LANGDON COMMUNITY CAMPUS Quad Ball Diamonds Facility Business Case EXECUTIVE SUMMARY

The Langdon Softball Association and Langdon Little League are working towards developing a Quad Ball Diamond facility on the Langdon Community Campus site. In addition to the Quad Ball Diamond facility, future plans for the Langdon Community Campus site include a High School and an indoor community/recreation facility. The Quad Ball Diamond facility project is supported by the Langdon Community Collaborative (LCC); a collaborative group consisting of local organizations that has been formed to better align future initiatives and priorities.

The Quad Ball Diamond facility project will provide numerous benefits to the community and broader region. The project is required to meet both current and future need for ball diamond facilities in Langdon. In recent years, youth and adult programs have experienced significant growth and face challenges in accessing adequate diamond facilities. Future population projections for Langdon anticipate that the full build-out of the community is likely to exceed 13,000 residents. This growth will drive increased demand for a variety of recreational amenities that will be critical to ensuring residents have sufficient access to healthy living and wellness opportunities. Recreation infrastructure will also be an important contributor to community building efforts undertaken by the various LCC members and partner organizations. This recreation infrastructure is important in order to ensure residents in Langdon have access to health living and wellness opportunities and can also play a key role in building a strong and vibrant community.

The Quad Ball Diamond facility project will additionally provide a number of broader benefits to the community. Tournaments and games will bring visitors to the community and generate non-local spending. Successful completion of the project will also demonstrate a commitment to enhancing recreation and ‘quality of life’ opportunities in Langdon and potentially help initiate and complement future phases that are planned for the site.

The estimated total capital cost of the Quad Ball Diamond facility project is $3.4M dollars (excluding site servicing and preparation). Two potential phases have been identified in order to help expedite development (ideally the facility would be developed in a single phase in order to capitalize on construction and cost efficiencies). A preliminary operating budget has been developed and reflects that the facility is sustainable.

In order for the Quad Ball Diamond facility to proceed, site servicing requirements and timelines will need to be finalized with key stakeholders (e.g. , Rocky View Schools, Government of ). Capital funding for the project will also need to be procured through fundraising and public support. Once a funding model is in place, detailed design and cost analysis can occur leading to construction of the Quad Ball Diamond facility. TABLE OF CONTENTS

ONE Introduction

Project Overview The Langdon Softball Association (LSA) and Langdon Little League (LLL) are pursuing the development of a Quad Ball Diamond facility on as part of a 45 acre joint use site in the community. The project is supported by the Langdon Community Collaborative (LCC). The LCC consists of numerous community organizations and was formed in order to better coordinate the efforts of these groups. A list of LCC member organizations and partner organizations can be found in the appendices. The LCC have identified a number of potential recreation and related projects that are desired for the community in the future; however, there is agreement that the Quad Ball Damond facility should be a priority (Phase 1 of the total site build-out) and can help facilitate future site phases (e.g. indoor recreation facilities) by generating revenue and increasing activity on the site. The overall mission of the LCC is to:

“…bring together all Langdon community groups to identify, prioritize, and coordinate the development of community projects to meet the current and future recreational and cultural needs of Langdon.”

The project has been identified as a priority in order to meet community needs for both youth and adult levels of ball. Ball remains a popular and growing activity in the community. Expanded and enhanced facilities are needed to meet current and future needs. To date, concept plans have been developed for the site in partnership with Rocky View County and Rocky View Schools. Long range concept plans for the site include the quad ball diamond facility, school, sport fields, and an indoor recreation facility. The development of a school provides a natural synergy with the Quad Ball Diamond facility and future indoor facilities by creating a “hub” site for learning, active living, and recreation in the community.

1 About the Langdon Softball Association The Langdon Softball Association is a registered not for profit under the Societies Act of Alberta. The Association has approximately 200 registered players and 18 teams. There is currently a waitlist of teams wishing to join the league. Due to a lack of suitable ball diamonds in the community, the Association utilizes a number of ball diamonds outside of the community.

About Langdon Little League Langdon Little League (LLL) is a member of the Alberta District 3 of Little League Alberta and Little League . The program offers baseball for children and youth ages 4 to 16. In 2016, LLL had 21 teams and approximately 200 players. Provided below is an approximate breakdown of registration: • 7 T-ball teams (ages 4 to 6) (playing out of Langdon) • 8 Coach Pitch teams (ages 6 to 8) (playing out of Langdon) • 3 Minor teams (ages 9 to 10)* (playing out of Indus) • 2 Major teams (ages 11 to 12) (playing out of Langdon) • 1 Junior team (ages 13 to 14)* (playing out of due to lack of available facilities in our area and the Langdon fields do not meet the size specifications required)—ages 13 to 14 * Play outside of Langdon due to a lack of suitable fields

As noted above, LLL’s Minor and Junior levels currently play outside of the community due to the inability to access adequate field time and/or the need to access fields with specifications that meet provincial and national Little League standards. Reflecting the community’s young demographics and the growing popularity of ball it is anticipated that LLL will add additional teams in the Minor, Major and Junior levels and also field a Senior team (ages 15 – 16) for the first time.

