Ridge and Partners LLP has been commissioned by Landhold Capital to produce a Transport Statement in support of a planning application for a residential development comprising up to 45 units off of Cranbury Gardens in Bursledon, Hampshire. The site is located to the north-west of Bursledon village, west of Hamble Lane, and will be accessed via Cranbury Gardens to the south. ofadb 150441 www.ridge.co.uk 1 Transport Statement 1.2 Proposed Development 1.2.1. The proposed development will comprise up to 45 units, 35% of which will be affordable. 1.2.2. A site layout plan, as supplied by Thrive Architects, is included as Appendix A. 1.3 Scope and Layout of Report 1.3.1. The production of this document has been based on the requirements of the National Planning Policy Framework (NPPF) published by the Department for Communities and Local Government in March 2012. It has also been influenced by Hampshire County Council’s Transport Assessment Guidance in respect of the threshold for requiring a Transport Assessment, which suggests that a development of less than 50 units only requires a Transport Statement. 1.3.2. This Transport Statement includes a forecast of the likely trip generation associated with the site and assesses the impact of the proposal in relation to the existing highway network. 1.3.3. The report is laid out as follows: - Section 2 summarises the sites existing conditions; - Section 3 outlines the national and local planning policy; - Section 4 reports on the proposed development; - Section 5 provides the developments traffic impact; and - Section 6 summarises and concludes the report ofadb 150441 www.ridge.co.uk 2 Transport Statement Section 2 – Existing Conditions 2.1 Overview 2.1.1. The site is located to the north-west of Bursledon village approximately 1.55km from the River Hamble, east of Bursledon. It is bounded by agricultural land to the north, B3397 Hamble Lane to the east, Cranbury Gardens / residential properties to the south and Green Lane to the west. 2.1.2. The site is located within the borough of Eastleigh. Close to the city of Southampton, Bursledon has a railway station, a marina and dockyards. Nearby villages include Swanwick, Hamble-le-Rice, Netley and Sarisbury Green. 2.2 Highway Network 2.2.1. Cranbury Gardens and Green Lane are two way single carriageways, Cranbury Gardens has an east-west alignment, and Green Lane has a roughly north-south alignment. To the north, Green Lane provides access to a stretch of residential properties, and to the south, Green Lane links to A3025 Portsmouth Road. 2.2.2. Both Cranbury Gardens and
