MOVE TO APPROVE: ORDINANCE 2021-06; REGARDING THE COVID-19 CARES 13 SAFETY AWARENESS GRANT. FUND NAME: COUNTY GENERAL & COVID MCG CARES ACT FUND NUMBER: 1000 & 8901 AMOUNT: $476,655 Executive Summary: The Indiana Finance Authority and the Indiana State Board of Accounts has given guidance on accounting for the CARES Safety Awareness Grant. This a Federal reimbursement for expenses during the current health emergency. This ordinance follows that guidance and the process the County utilized for the previous CARES Grant. MOVE TO APPROVE: REVISED COVID-19 REIMBURSEMENT POLICY. 16 FUND NAME: COUNTY GENERAL FUND NUMBER: 1000 AMOUNT: N/A Executive Summary: This item revises Monroe County's policy for the local reimbursement of COVID related expenses to local business, not for profits, and Governmental Units. So far, the County Commissioners, with support from the County Council, have reimbursed though the Federal CARES grant and this program over $700,000 to local entities and this program remains open until at least April 30th. However, the amount of funding currently appropriated is dwindling and this clarifies the Commissioners review criteria. Jeff Cockerill, Attorney C. MOVE TO APPROVE: RATIFICATION OF LED INDY AGREEMENT. 20 FUND NAME: COUNTY GENERAL FUND NUMBER: 1000 AMOUNT: $43,729 Executive Summary: This agreement provides for the installation of the Axenic UV Hover units in the Health building that was under renovation at the time of the initial install (Health, Activate, and Futures), the Assessor’s office and some additional units found to be needed due to updated information specific to room occupation numbers. MOVE TO APPROVE: QUADIENT AGREEMENT FOR LEASE OF POSTAGE METER. 41 FUND: HEALTH FUND NUMBER: 1159 AMOUNT: $199.83/MONTHLY/48 MONTHS Executive Summary: This agreement provides a postage meter for the Health Department as their previous contract has expired. This meter meets the USPS requirements for data and security management with an Intelligent Mail® Indicia (IMI). MOVE TO APPROVE: MONROE COUNTY HIGHWAY INVENTORY REVISIONS. 55 FUND NAME: N/A FUND NUMBER: N/A AMOUNT: N/A Executive Summary: This is a list of new roads that need to be added to the road inventory for all future maintenance. The roads have all been constructed and inspected in accordance with the specifications listed in the Monroe County Code Chapter 755. NOW THEREFORE, the Policy shall be revised to read as follows: Purpose: The purpose of this Policy is to provide for additional Monroe County (“County”) based assistance to local business and not for profits (collectively “entities”), and certain governmental units (“units”) for COVID 19 non payroll expenses, essentially extending the CARES ACT funding program for the County. Setting a cap for reimbursements for local business and not for profits of $30,000 in total combined CARES grant reimbursements and reimbursements through this program. Background: Monroe County Council was allocated $4,776,543 in CARES Act funding. As part of the local response, the County Commissioners allowed business to apply for non-payroll COVID related eligible expenses that would be reimbursed through the CARES ACT funding. The CARES act funding application deadline with the County expired on November 30, 2020. However, the COVID-19 pandemic is still effecting local entities, and all indications are that will continue into the future. The Monroe County Council has appropriated funding that can be used for these purposes in 2020. The Commissioners have expressed that they intend to seek a renewal of that appropriation in 2021. This support is directly related to the effect of the COVID-19 Health Emergency. Page 17 of 81 Review and Approval Process: The County will institute a grant reimbursement project for local entities and units (excluding the local government units, City of Bloomington, Town of Ellettsville, and Town of Stinesville, who received a CARES Act allocation through the Indiana Finance Authority) which have incurred non payroll COVID related expenses that would have been eligible for reimbursement under the CARES Act. The time for expense and application would not need to meet the CARES Act requirements. The entity will complete an application which can be found on the County website and comply with any other request for information, as required by the County. County staff and contractor(s) will review the application for appropriateness and completeness and may ask for additional documentation as appropriate. Once reviewed the staff shall forward those applications that meet the above criteria to the County Commissioners for review. Due to the limited funding, the Commissioners will prioritize the disbursement of funds to expenses incurred that are specific to economic vitality and stability, social service agencies who are specifically addressing food and housing insecurity and housing needs. No funding to any entity shall exceed $30,000 in total combined CARES grant reimbursements and reimbursements through this program. The County Commissioners may only approve reimbursements if adequate appropriations exist in (1000-36999-0069) COVID-19 Emergency Response. If additional funding is appropriated after a request has been denied, the Commissioners shall reconsider that request. Any entity whose application is denied, may make a written request for review of the application. Upon receipt of the request, the request shall be reexamined by staff and forwarded
