Fiona Chen's Wisconsin Expert Report EXPERT REPORT THE NOVEMBER 4, 2020 VOTE NUMBER SURGE OF 193,720 INCONSISTENT WITH 1% VOTER POPULATION INCREASE: WISCONSIN VOTING COMPUTER SYSTEM NEEDS TO BE AUDITED OR AT LEAST THIS NUMBER INVESTIGATED By Fiona Chen, MPA, Ph.D., CPA, ABV, CFF, CITP Fiona Chen Consulting Company: A Tax & Forensic Accounting Firm 275 Stonegate Road, Ste M Algonquin, IL 60102 December 9, 2020 1 THE NOVEMBER 4, 2020 VOTE NUMBER SURGE OF 193,720 INCONSISTENT WITH 1% VOTER POPULATION INCREASE: WISCONSIN VOTING COMPUTER SYSTEM NEEDS TO BE AUDITED OR AT LEAST THIS NUMBER INVESTIGATED EXECUTIVE SUMMARY In Wisconsin, when the total vote increased 1%, from 12:59 am to 1:46 am PST on November 4, 2020, suddenly, Biden's vote increased 156,009 and Trump's vote increased 37,621. This total vote increase was 193,720. According to this one percent (1%) increase, the Wisconsin population or voter registration needed to have been 11,937,200. But the entire Wisconsin total population is only 5,820,000. The vote number changes were likely made directly in the computer system without the scan of individual vote ballots. Direct data change explains why the total number of vote increases was without the corresponding percentage change. Such direct computer data entry is confirmed in the State of Michigan. In Michigan, screenshot evidence identified a similar surge for Biden of 138,339 votes on 11/4/2020 about the same time as in Wisconsin. Various sources reported it as an entry “typo”. So far, no evidence shows how it was reversed at the macro level as claimed. Michigan is identified with significant computer problems. Both states show computer vote reporting system fraud. The word of fraud is used to mean significantly wrong with more likely than not intention to cheat without an opinion formed on identity of the actor. We know of the incidences because of online vote watchers’ screenshots. We do not know the depth and scope of the issues. Wisconsin needs to verify and start to investigate this time-stamped, vote surge of 193,720 with a net vote increase of 118,388 for Biden. 2 THE EXPERT QUALIFICATIONS Dr. Fiona Chen, MPA, CPA, ABV, CFF, CITP is a forensic accountant and former IRS Revenue Agent. She has been a registered and then licensed CPA in the State of Illinois for nineteen years, with credentials and certifications in Financial Forensics and Information Technology Professional by AICPA (American Institute of Certified Public Accountants). Her master’s and Ph.D. degrees are in Public Administration from the State University of New York at Albany. She obtained her Bachelor of Law from the National Chung Hsing University, Taipei, Taiwan. Dr. Chen taught for eleven years at the graduate and undergraduate levels at Eastern Washing University, National Chung Hsing University, Florida State University, and California State University at Los Angeles, in Computer Simulation Modeling, Financial Modeling, Government Financial Management, Budgeting, and Computer Applications. She has published and presented regionally, nationally, and internationally. She started her career with computer simulation modeling and statistical analysis of large datasets. She independently built budgeting and communication databases for multiple users to share when she worked for Lucent Technogolies Quingdao, China and for Northwestern University. Her current practice includes expert witness. [Exhibit A] THE DIRECT EVIDENCE AND DATA SOURCES AND INTEGRITY Two tables on pages 6 and 7 are contemporary screenshots of Wisconsin vote summaries at 12:59 am and 1:46 am PST on November 4, 2020. 