Soler / Turkey and southern Europe Overview The twists and turns of the economic and political crisis in southern Europe are now an important parameter for relations between Europe and Turkey. This crisis and the way it is being managed are detrimental to Turkey's economic interests and tarnish the image of European integration in the eyes of Turkey's leaders and its general public. Moreover, the economic and political decline of allies such as Italy and Spain weakens the argument of supporters of a renewed accession effort. The situation in the eastern Mediterranean is particularly delicate because of the mixed effects of the crisis on Greco-Turkish relations and the Cyprus issue. As a result, there is a wide range of different scenarios for the future. 4 © Ifri E. Soler / Turkey and southern Europe Introduction The crisis in southern Europe is clearly important to Turkey. Among the countries most affected by this multi-faceted crisis are Cyprus and Greece, nations with which Turkey remains in open dispute, but also Spain, Italy and Portugal, which are often considered allies and have traditionnally supported Turkey's desire to become a member of the European Union (EU). A crisis affecting some of Turkey's major economic partners is clearly bad news for Ankara, but the political decline of its traditional allies is even more problematic. 2013 should be a year of transition for southern European countries and for relations between Turkey and the EU. After five long years of crisis, 2013 may see the start of a slow economic recovery in Europe. However, it is also possible that the recession deepens and costs for countries in southern Europe continue to mount. At the same time, half century after the signing of the Ankara Agreement, the Euro- Turkish relations are at an impasse. Following the June protests in Turkey and the subsequent repression by the Turkish government, the Europeans have decided to delay the discussions about opening new negotiating chapters, until autumn of 2013. This decision is the result of a compromise between the German position, supported by the Netherlands and Austria, who advocated for freezing the negotiation process; and the positions of other Member States, including those of Southern Europe , who felt this was the right time for the EU to further engage with Turkey. Thus, in October 2013, there could still be a reactivation of the accession negotiations. However, if that does not happen, frustration could take hold within the Turkish government and society, increasing the sense of detachment between Turkey and the European integration process. The development of the economic and political crisis in southern Europe is one of the factors for consideration when trying to predict scenarios of improved Euro-Turkish relations, against a current background that seems more favourable in view of political changes in France and Cyprus. But, the situation is still more complicated given that some European countries are putting forward Turkey’s internal difficulties, in order to oppose to its EU accession. Clearly, the crisis in southern Europe is not the only factor, nor indeed the most important one, but the chances of turning the page and leaving behind the seven years of deadlock in negotiations would be considerably greater if Europe showed it were capable of successfully resolving the most serious crisis since the EU was created. This would require: (i) the expansion of the Union to be seen as an effective response to the crisis; (ii) countries such as Italy and 5 © Ifri E. Soler / Turkey and southern Europe Spain to re-establish themselves as participants in, rather than the subject of, debate; and (iii) the Turks to stop thinking that had their country been a member of the EU, they too could be suffering like Greece. It would also require the crisis to kick-start Cypriot reunification and to resolve the many disagreements between Greece and Turkey. This article focuses on three factors: (i) the impact of the crisis on the Turkish economy and on Turkey's perception of the European Union; (ii) the economic and political weakening of allies such as Italy and Spain, and the consequences of this for Euro-Turkish relations; and (iii) the effects of the crisis on disputes in the eastern Mediterranean. Lastly, we will set out three possible scenarios for future Euro-Turkish relations. 6 © Ifri E. Soler / Turkey and southern Europe Economic Interests and Turkey's Perception of a Crisis Hit Europe The first important thing to note is that Turkey has recovered far more quickly than most European countries from the effects of the global economic and financial crisis (see Table 1). During the first phase of the crisis, between 2008 and 2009, the fall in Turkish GDP was among the sharpest of all OECD countries, owing mainly to less external demand and to fewer investments. However, unlike the majority of EU countries, Turkey embarked on a surprising economic recovery. After an initial slump of 4.8% in 2009, the country's GDP grew by 9.2% in 2010 and 8.5% in 2011, putting it back among the best performers in the G202. Three things have slowed growth since 2011: (i) the prolonged crisis affecting most European countries; (ii) geopolitical instability in the Middle East; and (iii) the measures taken by the Turkish central bank to prevent economic overheating. Turkey is affected by stagnation and the threat of a recession in countries such as Italy and Spain, which are among its top 10 trading partners, particularly if such a downturn threatens to worsen one of the major structural problems of the Turkish economy: the trade deficit. Turkey's trade deficit with the EU has risen sharply since the start of the crisis, and southern Europe is partly responsible for this. Soler / Turkey and southern Europe 2008, Turkey's trade deficit with these southern European countries, which account for nearly 10% of Turkey's external trade and a quarter of its trade with the EU, has multiplied by six (see Table 2).

