The Kurds and the Future of Nineveh Plain (Little Assyria) Fred Aprim December 7, 2006 It puzzles me how some of our people continue to misunderstand and misinterpret the simplest of behaviors or actions on the parts of Barazani's Kurdistan Democratic Party (KDP) and those few Assyrian individuals who speak on behalf of the Assyrian nation unlawfully. Two simple questions: 1. If Mas'aud Barazani and KDP really mean well towards Assyrians, why marginalize the biggest Assyrian political group by far, i.e., the Assyrian Democratic Movement (ADM) and exclude it from participating in the Kurdistan Regional Government (KRG) cabinet since the ADM has been in that government since 1992 and won the only elections in northern Iraq that took place in that year. If the KDP means well, why use its influence in order to control the sole Iraqi Central Government seat that is assigned for ChaldoAssyrian Christians by having Fawzi Hariri, a KPD associate, as a minister in it. Why not act democratically and yield to the ADM that won in two national elections of January and December 2005 to fill that position? Why is it so hard to understand that Barazani is doing all this to control the Assyrians' future and cause? 2. Do the five Christian political groups, supported by KDP and its strong man Sargis Aghajan, that call for joining the Nineveh plains to the KRG, namely, a) Assyrian Patriotic Party (APP), b) ChaldoAshur Org. of Kurdistani Communist Party, c) Chaldean Democratic Forum (CDF), d) Chaldean Cultural Association (CCA), and e) Bet Nahrain Democratic Party (BNDP) really think that they will secure the Assyrian rights by simply allowing Barazani to usurp the Nineveh plain without serious guarantees recognized by the Iraqi government and international institutions. -

Pursuing the European Dream: the Second Olympic Ring The European Union, co-founder of the Four-Sea Alliance by Raymond Van Ermen – 18th September 2005. 2004 and 2005 marked a milestone in the history of Europe. We should mention in particular the reunification of Europe with the shift from a 15-nation Union to a 25-nation Union, the referenda on the European Constitution, and the changes in Georgia, the Ukraine and Lebanon, which have altered the democratic scene and the political deal. If Europe wants to remain true to its reputation of helping countries come out of dictatorship, not endangering democracy within its borders and taking expectations into account both within and outside the Union, it must embark on a new approach and “ gear up”. All the more so since three of its current policies should be seriously questioned: • The enlargement process has become chaotic. Although originally, it was a factor of stability, it is now transforming into a source of instability. Paradoxically, it is simultaneously too fast and not fast enough. It is therefore “neither immoral nor illegitimate” to say that the time has come for Europe and its partners to move to another system to ensure internal democracy, peace, stability and prosperity for all. • The Euro-Mediterranean Partnership is a failure (1) in the field of fundamental rights. These results, which are the fruit of the timid policy of the Union, are unacceptable for civil society. It is not enough to envisage new ‘conditions’ for governance, citizens must be given the right to bring an action before an ad hoc Court of Justice. -

Country Policy and Information Note Iraq: Opposition to the government in the Kurdistan Region of Iraq (KRI) Version 2.0 June 2021 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the Introduction section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: • A person is reasonably likely to face a real risk of persecution or serious harm • The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules • The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. -

