Minutes of Yarnscombe Parish Council Meeting Wednesday 27 January 2016

Present: Cllrs. C. Brice (chair), Farr, Pengilley, Turner, Williams, M. Dymond (clerk) and one member of public.

16.1 Apologies and Declarations of Interest Apologies had been received from Cllrs. Cooke and Martin, also from PCSO Brown. There were no declarations of Interest.

16.2 Public Participation and Feedback None

16.3 Representatives Reports 1) County/District Councillors — None Actions taken: When sending agendas for meetings, clerk to include request for monthly report, in case councillors cannot attend. 2) Village Hall/Social Club — Info provided by Sharon Newberry

1. 150 new chairs on order. Should be delivered over the next couple of weeks. Mike Passmore co-ordinating delivery. 2. Quotes for the replacement of windows being finalised. 3. Improvements on the heating is currently being investigated. 4. Next combined Village Hall / Social Club meeting is scheduled for 18 February.

Village Weekend

1. Organising group met 21 January. 2. Evening musical entertainment agreed for each of the three nights. 3. General itinerary discussed and agreed in principle. 4. Next meeting in one month’s time.

3) Youth Club Kevin Betts has formally noted that he has withdrawn from running the Youth Club with Alison Hole taking over. However, due to personal commitments (work, studying, etc), Alison has also noted that she is unable to dedicate the time to the running of the Youth Club — for the time being. Also, only four children from the village regularly attending makes the club unviable (need eight to break even). Sharron Newberry (secretary), Karen Avery (treasurer) and Sharon Dixon (Committee member) intend to meet over the next couple of weeks to decide what to do. Both “resignations” are to be featured in the next issue of The Eagle together with a call for help. 4) PCSO/Police Report No crimes reported over last 30 days, one call logged (bad driving). 5) Snow Warden Report Salt gritter has been in use for first time and is working fine.

16.4 Minutes of Meeting from 16 December 2015 Minutes were approved and signed off as a true record.

16.5 Matters arising from last Minutes Installation of cricket mats on playing field — As Youth Club has no permanent leader for time being, councillors decided to put this project on hold. 1 Actions taken: Clerk to inform Kevin Betts of this decision, as he was going to provide quote for materials needed. Emergency Plan Update — Four A3 maps of Yarnscombe Parish and one A1 map have been printed and laminated; these maps show all known water supplies (wells and bore holes). Next Emergency Plan Working Group Meeting to be held on 2 February 2016, 7pm. Clerk informed councillors that she would not be able to attend. Action Plan: Members of Working Group to report back next month. Action Plan Update — New Version of Action Plan had been signed, playing field excluded.

16.6 New Matters Condition of roads within parish — Clerk reported that several parishioners had complained about state of road leading from village centre to Clogshill Cross. Also councillors had received information about slurry being spread during heavy rainfall, contributing to severe flooding issues at Langley Cross. Member of public disputed that slurry had been spread, during worst of flooding; his workers had spent hours clearing ditches and making road safe again. His insurance had checked his property and roads leading to and from it: no problems directly associated with his farm were identified. In his opinion, Langley Cross has history of flooding which is being exacerbated by drainage pipes not being wide enough, on top of which they are regularly blocked with rubbish and general debris. He offered to lower verges in affected areas to try to ease issue of flooding. In order to assess situation fully, councillors agreed it would be useful to have photographs when area was flooded. Actions taken: Clerk to contact Sharon Newberry re. photos, also to contact Highways regarding flooding and ongoing problem of potholes. Monitor situation at Langley Cross after verges have been lowered.

16.7 Planning Lower Yewkridge, Yarnscombe, , Devon, EX31 3LL 1/0007/2016 FUL, Erection of conservatory to front of property — Application permitted Erection of 2 wind turbines — 30m to hub, 48m to blade tip (35m rotor diameter), land at Knockworthy Farm, , Devon 1/1324/2015/FUL — Councillors voiced their objections to have two more turbines in area. All agreed that district is saturated with wind turbines, many small developments leading to “windfarm” effect. Furthermore, development proposed for commercial reasons. Actions taken: Clerk to forward comments to planning department.

16.8 Additional Planning Removal of condition 3 of 1/1342/2014/FUL, Tabcott House, Yarnscombe, EX31 3LN Building regulation for low cost housing removed, no objections. Actions taken: None at present.

16.9 PROW — Monthly Report Paul Williams resigned with immediate effect, due to ongoing family committments. He agreed to fill in relevant paperwork for this year, chair thanked him for all the time and effort he had put in. Actions taken: Clerk to ask for volunteers to take up role as PROW in next edition of “Eagle”.

16.10 Accounts Signing of precept form — Precept had been agreed at December meeting, clerk and chair filled in relevant form. Actions taken: Clerk to send form to Council by 29 January 2016. Invoice for salt gritter £1700 — Councillors had agreed to payment at previous meeting. Actions taken: Cheque written out, countersigned and passed to Dan Farr. Purchase made under General Power of Competence, (Localism Act 2011, ss.1-8). Printing and laminating of parish maps £25.00 Two councillors had agreed to this expenditure via email and Cllr. Williams agreed in person at meeting.
