Iran's Nuclear Ambitions From
IDENTITY AND LEGITIMACY: IRAN’S NUCLEAR AMBITIONS FROM NON- TRADITIONAL PERSPECTIVES Pupak Mohebali Doctor of Philosophy University of York Politics June 2017 Abstract This thesis examines the impact of Iranian elites’ conceptions of national identity on decisions affecting Iran's nuclear programme and the P5+1 nuclear negotiations. “Why has the development of an indigenous nuclear fuel cycle been portrayed as a unifying symbol of national identity in Iran, especially since 2002 following the revelation of clandestine nuclear activities”? This is the key research question that explores the Iranian political elites’ perspectives on nuclear policy actions. My main empirical data is elite interviews. Another valuable source of empirical data is a discourse analysis of Iranian leaders’ statements on various aspects of the nuclear programme. The major focus of the thesis is how the discourses of Iranian national identity have been influential in nuclear decision-making among the national elites. In this thesis, I examine Iranian national identity components, including Persian nationalism, Shia Islamic identity, Islamic Revolutionary ideology, and modernity and technological advancement. Traditional rationalist IR approaches, such as realism fail to explain how effective national identity is in the context of foreign policy decision-making. I thus discuss the connection between national identity, prestige and bargaining leverage using a social constructivist approach. According to constructivism, states’ cultures and identities are not established realities, but the outcomes of historical and social processes. The Iranian nuclear programme has a symbolic nature that mingles with socially constructed values. There is the need to look at Iran’s nuclear intentions not necessarily through the lens of a nuclear weapons programme, but rather through the regime’s overall nuclear aspirations. -

While there has been a recent growth in the study of ideational factors and their effects on foreign policy in the Gulf, state identity remains understudied within mainstream International Relations (IR), Foreign Policy Analysis (FPA), and even Middle Eastern studies literature, despite its importance and manifestation in the region’s foreign policy discourses. The aim is to challenge purely realist and power-based explanations that have dominated the discourse on Middle Eastern foreign policy—and in particular, the examination of Saudi–Iranian relations. -

Los Angeles Museum of the Holocaust, September 20, 2013 „Moderate“ Holocaust Denial in Iran? by Matthias Küntzel Dear Director Schoenberg, dear Jodi Shapiro, Ladies and Gentlemen, It’s not only a great pleasure but also a great honor for me to be here – in this great city and in this very institution, the Los Angeles Museum of the Holocaust. I’m most grateful to the LAMOTH for inviting me and I am most grateful to you for attending this event. Our topic today is Holocaust denial in Iran. This topic is disputed. Two weeks ago, according to the “New York Times”, the new foreign minister of Iran, Mohammad Javad Zarif wished a ,Happy Rosh Hashana’ on his English- language Twitter account to Christine Pelosi, the daughter of Representative Nancy Pelosi of California. Christine responded: “Thanks. The New Year would be even sweeter if you would end Iran’s Holocaust denial, sir.” To which Mr. Zarif responded: “Iran never denied it. The man who was perceived to be denying it is now gone. Happy New Year.”1 Wonderful message, isn’t it? Obviously, the theme of this very event has vanished into thin air. Or perhaps not. Let us take a closer look at Mr. Zarif words. He claims: Iran never denied the Holocaust. This denial of the denial, however, is utterly misleading. During the last eight years, Iran was the first and only country in the world to make Holocaust denial a matter of official foreign policy – within the United Nations, on the Internet and elsewhere. Mr. Zarif’s second claim: “The man who was perceived to be denying it is now gone” is partly true since Mahmoud Ahmadinejad is fortunately no longer president. -

SARA RAHBAR IN CONVERSATION WITH ANA FINEL HONIGMAN SAATCHI ONLINE DAILY MAGAZINE November 24, 2008 Sara Rahbar, 'Cycles Flag#7, 2007 Textile/mixed media, 60x30 Sara Rahbar confronts raw political concerns and cultural realities in her photography, video and striking textile sculptures that affect much of the world yet are rarely addressed by contemporary American artists. As an Iranian-American woman artist, it would be difficult for Rahbar's work to be viewed in a political vacuum even if she chose to be apolitical herself. But few artists with her background and ability are creating work that grapples more directly and confidently with Middle Eastern and American identity. For Rahbar, the American flag is like a magic carpet that enables her to survey the global impact of America's most potent symbol. As he take-off point, she has produced a series of American flags from strips of beautifully ornate antique Middle-Eastern textiles. These richly colorful and tactile works appear physically heavy as well as weighted with symbolism. Their rootedness in a grave ancient heritage plays against America's identity as a cocky young country that exports flippant versions of its own culture. In other work with the flag, Rahbar offers a series of meditations about personal identity. A series of self-portraits show her wearing various flags as a hajib, while her 2008 "Prayer Mat Flag #12" consists of shredded America and Iranian flags mixed together on a rectangular stand. This year, she also also embroidered a keffiyeh print onto an American flag. In these works with the flag, Rahbar approaches its tangled meanings from the uneasy vantage point of someone who was raised in America, but never felt fully American. -

Zoë Buckman Courtesy of Zoë Buckman In 2015, the British artist Zoë Buckman exhibited a series of works titled Present Life , which included her placenta, preserved through a process called plastination. Last year, Buckman, who works with neon, sculpture, photography, and more, grabbed our attention with her neon sculpture of a uterus, which put boxing gloves in the place of ovaries, as well as her embroidered lingerie from the series Every Curve (one piece reads: "I swear I'll never call you Bitch again") . He had also served as the President of Iran from 1981 to 1989.
