Hugh Vondracek JCIR: Vol. 7, No. 1 (2019) China’s Stadium Diplomacy and its Determinants: A Typological Investigation of Soft Power Hugh Vondracek* Abstract Since 1958, China has constructed over 140 sports facilities around the world. Previous research into stadium diplomacy lacks definitional clarity, has not systematically investigated the phenomenon, and crucially, has failed to explain why China employs stadium diplomacy where it does. This article defines the phenomenon and locates all known cases without temporal or geographic restrictions. We create a classification system and typology, permitting a comparison of theoretically-like types to develop and test a multi-determinant theory. We find empirical evidence that China employs stadium diplomacy to secure natural resources and to secure diplomatic recognition in line with the One-China policy. These findings have important implications for scholarship into the use of soft power within interstate rivalry, and the methodology demonstrates that a clear typology of soft power which is mutually exclusive and logically exhaustive can be created and is informative. Keywords: China, stadium diplomacy, soft power, interstate rivalry Introduction1 Several dozen photographers and reporters hurried into position while onlookers jostled for view, dodging the earthmovers and dust of the construction site. The President’s limousine was pulling up, but no one had come to see him. Lionel Messi was here! The best player of the world’s most popular game was in Port-Gentil, Gabon, a world away from his home in Barcelona, to lay the cornerstone of China’s newest stadium (Djellit, 2015). Just the latest example of China’s stadium diplomacy, a soft-power push dating back to 1958, reaching from Antigua, to Vanuatu, to Dar es Salaam. -

6. Africa Cup of Nations stadiums The first African Cup of Nations (CAN) was organised in 1957 and has been held every two years since 1968. 16 teams have participated in each tournament since 1998. In 2010 the Confederation of African Football (CAF) decided to move the CAN to uneven years to avoid the event clashing with the FIFA World Cup. Figure 6.1: Africa Cup of Nations stadiums 2000-2010 Number of Used Venues Number of New or Major Renovated Venues 7 666 6 6 5 4 44 4 44 3 2 1 1 0 1 0 2000 2002 2004 2006 2008 2010 As the figure above shows, the CAN’s host countries have over the last ten years tended to use four to six venues – in contrast to UEFA Euro, in which 16 teams also participate but UEFA’s requirements calls for at least eight stadiums. In the last six CAN tournaments all final venues have had a capacity over 45,000 and an average capacity of just over 58,000, which is comparable to the requirements UEFA has for the stadiums that stage the UEFA Euro final. However, the average capacity of the smallest venues used for the CAN is just 19,500 seats, which differs from UEFA’s minimum requirement of 30,000 seats. Both Tunisia and Egypt, who hosted CAN in 2004 and 2006 respectively, already had a decent number of stadiums available and did not make any major investments in new stadiums. Tunisia hosted the Mediterranean Games in 2001 and leading up to these games they constructed Stade de 7 Novembre, which after the 2011 revolution is now named Stade Olympique de Radès. -

Recieved 14 September, 2016; Accepted 26 October, 2016 Human trafficking in this era has been conceptualized as a global event that is likened to slavery because of the inhumane treatment that the victims go through. The scope and the criminal aspect of it demands police initiative to curb the menace. The current researcher used semi-structured qualitative interview, direct observation, and review of documents to gather data from Ghana Police Service and some anti-human trafficking institutions in Ghana to identify the nature, scope and responses to reduce or eradicate this menace that has detrimental effect on the people of Ghana, as a case study. Contemporarily, in terms of origin, destination and transit of people to engage in this criminal act, the menace put Ghana into Tier Two Watch-List classification in 2015 on the international level. Human trafficking in Ghana was characterized as violence, debt bondage, exploitation, deprivation of the freedom of the victims, and confiscation of travelling and other documents. The study revealed that the government of Ghana had put in only a minimal effort to curb the menace, and that the trafficking of people had created a security concern that the police must be apt to control. -

THE RESULTS AND CONCLUSIONS EMBODIED IN THIS THESIS ARE THE WORK OF THE NAMED CANDIDATE AND HAVE NOT BEEN SUBMITTED FOR ANY OTHER ACADEMIC AWARD i Abstract Ghana and Nigeria are known for their high levels of Occupational Fraud in public offices. The governments of both countries have emphasised their commitment to reducing the losses caused to the state by pledging their allegiance to the counter fraud agencies to help tackle Occupational Fraud. Yet it seems that the prosecution of such cases are ineffective as high-profile fraudsters can operate with immunity and their cases remain unprosecuted. This research project was based on in-depth examinations of 50 occupational fraud cases, involving high profile individuals in both countries. In doing so, it established the characteristics of those who were prosecuted; the extent to which prosecutions were effectively managed; the barriers to effective prosecutions; and the similarities or differences between the occurrences in both countries. The aim of the project is to examine the practice of, and barriers to prosecution of large scale occupational fraud of those in senior public positions in Ghana and Nigeria. The study drew on the experiences of stakeholders such as defence and prosecution barristers, academics and fraud analysts via semi- structured interviews and questionnaires.
