Among my aviation-related goals for 2018 were 1) develop a plan that will create discipline in keeping my flying current and sharp, and stick to it, 2) fly at least one charitable mission per month for Angel Flight, H 3) add a rating, and 4) convert my logbook to an electronic one, preferably on my iPad, and 5) do more flying in my pristine little 1975 Cessna 172M, an aircraft that has been in my family since new and in which I originally earned my license. This column is mainly about goal No. 2, although I plan to share how I’m doing on my other goals later this year. You know, it’s that accountability thing where if you write down your goals and an- nounce them publicly, it will motivate you to actually follow through with them. Angel Flight Central, headquartered in my home- town of Kansas City, serves people in need by arranging charitable flights for health needs or other humanitar- ian purposes. The organization serves a 10-state region and collaborates with other Angel Flight organizations across the country to connect flights. While I have been signed up as an Angel Flight pilot for a couple of years, I have any number of reasons, er excuses, of why I hadn’t become active: I had the wrong airplane, didn’t have time, or missions conflicted with other commitments. I decided late last year that was go- ing to change, and as a side benefit it would help me achieve goal No. 1 above: fly regularly to stay sharp. The responsibility of flying Angel Flight passengers makes you tighten up you preflight planning, organize your flight bag a little better, show up ahead of schedule and have your plane in tip-top shape. While I strive to do those things with every flight, I can tell you there is a difference between when you are flying just yourself or you are flying Angel Flight passengers. Because of that, you make a conscientious effort to be your best. You want this trip to be the least stressful thing they must deal with. Since November, I’ve completed three missions – all of which have been rewarding. The patients and their families are thankful for the volunteer efforts of pilots. One patient, who is fighting liver cancer that has spread to his bones, served in the Navy during the Viet Nam war as a radar operator aboard a mine sweeper. Spotting my Naval Academy shirt (yes, I’m THAT mom), we struck up a conversation about his service and that of my daughter’s. Having had a lifelong fas- 2 • TWIN & TURBINE February 2018 cination with aviation, he was thrilled when I invited him to sit up front with me in the copilot’s seat. He asked great questions and learned how to follow our flight path on ForeFlight with my iPad. He promised me that after he beat this horrible disease he would sign up to be a mission assistant or a ground trans- portation angel. I told him he could fly with me anytime.     National Transportation Safety Board Aviation Accident Preliminary Report Location: Lawrenceville, IL Accident Number: CEN20LA367 Date & Time: 08/29/2020, 0123 CDT Registration: N607SR Aircraft: Cirrus SR22 Injuries: 1 Fatal Flight Conducted Under: Part 91: General Aviation - Personal On August 29, 2020, about 0123 central daylight time (CDT), a Cirrus SR22 airplane, N607SR, was destroyed when it was involved in an accident near Lawrenceville, Illinois. The pilot was fatally injured. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight. According to preliminary air traffic control data, the airplane departed Peter O Knight Airport, Tampa, Florida, about 2046 eastern daylight time (EDT), and landed at the Sullivan County Airport (SIV), Sullivan, Indiana, about 0126 EDT. At 1411 EDT, the pilot departed SIV on an instrument flight rules (IFR) flight plan after refueling the airplane, en route to Lawrenceville- Vincennes International Airport (LWV), Lawrenceville, Illinois, which was located about 22 nautical miles south. The airplane departed SIV to the north, turned left (south) toward LWV, and climbed to about 2,600 ft mean sea level. About 0117 CDT, the airplane began a descent toward LWV and the JEBDU waypoint. The controller asked the pilot to verify if he had the weather and NOTAMs at LWV and that he was requesting the RNAV GPS Runway 18 approach. The pilot verified he had the weather and NOTAMs, and the controller cleared the pilot for the approach starting at the JEBDU waypoint. The controller terminated radar service when the airplane was about 13 miles north of LWV and instructed the pilot to cancel the IFR flight plan in the air or on the ground at LWV.

    6. ECONOMIC VALUES RELATED TO AIRCRAFT PERFORMANCE FACTORS 6.1 INTRODUCTION Certain types of investment programs or regulatory changes can affect aircraft performance. This can occur by changing the weight of the aircraft, which in turn changes the fuel burn as well as altering the time in certain phases of flight. This section covers two elements related to aircraft performance: . The changes in fuel use caused by incremental changes in aircraft weight . The proportion of time spent in various phases of flight on representative aircraft missions, which may also be influenced by changes in aircraft weight Measures are developed for air carrier and general aviation aircraft. Data were not available on military aircraft performance. This section also contains data on the price of aviation fuel and sources for updated information on fuel prices. The objective of this section is to provide values for use in economic analyses related to investment and regulatory decisions that alter the performance of aircraft. For example, increases in aircraft weight affect fuel burn. The issue of when mandated increases in aircraft weight affect the suitability of an aircraft for specific missions is not directly examined in this section. For example, aircraft are designed with a target mission in terms of payload and range in mind, and these are performed at an assumed maximum aircraft weight. If a regulation were to cause a large change in aircraft weight, then the aircraft may not be capable of performing some of the missions for which it was designed. In this section, the values presented assume that the incremental changes in aircraft weight do not occur at the limits of the payload-range envelope.

    National Transportation Safety Board Aviation Incident Final Report Location: Dallas, TX Incident Number: CEN13IA285 Date & Time: 05/16/2013, 1120 CDT Registration: N715CD Aircraft: CIRRUS SR22 Aircraft Damage: None Defining Event: Sys/Comp malf/fail (non-power) Injuries: 1 None Flight Conducted Under: Part 91: General Aviation - Personal Analysis The pilot reported that he lost airplane control during cruise flight in instrument meteorological conditions (IMC) and turbulence. He subsequently activated the airplane’s parachute system, but the parachute failed to deploy. The pilot regained control of the airplane after exiting IMC and landed the airplane without further incident. Certification tests were performed from level flight at speeds ranging from 62 to 137 knots indicated airspeed, and one test included deployment of the parachute system after a one-turn spin. The testing showed that to minimize the chances of parachute entanglement and reduce aircraft oscillations under the parachute, the parachute system should be activated from a wings-level, upright attitude if possible. Postincident examination of the parachute system did not reveal any system component failure. Postincident testing showed that off-axis deployment of the parachute could exceed the forces required for a successful deployment of the parachute. If the airplane has a large pitch or bank angle or angular rates (or a combination of these) as the parachute rocket leaves the airplane, the airplane will rotate and cause the rocket tether to pull at an angle other than that intended, and the parachute will fail to deploy. Radar data showed that the airplane was in a very dynamic flight pattern with extreme pitch and bank angles when the parachute system was activated.
