Other specific governmental partners include the Ministry of Social and Humanitarian Affairs (MASAH), the Ministries of Justice and Interior (for judicial issues and policies on issues related to statelessness and civil status registration), and the National Human Rights Commission (CNDH). -

Dual naming of sea areas in modern atlases and implications for the East Sea/Sea of Japan case Rainer DORMELS* Dual naming is, to varying extents, present in nearly all atlases. The empirical research in this paper deals with the dual naming of sea areas in about 20 atlases from different nations in the years from 2006 to 2017. Objective, quality, and size of the atlases and the country where the atlases originated from play a key role. All these characteristics of the atlases will be taken into account in the paper. In the cases of dual naming of sea areas, we can, in general, differentiate between: cases where both names are exonyms, cases where both names are endonyms, and cases where one name is an endonym, while the other is an exonym. The goal of this paper is to suggest a typology of dual names of sea areas in different atlases. As it turns out, dual names of sea areas in atlases have different functions, and in many atlases, dual naming is not a singular exception. Dual naming may help the users of atlases to orientate themselves better. Additionally, dual naming allows for providing valuable information to the users. Regarding the naming of the sea between Korea and Japan present study has achieved the following results: the East Sea/Sea of Japan is the sea area, which by far showed the most use of dual naming in the atlases examined, in all cases of dual naming two exonyms were used, even in atlases, which allow dual naming just in very few cases, the East Sea/Sea of Japan is presented with dual naming. -

Condominiums and Shared Sovereignty | 1 Condominiums And Shared Sovereignty Abstract As the United Kingdom (UK) voted to leave the European Union (EU), the future of Gibraltar, appears to be in peril. Like Northern Ireland, Gibraltar borders with EU territory and strongly relies on its ties with Spain for its economic stability, transports and energy supplies. Although the Gibraltarian government is struggling to preserve both its autonomy with British sovereignty and accession to the European Union, the Spanish government states that only a form of joint- sovereignty would save Gibraltar from the same destiny as the rest of UK in case of complete withdrawal from the EU, without any accession to the European Economic Area (Hard Brexit). The purpose of this paper is to present the concept of Condominium as a federal political system based on joint-sovereignty and, by presenting the existing case of Condominiums (i.e. Andorra). The paper will assess if there are margins for applying a Condominium solution to Gibraltar. Condominiums and Shared Sovereignty | 2 Condominium in History and Political Theory The Latin word condominium comes from the union of the Latin prefix con (from cum, with) and the word dominium (rule). Watts (2008: 11) mentioned condominiums among one of the forms of federal political systems. As the word suggests, it is a form of shared sovereignty involving two or more external parts exercising a joint form of sovereignty over the same area, sometimes in the form of direct control, and sometimes while conceding or maintaining forms of self-government on the subject area, occasionally in a relationship of suzerainty (Shepheard, 1899). -

The application of the Greek Taxon Information System (GTIS) of this project has been used in order to develop a complete checklist of species recorded from the Greek Seas. The objectives of the present study were to update and cross-check all the stomatopod species that are known to occur in the Greek Seas. Inaccuracies and omissions were also investigated, according to literature and current taxonomic status. New information The up-to-date checklist of Stomatopoda of Greece comprises nine species, classified to eight genera and three families. House Committee on Foreign Affairs Subcommittee on Africa, Global Health, Global Human Rights, and International Organizations Hearing on “Will there be an African Economic Community?” January 9, 2014 Amadou Sy, Senior Fellow, Africa Growth Initiative, the Brookings Institution Chairman Smith, Ranking Member Bass, and Members of the Subcommittee, I would like to take this opportunity to thank you for convening this important hearing to discuss Africa’s progress towards establishing an economic community. I appreciate the invitation to share my views on behalf of the Africa Growth Initiative at the Brookings Institution. The Africa Growth Initiative at the Brookings Institution delivers high-quality research on issues of economic growth and development from an African perspective to better inform policy research. I have recently joined AGI from the International Monetary Fund’s where I led or participated in a number of missions to Africa over the past 15 years. Why is the African Economic Community Important? Mr. Chairman, before we start answering the main question, “Will there be an Africa Economic Community?” it is important to look at the reasons why a regionally integrated Africa is beneficial to African nations as well as the United States. In spite of its remarkable economic performance over the past decade, Africa needs to grow faster in order to transform its economy and create the resources needed to reduce poverty. Over the past 10 years, sub-Saharan Africa’s real GDP grew by 5.6 percent per year, a much faster rate than the world economy, which grew by 3.2 percent. At this rate of 5.6 percent, the region should double the size of its economy in about 13 years. -

Nativiclacl(2) (1) Bureau of Fisheries and Aquatic Resources, 860 Arcadia Bldg., Quezon Avenue, Quezon City 3008, Philippines - [email protected] (2) Frabelle Fishing Company, 1051 North Bay Blvd., Navotas, Metro Manila, Philippines Abstract Payao is a traditional concept, which has been successfully commercialized to increase the landings of several species valuable to the country's export and local industries. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composi- tion are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of uti- lization and involvement in the municipal and commercial sectors of the fishing industry. -

Scientists regard these islands as one of the best-kept marine environments in the Mediterranean region. However, its ecosystems face significant pressure, due to many reasons including; recreational and industrial overfishing, mass tourism, inappropriate sewage systems, water consumption, boats anchoring in vulnerable areas, pollution from plastics and other materials etc. Menorca is the furthest east of the islands and is often called the jewel of the Mediterranean due to it traditionally being more low-key than its neighbours, Mallorca and Ibiza. This has often resulted in Menorca being side-lined in terms of funding and legislative priorities allocated from the Govern Balear (based in Mallorca) to protect its natural ecosystems and biodiversity. Menorca has an approximate population of 90,000 people and a surface of 700km2. However, during the summer months, the population rises to over 200,000 people. The island is divided into 8 administrative authorities (town halls) and these are governed by the Consell Insular de Menorca (CIME) who is in turn governed by the Govern de les Illes Balears. The Govern de las Illes Balears (GOIB) is responsible for making legal decisions affecting education, health, water, renewable energy and marine conservation, amongst others. However, with regards to the preservation of Menorca, the current Consell Insular is taking on a much more hands-on approach as they feel that the decisions affecting the island should be made, or at the very least informed by, the islands local government and town halls. -
