MAJOR-GENERAL M.A.J. CARIGNAN, OMM, MSM, CD COMMANDING OFFICER OF NATO MISSION IRAQ Major-General Jennie Carignan enlisted in the Canadian Armed Forces (CAF) in 1986. In 1990, she graduated in Fuel and Materials Engineering from the Royal Military College of Canada and became a member of Canadian Military Engineers. Major-General Carignan commanded the 5th Combat Engineer Regiment, the Royal Military College in Saint-Jean-sur-Richelieu, and the 2nd Canadian Division/Joint Task Force East. During her career, Major-General Carignan held various staff Positions, including that of Chief Engineer of the Multinational Division (Southwest) in Bosnia and Herzegovina, and that of the instructor at the Canadian Land Forces Command and Staff College. Most recently, she served as Chief of Staff of the 4th Canadian Division and Chief of Staff of Army OPerations at the Canadian Special OPerations Forces Command Headquarters. She has ParticiPated in missions abroad in Bosnia and Herzegovina, the Golan Heights, and Afghanistan. Major-General Carignan received her master’s degree in Military Arts and Sciences from the United States Army Command and General Staff College and the School of Advanced Military Studies. In 2016, she comPleted the National Security Program and was awarded the Generalissimo José-María Morelos Award as the first in her class. In addition, she was selected by her peers for her exemPlary qualities as an officer and was awarded the Kanwal Sethi Inukshuk Award. Major-General Carignan has a master’s degree in Business Administration from Université Laval. She is a reciPient of the Order of Military Merit and the Meritorious Service Medal from the Governor General of Canada. -

Since releasing its new defence policy in 2017, Strong, Secure, O Engaged, the Canadian Armed Forces (CAF) have identified the recruitment of women as a priority. The policy states: “we are committed to attracting, recruiting and retaining more women in the CAF across all ranks and promoting women into senior leadership positions. The CAF is committed to gender equality and providing a work environment where women are welcomed, supported and respected.”1 When the policy was released, women represented 15% of CAF members (compared to the 11% average of NATO allies). The goal established in Strong, Secure, Engaged is to increase this number to 25% over a period of 10 years.2 The 25% female representation target is applied to all branches of the CAF, including the Royal Canadian Navy (RCN). The Chief of Defence Staff, General Jonathan Vance, is determined to reach this target and have women represent a quarter of the military personnel by 2026.3 According to official RCN statistics, there are 7,510 positions within the navy, 6,681 of which are filled with trained personnel. There are 760 women currently serving in the ranks of the RCN, representing 11.3% of the navy’s regular force, a number lower than the average of women serving in the CAF in general.4 The RCN states that it is determined to meet the target set by Strong, Secure, Engaged, and continues to focus on achieving the goal. -

REPORT OF THE COMMISSION ON GOVERNANCE OF THE ROYAL MILITARY COLLEGE OF CANADA Commissioned by the Canadian Association of University Teachers (CAUT) April 2013 Dr. Elinor Sloan Dr. Robin Boadway LCol (Retired) Steve Nash BACKGROUND AND MEMBERS 1. The Canadian Association of University Teachers (CAUT) set up the Commission on Governance of the Royal Military College of Canada in September 2012. The CAUT decided to create a commission because of a number of governance concerns brought to its attention by the Canadian Military Colleges Faculty Association (CMCFA), one of approximately 125 University Faculty Associations across Canada that are part of CAUT. These concerns were outlined in a letter sent to the Minister of National Defence in May 2012, which concluded by stating that the CAUT would be striking a blue-ribbon Commission of Inquiry to investigate the situation at the Royal Military College of Canada (RMCC).1 2. The commission members are Dr. Robin Boadway, David Chadwick Chair in Economics at Queen’s University; LCol (retired) Steve Nash (Infantry, Royal Canadian Regiment); and Dr. Elinor Sloan, Professor of International Relations at Carleton University. All commissioners are graduates of RMCC, are in favour of RMCC remaining as a university degree granting institution for the Canadian Forces (CF), and accept the complex and unique nature of RMCC as Canada’s only federal university with a special role to the Crown and the Canadian Forces. 3. The commissioners have had a mix of experiences in education, research and governance at the Canadian military colleges. Boadway was a full-time lecturer at RMCC for two years, and was a member of the Minister’s Advisory Board, the predecessor of the Board of Governors. -

IN SEARCH OF MINERVA’S OWL Canada‟s Army and Staff Education (1946-1995) by HOWARD GERARD COOMBS A thesis submitted to the Department of History in conformity with the requirements for the degree of Doctor of Philosophy Queen‟s University Kingston, Ontario, Canada January, 2010 Copyright © Howard Gerard Coombs, 2010 ABSTRACT The intellectual history of the Canadian Army from 1946 to 1995 can be traced through the curriculum utilized by the Canadian Army Staff College and the Canadian Forces College to educate the Canadian Army staff officer in conducting warfare within theatres of war. This body of knowledge was analogous to what today comprises the operational level of war. It is a structured vision of conducting conflict that was reaffirmed and sustained by institutional memory created in the crucible of the Second World War and traces its antecedents to the military operations of the Napoleonic Age. These ideas were preserved almost unchanged throughout the Cold War until the introduction of operational art in the late 1980s, as a result of United States influence. The ability of the Canadian Army to maintain this professional knowledge, as a coherent, unchanging whole throughout a period buffeted by social and political change indicates the separateness of the military profession within Canada. This arose from the absence of consistent and durable political guidance during the immediate post war era. As a result the use of the Canadian military as an instrument of national power became disjointed. By default, the unifying factor in Canadian defence activities was maintaining relevance within alliances, particularly in supporting the Pax Americana. -

The Canada First Defence Strategy (CFDS), first released in 2008, envisions three major roles for the Canadian Armed Forces (CAF): sufficient capabilities to meet the security challenges facing Canadian citizens and Canadian territory; cooperation with the United States in pursuit of shared defence and civil objectives; and the fulfilment of Canada’s multilateral objectives through the United Nations and NATO. -

Families also support Reservists during major events, for example, when the Reservists are sent to other parts of Canada or the world.