Three English language teachers will have primary responsibility for working together to teach English vocabulary, grammar and reading/listening and speaking/writing skills to Iraqi teachers at Mar Qardakh School. Additional teachers will provide English language instruction to members of the Chaldean community who are not teaching at Mar Qardakh School but who need to improve their English skills. Classes will be held each day, Sunday – Thursday, from 9:00 am – 12:30 PM. The program for students will begin on Sunday, July 5 and end on Thursday, July 30, 2015. Financial arrangements. The partner organization will cover food, lodging, travel to and from the assignment as well as work-related transportation. The short term teacher will cover all other expenses including visa costs, health insurance, medical costs and all personal expenses. Qualifications: 1. Since 2003, the country suffered from persistent indiscriminating terrorism and communal violence. Previous literature has rarely connected violence to election in Iraq. I argue that violence is responsible for the increases of within group cohesion and distrust towards people from other groups, resulting in politicization of the ethno-sectarian identities i.e. making ethno-sectarian parties more preferable than secular ones. This study is based on a unique dataset that includes civil terror casualties one year before election, the results of the four general elections of January 30th, and December 15th, 2005, March 7th, 2010 and April 30th, 2014 as well as demographic and socioeconomic indicators on the provincial level. Employing panel data analysis, the results show that Iraqi people are sensitive to violence and it has a very negative effect on vote share of secular parties. Also, terrorism has different degrees of effect on different groups. The Sunni Arabs are the most sensitive group. IRAQ 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Iraq is a constitutional parliamentary republic. The 2018 parliamentary elections, while imperfect, generally met international standards of free and fair elections and led to the peaceful transition of power from Prime Minister Haider al-Abadi to Adil Abd al-Mahdi. On December 1, in response to protesters’ demands for significant changes to the political system, Abd al-Mahdi submitted his resignation, which the Iraqi Council of Representatives (COR) accepted. As of December 17, Abd al-Mahdi continued to serve in a caretaker capacity while the COR worked to identify a replacement in accordance with the Iraqi constitution. Numerous domestic security forces operated throughout the country. The regular armed forces and domestic law enforcement bodies generally maintained order within the country, although some armed groups operated outside of government control. Iraqi Security Forces (ISF) consist of administratively organized forces within the Ministries of Interior and Defense, and the Counterterrorism Service. The Ministry of Interior is responsible for domestic law enforcement and maintenance of order; it oversees the Federal Police, Provincial Police, Facilities Protection Service, Civil Defense, and Department of Border Enforcement. Energy police, under the Ministry of Oil, are responsible for providing infrastructure protection. Conventional military forces under the Ministry of Defense are responsible for the defense of the country but also carry out counterterrorism and internal security operations in conjunction with the Ministry of Interior. The Counterterrorism Service reports directly to the prime minister and oversees the Counterterrorism Command, an organization that includes three brigades of special operations forces. The National Security Service (NSS) intelligence agency reports directly to the prime minister. -

J.P Jongerden Co – Supervisor: Dr. Lotje de Vries 1 | “In pursuit of freedom, justice, dignity, and democracy” – Rojava’s social contract Abstract: Societies recovering from Civil War often re-experience violent conflict within a decade. (1) This thesis provides a taxonomy of the different theories that make a claim on why this happens. (2) These theories provide policy instruments to reduce the risk of recurrence, and I asses under what circumstances they can best be implemented. (3) I zoom in on one policy instrument by doing a case study on institutional development in the north of Syria, where governance has been set – up using a social contract. After discussing social contract theory, text analysis and in depth interviews are used to understand the dynamics of (post) conflict governance in the northern parts of Syria. I describe the functioning of several institutions that have been set –up using a social contract and relate it to “the policy instruments” that can be used to mitigate the risk of conflict recurrence. I conclude that (A) different levels of analysis are needed to understand the dynamics in (the north) of Syria and (B) that the social contract provides mechanisms to prevent further conflict and (C) that in terms of assistance the “quality of life instrument” is best suitable for Rojava. -

NIMRUD RISING How Virtual Reality Will Resurrect and Rebuild a Lost Masterpiece The world’s shared cultural heritage is threatened across the globe. The causes are many--cultural racketeering; encroachment; and war, terrorism and cultural cleansing that seek to destroy the past of another people. The loss of objects and sites that form our links to history is strongly felt by all civilized people. In a world divided by borders, ideology and mutual misunderstanding, we recognize the unrivalled creations of our forebears as the expressions of our collective genius. In March, 2015, reports from the Iraqi Ministry of Tourism and Antiquities confirmed that agents of the Islamic State in Iraq and Syria (ISIS) had attacked the ISIS video showing the willful dynamiting of the Northwest Palace, Nimrud ancient Assyrian capital city of Nimrud in northeastern Iraq, just eighteen miles southeast of Mosul. Then, on April 12, 2015, the terrorists of ISIS released a vid- eo documenting the willful demolition of the North- west Palace. After 3,300-years of history, the militants had wiped the most famous and culturally significant building at Nimrud from the face of the earth. To combat these losses, the Antiquities Coalition and Learning Sites, Inc. have created NIMRUD RISING. Offering an alternative to the dynamiting of the Northwest Palace, we are using innovative digital technology solutions to create an immersive virtual reality recreation of Nimrud, where anyone can visit the palaces, learn about that ancient culture, and Rendering showing a reconstruction of the throne room of the Northwest Palace; from the virtual reality model of the palace by Learning Sites, Inc.