LLL’s boundaries extend from the Calgary city limits east past , and from Glenmore Trail south. LLL serves the communities of Langdon, Indus, Carseland, Dalemead, and rural areas within Rocky View County.

8 THREE Market Analysis

The following section identifies population and demographic characteristics of Langdon and surrounding areas. Ball participation indicators are also outlined in order to help identify future needs.

Population and Demographics Rocky View County’s 2013 Municipal Census identified a population of 4,897 residents in the of Langdon. This population count reflects growth of 87% (average of 12.4% annually) from the previous Census count in 2006. Division 4 of the County which includes Langdon, Indus, and Dalemead grew by 58% from 4,167 residents to 6,579 residents during the same time period. These rates of growth far surpasses County, regional, and provincial growth rates.

9 Identified as follows are additional population characteristics as identified by (2011 Census): • Median age of 33.0 years (provincial average – 36.5 years) • 30% of the population is under the age of 15 (provincial average – 19.8% under 15 years of age) • High proportions of young children (ages 0 to 9) in comparison to provincial averages It is reasonable to expect that growth of the community will continue. As reflected in the map below, the County has identified Langdon as one of three full service rural hamlets that have been targeted for future growth. The County Plan identifies that the upper limit population for these hamlets should be in the range of 5,000 to 10,000 residents. However the Area Structure Plan for Langdon indicates that the full build out capacity of Langdon could accommodate as many as 13,400 residents.

Population projections identified by the County Plan and Area Structure Plan indicate that the population of the community could range from 5,000 to 13,400 residents in the future. The following chart identifies potential ball participation growth at various populations within this range. Should these population and corresponding ball participation rates be realized, ball field capacity (availability of diamonds) will need to increase in lockstep.

10 Participation Indicators: Provincial/National A number of local, provincial and national sources can be used to identify current participation trends in ball diamond related activities. The Alberta Recreation Survey, fielded every 4 – 5 years by the Government of Alberta, provides one such source. Using data from the most recent Alberta Recreation Survey (2013), the following chart identifies the percentage of Alberta households that participated in selected sport field activities at least once annually. As identified in the chart, softball and baseball are second only to soccer on a provincial scale.

The Sport Participation 2010 Research Paper released by Canadian Heritage in 2013 further identifies a number of participation trends related specifically to sport focused participation. The Paper utilizes Statistics Canada data from the 2010 federal Census and the General Social Survey.

Broader trends affecting overall sport participation noted by the Paper include: • Education and income levels impact sport participation (Canadians with a University education and those making more than $80,000 annually have the highest rates of sport participation). • Students (15 years and older) participate in sport in greater numbers than any labour force group. • Most important benefit of sport participation is relaxation and fun (relaxation and fun were ranked as being important by 97% of sport participants). • Lack of time and interest are the main reasons for not participating in sport.

11 FOUR Strategic Alignment

The LSA, LLL, and LCC have identified the importance of ensuring that the Quad Ball Diamond facility project is Recreation Facility Feasibility Study (2014) aligned with local and regional needs. The Master Plan also specifically identifies a 4 ball diamond complex as the initial amenity development for a recreation site in Langdon. The estimated cost for the project is identified as $4M.

The following section outlines financial assumptions and implications of the project.

Capital Costs The total capital cost of the Quad Ball Diamond facility project is estimated at approximately $4M excluding site servicing and preparation. 18 SEVEN Summary and Next Steps

Previous planning and studies conducted by the County and community stakeholder organizations support the need for, and benefits of, the quad ball diamond facility project. Langdon continues to experience rapid growth and is anticipated to grow upwards of 10,000 residents. Additional recreation facilities and spaces will be required to meet resident needs and ensure continued quality of life.

The Quad Ball Diamond facility project will be part of a joint use site that over time will become a “hub” for the community. The total capital cost of the Quad Ball Diamond facility project is estimated at $4M excluding site servicing and preparation. Ideally the facility would be built in a single phase; however, a two-phased approach has been identified. Operational projections indicate that the facility can be revenue positive.

The following next steps will be required for the project: 1. Clarification/finalization of site servicing timelines 2. Finalization of the project funding model 3. Fundraising 4. Detailed design and costing 5. Construction Steps 1 and 2 outlined above are critical to overall project success. Securing commitments from major project stakeholders are prerequisites for steps 3 – 5 and key to positioning the project for success.
