Defence Submission to the Standing Committee on State Development Inquiry into Defence Industry in New South Wales Summary 1. Defence welcomes the New South Wales (NSW) Government’s and Parliament’s interest in strengthening local defence industry to support Australia’s defence and national security. With the release of the 2016 Defence White Paper, Integrated Investment Program, and Defence Industry Policy Statement on 25 February 2016 and the Naval Shipbuilding Plan on 16 May 2017, there is clear direction to implement a major renewal of Defence capability and with it a strengthening of Australia’s defence industry. The scale and long-term nature of Defence’s requirements, including in areas such as the continuous naval shipbuilding programs, require a national approach and partnership between Defence and State and Territory Governments. 2. Australia’s industrial base is a fundamental enabler of Australia’s military capabilities, and an integral element of the nation’s defence. Defence welcomes the announcement of the NSW Government’s Defence and Industry Strategy – Strong, Smart and Connected and the establishment of Defence NSW. Defence also welcomes increasing collaboration between NSW and the Australian Capital Territory (ACT) in the defence sector. 3. Through new and expanded policies and programs, Defence is supporting Australia’s defence industry to develop the right technology, skills and capabilities to meet Defence’s current and future needs. There are considerable opportunities for local defence industry to contribute to Defence, with accompanying economic and community benefits. Ensuring that NSW businesses are aware of the opportunities and can leverage the support available from Defence and the broader Commonwealth is an important objective for collaboration between Defence, the NSW Government, and NSW industry. -

During this visit I had a chance to visit the Osborne shipyards and get an update on Collins class and enhanced availability as well as to get a briefing and discussion with senior Australian officials involved in shaping the new build submarine program. -

Chief of Navy Essay Competition The Youth Division (MacDougall Prize) Civilians: The Fulcrum for a Modern Fleet “We need to think differently […] by reviewing our basic operating concepts, reimagining the way that Navy should view itself in the twenty-first century, re-examining our assumptions and, most importantly, re-engineering our modus operandi…”1 – Vice Admiral Tim Barrett AO CSC RAN On 3rd September 1939 Australia declared war on Germany and by 1941 was seeking innovative ways to sustain the war effort at sea. This need served as the genesis of two important augmentations to the Royal Australian Navy (RAN): the Women’s Royal Australian Naval Service (WRANS) in April2 and the Naval Auxiliary Patrol (NAP) that June3. This essay will briefly identify the role played by the aforementioned services in supplementing an RAN stretched for resources before identifying similar challenges in the Navy of today. It will then explore the possibility of rectifying this by increasing the use of civilian support across the RAN, such as through the introduction of a modern Australian Fleet Auxiliary. Spread across the globe, the RAN realised it would need to do everything it could to maximise the availability of her sailors and warships while continuing to maintain a suitable presence on the home front. For this reason, both the WRANS and NAP would target those not eligible to serve in conflict at sea. Officer Commanding Sydney Naval Establishments Commodore Muirhead-Gould was quoted by the Sydney Morning Herald on the 4th November 1941 as saying the NAP “would not release any member from any other kind of service under the laws of the Commonwealth” and that, while “applications for enrolment were being received from unmarried men under 35 […] these men could be enrolled in the patrol only if they were in reserve occupations or medically unfit”4. -

Issue 30, 2021 On morning of 1 July 1945 hundreds of warships and vessels from the United States Navy, the Royal Australian Navy (RAN), and the Royal Netherlands Navy lay off the coast of Balikpapan, an oil refining centre on Borneo’s south-east coast. An Australian soldier described the scene: Landing craft are in formation and swing towards the shore. The naval gunfire is gaining momentum, the noise from the guns and bombs exploding is terrific … waves of Liberators [heavy bombers] are pounding the area.1 This offensive to land the veteran 7th Australian Infantry Division at Balikpapan was the last of a series amphibious operations conducted by the Allies to liberate areas of Dutch and British territory on Borneo. It was the largest amphibious operation conducted by Australian forces during the Second World War. Within an hour some 16,500 troops were ashore and pushing inland, along with nearly 1,000 vehicles.2 Ultimately more than 33,000 personnel from the 7th Division and Allied forces were landed in the amphibious assault.3 Balikpapan is often cited as an example of the expertise achieved by Australian forces in amphibious operations during the war.4 It was a remarkable development. -

