4 Year Work Plan by District for FYs 2015 - 2018 Overview Section §201.998 of the Transportation code requires that a Department Work Program report be provided to the Legislature. Under this law, the Texas Department of Transportation (TxDOT) provides the following information within this report. Consistently-formatted work program for each of TxDOT's 25 districts based on Unified Transportation Program. Covers four-year period and contains all projects that the district proposes to implement during that period. Includes progress report on major transportation projects and other district projects. Per 43 Texas Administrative Code Chapter 16 Subchapter C rule §16.106, a major transportation project is the planning, engineering, right of way acquisition, expansion, improvement, addition, or contract maintenance, other than the routine or contracted routine maintenance, of a bridge, highway, toll road, or toll road system on the state highway system that fulfills or satisfies a particular need, concern, or strategy of the department in meeting the transportation goals established under §16.105 of this subchapter (relating to Unified Transportation Program (UTP)). A project may be designated by the department as a major transportation project if it meets one or more of the criteria specified below: 1) The project has a total estimated cost of $500 million or more. All costs associated with the project from the environmental phase through final construction, including adequate contingencies and reserves for all cost elements, will be included in computing the total estimated cost regardless of the source of funding. The costs will be expressed in year of expenditure dollars. 2) There is a high level of public or legislative interest in the project. -

State park-related appropriations fund operating the sites, the maintenance and capital improvements of state park infrastructure, associated administrative functions, providing grants to local parks and other entities for recreation opportunities, and advertising and publications related to the parks system. ● Total state parks-related appropriations for the 2016-17 biennium totals $375.9 million in All Funds, an increase of $83.6 million, or 28.6 percent , above the 2014-15 actual funding level. -

Each individualized survey had to be accounted for, both going out and coming back. Each mailing had to meet a strict deadline. The authors are indebted to all the people who worked on this project. The staff of the Comprehensive Planning Branch, Parks Division, deserve special thanks. This dedicated crew signed letters, mailed, remailed, coded, and entered the data of a twenty-page questionnaire that was sent to over twenty-five thousand Texans with over twelve thousand returned completed. Many other Parks Division staff outside the branch volunteered to assist with stuffing and labeling thousands of envelopes as deadlines drew near. We thank the staff of the Information Services Section for their cooperation in providing individualized letters and labels for survey mailings. Twenty-eight percent of Hays County residents ranked river/creek access as the No. 1 need. Other needs and the percentage who ranked them No. 1 were: ? Playgrounds (8 percent) ? Picnic tables (3 percent) ? Fishing lakes (8 percent) ? Baseball fields (3 percent) ? Trails (8 percent) ? Softball fields (2 percent) ? Camping sites (7 percent) ? Soccer fields (2 percent) ? Tennis courts (less than 1 percent) percent) The survey asked residents a variety of questions regarding parks, recreation and open space. The Scripps Howard Texas Poll conducted the survey from April 24 to June 20, mailing 2,000 questionnaires to a random sample of Hays County residents. A total of 943 residents completed and returned the survey - - a 47 percent response rate. County Involvement A majority of Hays County residents support the county acquiring, managing and funding parks, and 71 percent are concerned about growth stripping the county of its rural character. -

The Refuge will also serve as a resilient source of evolving habitats and ecosystem processes, even as structure and composition are altered due to climate change. WHAT IT TAKES to fulfill our Mission 2006 ANNUAL REPORT ACCOMPLISHING OUR MISSION “to manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.” The mission of the Texas Parks and Wildlife Department is “to manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.” Fulfilling such a vital mission for the state of Texas requires a diverse and committed team, with our staff working in every county around the state, The agency’s Land and Water Resources engaged in tasks that range from complex Conservation and Recreation Plan calls for scientific analysis to the most down-to strategic planning and accommodation for earth cleanup duties. It is not enough for us the state’s growing population and simply to maintain the state’s historic consequent increasing demands on our landmarks, fish and wildlife habitats, park natural and cultural resources. So our job headquarters, camping sites, interpretive includes not only maintaining what we have, programs, trails, and the myriad other but also looking toward the future to meet facilities and resources placed under our the goals of that plan. It means mustering our care that inevitably require repair and employees and our science to anticipate and upkeep. We’re responsible for ensuring the mitigate the pressures of population growth safety and viability of outdoor activities on on our natural resources and to continue to public lands and waters, including hunting, provide access to the outdoors for that hiking, fishing, boating and birdwatching.