3 They are provided by Cathy Zhang of Sound of Hope Radio at San Jose, CA,1 whose talk show hosts, Jiang Feng and Fang Wei, first reported with the screenshots of contemporary Wisconsin and Michigan votes on the same day on their YouTube program.2 The tables and graph are generic not only because program audience type (many IT and math professionals) and timeliness reporting but also because other news media such as, New York Times, Reuters, and PolitiFact tried to defuse and explain away these reports on Michigan and Wisconsin.3 No one has ever claimed or even tried to claim these screenshots untrue. These news networks in trying to explain away or defuse the incidences actually verify the screenshots and their content to be true. Reuters traced sources of the information to FiveThirtyEight and Decision Desk HQ. PolitiFact traced to FiveThirtyEight.4 No major news network reported the information caught as news. The screenshots were shared through social media. One only hears the rebuttals of them made in the traditional news sense. The Michigan’s case resulted in much public discussions and findings on the computer issues which we will discuss later under the section of Indirect Evidence. In the Wisconsin’s case, no one ever attempted to explain the inconsistency between the percentage (1%) difference and the vote number (193,720) changes. The rebuttal about Wisconsin is that in Wisconsin 1) there are no more votes than registered voters or 2) not all votes went for Biden.5 Table 1 on page 6, at 12:59 am on 11/4/2020, shows in the middle of the table, the Wisconsin vote counts, are with 94% vote reporting, of which 47.4% of 1,424,002 for blue column, Biden, and 51.1% of 1,533,837 for red column, Trump. Therefore, we know that the total vote for both candidates is 98.5% of the 94% vote reporting. The total number of 2,957,839 makes the 94% total vote reporting to be 3,002,882. Thus, total number of voters is 3,194,556. A one-percent (1%) increase would be 31,946. Even if we use USA Today’s number of total voter registered in Wisconsin as 3,684,726,6 a one-percentage (1%) increase is 36,847. As Table 2 shows on page 7, at 1:46 am, when the reporting percentage increased 1% to 95%, the votes were 1,580,101 for Blue, Biden, and 1,571,458 for Red, Trump. Wisconsin Vote Counts of 1:46 am PST on 11/4/2020 7 THE INDIRECT EVIDENCE: MICHIGAN AND CHINA CONTROL Michigan Has Identified Many Computer Problems One Clerical Entry Error Increased Biden Votes for 138,339 Michigan already identified that Ms. Bowen and her team in Shiawassee County entered 153,710 when the number should have been 15,371 for Biden. The team did not even know there was a problem until the state elections official called them twenty minutes later because that number is larger than the population in her county. It is claimed that she made the correction.7 We cannot see where the correction is made or reversed at the State’s level. Yes, the Shiawassee County final count shows 15,371 for Biden.8 But there is also a vote of 23,149 for Trump. There is no explanation why that number was not entered at the same time for the summary to show. Correction Not Shown as Made; Mistake Not Reversed Table 3 and Graph 1 on the following pages of 10 and 11 demonstrate how the total Michigan vote increased for Biden for 138,339. There was nothing for Trump. There were thousands of vote watchers online. If this number was ever reversed, someone would have a screenshot for it. When it was after 7:10 am, any significant vote reduction of 138,339 for Biden would have made news. After online vote watchers questioned the surge vote for Biden only, Michigan state officials and news reports admitted this number increase was a mistake which should not have happened. The vote number is supposedly to have been corrected at the Shiawassee County level. This increased number of 138,339 was never reversed at the State summary level. Biden based on this increased number continued at the state level to have had accumulative 154,188 votes higher than Trump’s at the end. The 154,188 Biden votes should be reduced by 138,339 to be 15,849. Furthermore, another similar surge vote for Biden was reported happening at 3:50 am of 11/4/2020 for 49,779. The State has not shown the detailed listing of that vote combinations, 54,497 for Biden and 4,718 for Trump. This number needs to be investigated.

The model is an iteration from its 2018 U.S. Congressional model designed to predict the outcome of the election as if it were held today. The congressional model predicts the probability of a Republican (GOP) victory in individual House and Senate elections, as well as the number of aggregate seats expected to be won by each party (to predict partisan control of each chamber).