Forsyth, Advisor This study examines the role of both the United States and Great Britain during a series of crises that plagued Cyprus from the mid 1950s until the 1974 invasion by Turkey that led to the takeover of approximately one-third of the island and its partition. Initially an ancient Greek colony, Cyprus was conquered by the Ottoman Empire in the late 16th century, which allowed the native peoples to take part in the island’s governance. But the idea of Cyprus’ reunification with the Greek mainland, known as enosis, remained a significant tenet to most Greek-Cypriots. The movement to make enosis a reality gained strength following the island’s occupation in 1878 by Great Britain. Cyprus was integrated into the British imperialist agenda until the end of the Second World War when American and Soviet hegemony supplanted European colonialism. Beginning in 1955, Cyprus became a battleground between British officials and terrorists of the pro-enosis EOKA group until 1959 when the independence of Cyprus was negotiated between Britain and the governments of Greece and Turkey. The United States remained largely absent during this period, but during the 1960s and 1970s came to play an increasingly assertive role whenever intercommunal fighting between the Greek and Turkish-Cypriot populations threatened to spill over into Greece and Turkey, and endanger the southeastern flank of NATO.

TARIK OĞ UZLU Department of International Relations, Bilkent University, Turkey This article argues that, despite the optimistic expectations of the international community, the accession process of the Republic of Cyprus with the European Union (EU) has so far only contributed to further ‘securitization’ and ‘perpetuation’ of the conflict. It is argued that the dangers of EU membership of a divided Cyprus would far outweigh the expected benefits. As a consequence, the paper contends that if the EU wants to make a constructive contribution to the resolution of the Cyprus dispute, it should adopt a new approach – one that foresees the active support of the European countries to the EU membership of a loosely-centralized federal Cyprus. Compared to the traditional sovereign sensitive approaches, the author argues that neither the confederal approach of the Turkish Cypriots nor the tightly -centralized federal approach of the Greek Cypriots could find a niche within the post -modern and post-Westphalian environment of the European Union. Given that the EU is the only institution that could affect the incentive-matrixes of the interested parties in the conflict, the author concludes that a change of mind is required by the EU for a breakthrough to come about.

RECOGNITION OF A STATEHOOD AND WORLD PEACE It took twenty-three years for the German Democratic Republic to be recognised by the Federal Republic of Germany and by the rest of the Western bloc, which had refused such recognition for almost a quarter of a century, considering this state to be an illegal and superficial creation imposed by the Soviet occupation forces.1 The Constitution of the German Democratic Republic was adopted on 30 May 1949, following the adoption of the Basic Law (Grundgesetz) by the Parliamentary Council of West Germany on the eighth of the same month. The reciprocal recognition of both German states occurred on 21 December 1972 and this led to the recognition of the German Democratic Republic by the whole community of nations. Students of contemporary European history would admit that the recognition of the German Democratic Republic and the initiation of regular diplomatic relations between the two German states prepared the ground for the success of Ostpolitik, leading gradually to the termination of a political division of a country and finally to the collapse of the whole Cold War confrontation.

The Cyprus Problem: Greek-Turkish Relations and the Cyprus dispute: impact on Turkey-EU scenarios Abstract Greek-Turkish relations have come under significant strain in the last couple of years and are likely to remain difficult in the long-run there seems to be little appetite in both sides of the Aegean for a substantive discussion and subsequent negotiation for the full normalization of Greek-Turkish rela- tions as both sides are either faced with pressing domestic priorities or with important external chal- lenges and have no intention of spending precious political and diplomatic capital for the resolution of bilateral problems, at least in the immediate future. A Cyprus settlement has been extremely diffi- cult to achieve over the past (almost) half a century and there is rather limited optimism that the situation will change in the near future. The sad truth is that three of the four parties to the conflict are relatively content with the status quo, or at least insufficiently unhappy with it to make the pain- ful and risky compromises an agreement would warrant. Particularly for a large part of the Greek Cypriot community, the status quo appears to be preferable to a federal peace agreement which is being perceived as problematic, especially regarding security provisions. Therefore, the most proba- ble scenario is ‘business as usual/muddling through’ akin to the “conflictual cooperation” scenario identified in other workstreams.

    MARMARA JOURNAL OF EUROPEAN STUDIES ·VOL: 8 ·NO: 1-2 • 2000 59 PROSPECTS OF CYPRUS SETTLEMENT AFTER THE HELSINKI SUMMIT Ishtiaq Ahmad* Abstract The very factor that was being perceived by Turkish Cypriots prior to the December 1999 Helsinki European Council summit to pose the gravest danger to Cyprus settlement-namely, the European Union (EU) membership of Cyprus-may prove to be vital in settling the issue in the post-Helsinki period, provided the EU and the rest of the world community recognize the existence of two separate nations and two separate states on the island. In the light of historical realities and continued intransigence by Greek Cypriots, the establishment offederation or confederation in Cyprus is neither possible nor feasible. What is achievable is the division of the island into two states, which has already had a de facto existence since 1974 and,for which, the partition of British India into India and Pakistan over half century ago provides the most pertinent analogy. By resorting to this extreme option-that is, by giving de jure status to the existing partition in Cyprus-the international community, particularly the EU, may in fact start a reverse process, leading to the establishment of a two-states confederation in the initial phase and eventually a hi-zonal and hi-communal federation. As far as the question of the island's membership in EU is concerned, Brussels should consider the option ofadmitting the two states of Cyprus, one Greek Cypriot and another Turkish Cypriot, separately for EU membership. In this context, some valid precedents are available.
