The EAP will talk over the proposed Scope of the EIA Study, details of the applicaons and proposed specialist invesgaons to be undertaken as part of the EIA Phase. The EAP will be available to answer any quesons that require clarity. Our meeng at Port Nolloth on 1 December 2020 and telephone discussion on 2 December 2020 refers.

As discussed, Naledzi has been appointed by NDI Geological Consulng Services Pty Ltd to conduct an Environmental Impact Assessment Study for two alluvial diamond prospecng right applicaons on the Orange River near Sendelingsdrif. The applicant for the prospecng rights is Samara Mining (Pty) Ltd.

We inially scheduled four public meengs to be held in Sanddrif, Kuboes (3 Dec), Eksteenfontein and Lekkersing (4 Dec). These meengs have now been cancelled due to the risk of covid-19 in the Richtersveld area.

We will need to reschedule these public meengs for January 2021 and will need to provide the community with a diﬀerent plaorm to receive informaon and submit comments. A short summary of my discussions with Councillor Links follows below. (Councillor Links please review and give inputs if any parts of the discussions were recorded incorrectly).

Discussion of 1 Dec 2020:

1. Willie Links (Councillor) a. There are no issues in Ward 1 which comprise the communies of Kuboes, Lekkersing, Eksteenfontein and Sendelingsdrif); b. The communies raised the following concerns: i. Samara wants to mine within the Orange River and this might to several environmental impacts and destrucon of the river and kill fish; ii. Their livestock must drink from the river. How will prospecng on the river affect access for livestock to drink? iii. What job opportunies will be created by the prospecng acvies (incl. period) and how will Samara empower the people? c. Sanddrif falls within Ward 2 of Councillor Ana Bock. It came to our aenon that the community in Sanddrif received incorrect informaon regarding the applicaon and this has created confusion and dissasfacon amongst members; d. Unemployment is a major issue in the Richtersveld, and Namakwa District for that maer. Job losses have increased over the last period. e. Samara has also indicated that they will host an Agriculture and Mining Summit for the communies in January - February 2021. 2. Marissa Botha (Naledzi) a. Samara Mining Pty Ltd has prepared a Social Development Plan in support of their Prospecng Right Applicaons and we would summarise this informaon and present it to the communies. b. The public meengs with the communies need to be postponed unl January 2021 and we need another plaorm to communicate with the community members directly; 3. Willie Links (Councillor) a. We have several ward commiee groups namely Kuboes, Lekkersing and Eksteenfontein b. We will need to confirm with Ana Bock if there is a ward commiee group for Sanddrif and get their contact details. c. We can communicate project informaon to members via a WhatsApp Group. We can send meeng noces, people can comment etc. This will help them to submit their concerns now that the meengs have been postponed. d. We can reschedule the public meengs to the week of 12 - 16 January 2021 and send out the noficaons by 15 December 2020 4. Marissa Botha (Naledzi) a. The WhatsApp Group is an excellent idea. b. Naledzi will create the WhatsApp Group for the public engagement group; c. It will be important that the councillors send Naledzi the relevant contact details of the commiee members and community members that need to be added to the WhatsApp Group. This will be required asap. (Willie Links agreed to provide the details by COB 2 Dec 2020). d. We will need to arrange SAPS presence for the meengs. 5. Willie Links (Councillor) a. Naledzi must engage with the SAPS (Port Nolloth and Alexander Bay) before 15 Dec 2020, nofy of the meengs of January 2021 and arrange their presence b. Naledzi must arrange a quick dry run meeng on 11 Jan 2021 with the stakeholders (Municipal Manager, Mayor, councillors, Namakwa District and SAPS) before the public meengs c. The next day we go to conduct the public meengs in the four areas.

Way forward:

Naledzi arrange SAPS presence, create WhatsApp Group Willie Links and Ana Bock to provide contact details of ward commiee groups and community members to be added to WhatsApp Groups. Conﬁrm new dates for public meengs and set date for stakeholder meeng in Jan 2021 with local authority, SAPS