Amatola is currently in Le Reunion conducting search and rescue exercises with the French Navy. There is quite a lot of commercial work (mainly trawlers) being conducted by the Dockyard. No foreign visits expected in the near future. The Committee and members would like to congratulate R Adm (JG) D.M. Mkhonto on his promotion to R Adm as Chief Director Maritime Strategy with effect 1 Apr 18. I would like to take the opportunity to wish club members a Merry Christmas and great festive season. Also, my best wishes to those having birthdays in December. CALL THE HANDS Issue No.24 October 2018 From the President Welcome to this month’s issue of Call the Hands. Our aim is to provide members and the community with news of contemporary and historical events as well as information on services provided by the Society. These services are best accessed through our comprehensive website and Facebook page. The arrival of the Royal Australian Navy’s second Hobart-class air warfare destroyer, NUSHIP Brisbane in Sydney on 10 September reminds us not just of Australia’s significant warship building program (3 destroyers, 12 submarines, 9 frigates and 12 Offshore Patrol Vessels) but the significance of the RAN in world terms. Ranked 54th in terms of vessel numbers the RAN is ranked 21st in terms of capability according to the annual Global Fire Power review. The fleet, unlike many navies maintains a busy schedule of strategically significant operations, exercises and engagement activities which help shape Australia’s international relations and our history in the longer term. Recent examples include the Indo-Pacific Endeavour tour by HMA Ships Adelaide and Toowoomba and Success to south west Pacific countries and current north-east Asia deployment by HMA Ships Huon and Gascoyne, the longest deployment for Mine Hunter Coastals to date. Such deployments are fundamental to relations with Australia’s regional neighbours. Linked to deployments of this nature was the 5 September announcement by the Minister for Australian foreign affairs to establish a ‘Pacific Fusion Centre’. This centre will analyse information to strengthen maritime awareness and provide information to Pacific decision makers responding to security threats, such as illegal fishing, people smuggling and narcotics trafficking. -

CALL THE HANDS NHSA DIGITAL NEWSLETTER Issue No.16 February 2018 From the President Welcome to our first edition of Call the Hands for 2018. Since December, the wreck of HMAS AE1 has been discovered, STS Young Endeavour celebrated 30 years of service and Society members have been involved in several interesting activities. In the week prior to Christmas the discovery of HMAS AE1, excited the nation and ended the Navy’s longest mystery. AE1 was lost off the island of Rabaul on 14 September 1914 with all 35 crew members. The wreck site will remain ‘close held’ by Find AE1 Expedition member organisations until appropriate measures are taken to protect the site. Expedition leader, retired Rear Admiral Peter Briggs who has worked much of his life to find HMAS AE1 and his colleagues are saluted for this historic achievement. On 16 January the Commanding Officer HMAS Hobart, Captain John Stavridis and Supply Officer, Lieutenant Commander Mark Lee visited the Boatshed to acquaint themselves with an important HMAS Hobart heritage item, the Captain’s table from HMAS Hobart (I). The Society has held the table in trust since Hobart (II) decommissioned in May 2000. Descendants of HMAS Patricia Cam crew members and the community marked the 76th anniversary of her loss with a series of events in Darwin, Gosford, Sydney and Canberra from 20 to 22 January. Patricia Cam sank on 22 January 1943 after being bombed by a Japanese float plane. Society members participated in the Gosford (plaque unveiling where she was built) and Canberra last post ceremony at the Australian War Memorial.
