The Regimental Divisions of L'Assomption and Montcalm, Argenteuil and Two Mountains, Arihabaska and Drummond, Beauharnois and Laprairie, Brome and Stanstead, Bellechasse and Dorchester, Bonaventure and Gaspe, Chambly and Vereheres, Charlevoix and Montmorency, Chicoutimi and Saguenay, L'Islet and Montmagny, Jacques Cartier and Laval, Maskinonge and St. Maurice, Napierville and St. Johns, Nicolet and Yamaska, Ottawa and Pontiac, Soulanges and Vaudreuil, Kichmond and Wolfe, have been united for Battalion purposes under the General Order of the 13ih December, 1864, and the liegiment of Service Militia to be furnished by them conjointly, is named as such. Under the Militia General Order of the 13th December, 1S64, a Ballot was ordered to take place on the 30th of the same month, and 40,545 men were called for. This aggregate strength was ap{)ortioned amongst the various Regimental Divisions, and divided mto 51 Regiments of Service Militia, consistmg each of 795 N on-Commissioned Officers and Privates. To these Regiments in Lower Canada, some Captains and Subalterns, selecteil from the passed pupils of the Military School, have been appointed under the General Order of the 20th December, 1864. The Ottawa Citizen is the oldest newspaper extant in the Ottawa Valley. In a few weeks it will enler upon the sixteenth year of its existence. The time has therefore arrived when the Proprietor may appro- priately offer a few remarks concerning the past and res ecting the future. The Bytown Packet, the precursor of the Citizen, was first issued in the year 1845, and was continued until 1851, when its name was changed to The Ottawa Citizen. The Citizen has, therefore, under the two names, been published continuously for twenty-two years. Until May, 1865, the Citizen was issued as a Semi-Weekly and Weekly Journal, when, a change of proprietorship taking place, its publication as a Daily Newspaper, with a Weekly Edition also, was commenced. The connection formed twenty-two years ago by the Packet, with readers and advertisers in all parts of the Oitawa Valley and Central Canada, has been preserved. With the growth and expannon of the population and resources of the Valley, the circulation and influence of the Citizen has gradually increased, and now the extent of the issues of both the Daily and Weekly editions in the" Metropolis and surrounding districis is such as to give much gratification to the Proprietor, while it affords the amplest of guarantees to adveitisers that their notices wili be brought fully before the people. The aim of the Proprietor has been to make the Citizen a reliable and faithful medium of general news, and a trusty advocate of correct political principles. The Telegraph Lines have been unsparingly used to convey an epitome of news from the principal Cities in the Province and for the transmission of Reports of important Public Meetings and Demonstrations from the pens of the CiTiziiN's own editorial staff'. At the time of the Fenian raids in June last, the Proprietor despatched from his own office two special correspondents to the scene of danger, one East and one West, with instructions to spare

no expense in the preparation of reliable intelligence ; other correspondents,

too, were engaged at different points ; and it may be permitted in him to doubt whether any new.-papef in the Province was better prepared to fur- nish the public with news from the Seat of War. A prominent feature in the Citizen is the publication every morning of Midnight Despatches per Atlantic Cable, and of other despate-hes, by the Montreal Line, from all parts of the Provinces, wherever occurrences worthy of note take place. The arrangements of the Citizen for the procurement and publication of the latest Intelligence are such as to place it in the van of Provincial newspapers for enterprise and industry.
