in combination, may stand a better chance of providing additional funds for the MDGs. • The most straightforward way to avoid underfunding of the Goals is to raise ODA further. Mumme Pete Taylor ABSTRACT UNDERSTANDING GLOBAL CIVIL SOCIETY: THEORY, GOVERNANCE AND THE GLOBAL WATER CRISIS How does global civil society (GCS) fit in the history of world politics? Have technology and global capitalism liberated civil society from its former dependence on states and markets to develop into an autonomous and self-regulated sphere within the world political system? If not, perhaps recent developments really signal the emergence of new strategic opportunities for non-state actors to project their domestic political concerns onto the international agenda. Of course, there is also the possibility that GCS primarily functions to reinforce the privileged position of a hegemonic historic bloc, which rests at the confluence of dominant institutions, ideas, and material capabilities. In the effort to answer how GCS fits in the history of world politics, this dissertation identifies and adjudicates the dominant theoretical accounts of GCS. This work rests on the observation that theoretical considerations of GCS have recently entered a new phase. Previously, GCS scholarship worked to build credibility in a field traditionally dominated by a state-centric view of world politics. The success of this initial phase is manifest in the inclusion of GCS into the political lexicon. Thus, what began as an effort to project the concept of GCS outward, in the ii first phase, turned inward, in the second phase, to weigh the implications of this phenomenon for our understanding of world politics.
