Historic and Conservation Districts in San Francisco
SAN FRANCISCO PRESERVATION BULLETIN NO. 10 HISTORIC AND CONSERVATION DISTRICTS IN SAN FRANCISCO HISTORIC DISTRICTS -- INTRODUCTION Over the past thirty-five years, the City and County of San Francisco has designated eleven historic districts and six conservation districts and has recognized approximately 30 districts included in the California Register of Historical Resources, the National Register of Historic Places, or named as National Historic Landmark districts. These districts encompass nationally significant areas such as Civic Center and the Presidio National Park; the City’s first commercial center in Jackson Square; warehouse districts such as the Northeast Waterfront and the South End; and residential areas such as Telegraph Hill, Liberty Hill, Alamo Square, Bush Street-Cottage Row and Webster Street. In general, an historic district is a collection of resources (buildings, structures, sites or objects) that are historically, architecturally and/or culturally significant. As an ensemble, resources in an historic district are worthy of protection because of what they collectively tell us about the past. Often, a limited number of architectural styles and types are represented because an historic district is typically developed around a central theme or period of significance. For instance, the theme for a proposed historic district might be “Late 19th century Victorian housing, designed in the Queen Anne style.” Period of significance refers to the span of time during which significant events and activities occurred within the historic district. Events and associations with historic properties are finite; most resources within an historic district have a clearly definable period of significance. A high percentage of buildings located within districts contribute to the understanding of a neighborhood’s or area’s evolution and development through integrity. -

Executive Summary The 1960s discovery and recovery of wooden shipwreck remains from Watt’s Creek, Caroline County induced three decades of discussion, study and documentation to determine the wrecks true place within the region’s history. Early interpretations of the wreck timbers claimed the vessel was an example of a Pungy (generally accepted to have been built ca. 1840 – 1920, perhaps as early as 1820), with "…full flaring bow, long lean run, sharp floors, flush deck…and a raking stem post and stern post" (Burgess, 1975:58). However, the closer inspection described in this report found that the floors are flatter and the stem post and stern post display a much longer run (not so raking as first thought). Additional factors, such as fastener types, construction details and tool marks offer evidence for a vessel built earlier than 1820, possibly a link between the late 18th-century shipbuilding tradition and the 19th-century Pungy form. CONCLUSIONS AND RECOMMENDATIONS CONCLUSIONS AND RECOMMENDATIONS SWEENEY RIDGE THE ROLE OF PORTOLÀ The “Historical Significance of the Discovery of San Francisco Bay” chapter of the Sweeney Ridge section of this study makes the case that Gaspar de Portolá’s discovery of the San Francisco Bay was one of the most important events of California and, in- deed, western history. The find became a central consideration among the Spanish as they began colonization of Alta California. It marked the beginning of the end for the hegemony of the native Californians, who had been here, inhabiting the land without interference, for thousands of years. When one considers the meaningful efforts the National Park Service has expended on the Anza Trail, it becomes a question - - why hasn’t Portolá received this kind of attention? Portolá was first to enter Alta California by land. His expedition resulted in the initiation of the Spanish settlement here. Anza’s exploration was certainly as amazing, considering the hardships of his overland journeys. His trail blazing tried to link Alta California with New Spain. In his second expedition, he took with him the original settlers destined for San Francisco. However, within five years his Anza Trail was closed by the Yuma Indians. Portolá not only already discovered the San Francisco Bay but had additionally helped the Franciscans establish the San Diego and Monterey missions. It seems that his legacy should be as much understood as Anza’s. At Sweeney Ridge the National Park Service possesses the very spot at which the mo- mentous discovery was made. While surrounded by urban growth, the Ridge remains open space and available for a variety of interpretive projects. -

Sutton Hoo Ship Reconstruction Project: Phase 1, Report 2: Hydrostatics & Propulsion Pat Tanner & Julian Whitewright The following report outlines the final element of the work undertaken as part of Phase 1 of the Sutton Hoo Ship Reconstruction Project. The overall phase is concerned with the creation of a digital interpretation of the Sutton Hoo ship, based on the available evidence, and subsequent hydrostatic testing. It is seen as a critical phase in advance of full-scale building because of the cost-effective opportunity that digital modelling affords for exploring challenges to using the original dataset and resolving questions of interpretation prior to full-scale construction work. Phase 1 Interim Report 1 focused on conducting initial comparative analysis of the three existing lines plan interpretations (1939, 1975, 2016) of the ship, and on understanding the nature of the surviving archaeological evidence and issues arising from this. Following on from this, Phase 1 Report 1: Hull Structure contains an account of the re-interpretation of the published archaeological evidence leading to the digital modelling of the minimum reconstruction of the hull of the Sutton Hoo ship. The present report takes that work to its final stage and begins to attempt to understand some of the day-to-day operation of the vessel, and specifically aspects such as the quantity and position of the various crew, oars-men, helmsman, boat captain and any potential passengers. In the first instance this is done through hydrostatic testing to establish floatation conditions, stability and potential speed (Section 1). This is followed (Section 2) by discussion of some initial rowing arrangements, in the implications arising from these for the propulsion and function of the vessel. -

Coordinating Working Party on Fishery Statistics (CWP) Handbook of Fishery Statistical Standards Annex LIII: Length of Fishery Vessels (Approved at the 11th Session of the CWP, 1982) Length overall (o/l): The most frequently used and preferred measure of the length of a fishing vessel is the length overall. This refers to the maximum length of a vessel from the two points on the hull most distant from each other, measured perpendicular to the waterline Other measures of the length of vessels are: Waterline length (w/l) refers to the length of the designed waterline of the vessel from the stern to the stern. This measure is used in determining certain properties of a vessel for example, the water displacement; Length between perpendiculars (p/p) refers to the length of a vessel along the waterline from the forward surface of the stern, or main bow perpendicular member, to the after surface of the sternpost, or main stern perpendicular member. This is believed to give a reasonable idea of the vessel’s carrying capacity, as it excludes the small, often unusable volume contained in her overhanging ends. On some types of vessels this is, for all practical purposes, a waterline measurement.
