PROJECT DETAILS

The following information provides the proposed location, scope, timing and duration of construction for the Project. The Project consists of three components:

Western Alberta System (WAS) Mainline Loop No. 2 Section (Turner Valley Section)

The Turner Valley Section consists of approximately 23 km of NPS 48 pipeline. The Turner Valley Section will be located on approximately 1% Crown and 99% Freehold land starting at SE 29-022-03 W5M and ending at SE 15-020-03 W5M, approximately 3 km northwest from the Town of Turner Valley, Alberta. The Turner Valley Section will require new permanent land rights and temporary workspace (TWS) during construction. NGTL will utilize local accommodations within nearby communities (Calgary, and , Alberta) or temporary worker accommodation (camp) may be required.

WAS Mainline Loop No. 2 Longview Section (Longview Section)

The Longview Section consists of approximately 9 km of NPS 48 pipeline. The Longview Section will be located on approximately 10% Crown and 90% Freehold land, starting at NE 19-017-02 W5M and ending at NW 28-016-02 W5M, approximately 30 km southwest of the Town of High River, Alberta. The Longview Section will require new permanent land rights and TWS during construction. NGTL will utilize local

accommodations within nearby communities (Okotoks and High River, Alberta) or a temporary camp may be required.

WAS Mainline Loop No. 2 Section (Lundbreck Section)

The Lundbreck Section consists of approximately 7 km of NPS 48 pipeline. The Lundbreck Section will be located on approximately 57% Crown and 43% Freehold land, starting at NE 11-008-03 W5M and ending at NW 32-007-03 W5M, approximately 30 km northwest of the Town of , Alberta. The Lundbreck Section will require new permanent land rights and TWS during construction. NGTL will utilize local accommodations within nearby communities (High River and Pincher Creek, Alberta; and Sparwood, British Columbia) or a temporary camp may be required.

ISSUES RAISED BY POTENTIALLY AFFECTED PARTIES AND STATUS

NGTL’s approach to ongoing consultation and engagement with stakeholders, landowners and Indigenous groups is designed to inform and to address issues or disputes to reach a mutual resolution or mitigate effects. NGTL’s preferred method for addressing the concerns of stakeholders, landowners and Indigenous groups is through direct and respectful discussion. Issues received or identified during these discussions are systematically tracked and followed up on to promote mutual resolution and positive interest-based outcomes.

The COVID-19 pandemic has resulted in some office and community closures which have limited the opportunities for certain engagement activities. In accordance with public health orders, NGTL is engaging in physical distancing in all engagement activities. NGTL continues to engage with stakeholders and Indigenous groups through means that respect the requirements for physical distancing and the impacts of the COVID-19 pandemic. This includes ongoing communication through alternative means (e.g., e-mails, phone calls, virtual meetings, public advertisements etc.) with potentially affected parties.

Landowners/Land Users and Other Potentially Affected Persons

NGTL’s initial engagement with potentially affected landowners and occupants began in August 2019, when it sought to obtain survey access for preliminary investigations of the areas. Though Project specifics were not finalized at the time, early engagement and understanding of stakeholder concerns and feedback was gathered and incorporated into Project planning.

NGTL distributed the initial project information to potentially affected stakeholders in November 2019 and began public engagement for the Project, including in person meetings with potentially affected landowners, occupants and stakeholders to review project specifics. NGTL also hosted meetings and presentations with respective government agencies within proximity to the Project, and the following open houses have been held to-date for the Project:  Longview, AB (December 10, 2019)  Turner Valley, AB (December 11, 2019)

Indigenous Groups

NGTL’s initial engagement with potentially affected Indigenous groups began in November 2019 when NGTL provided the initial Project information package which included an introductory letter, the Project Fact Sheet and Project overview maps, TC Energy’s Indigenous Relations Policy brochure and information on the CER’s process for section 183 applications. This information package was provided to all Indigenous groups identified in the preceding table.

In addition to sharing the information noted above, engagement to date has included one on one meetings with Indigenous groups to review Project specifics and address any questions. In addition to meeting with interested Indigenous groups who have requested a meeting, NGTL invited potentially affected Indigenous groups to the open houses listed above.

The following table provides a list of the issues or concerns raised by potentially affected Stakeholders and Indigenous groups with respect to the Project to date.

DESCRIPTION OF LAND ACQUISITION PROCESS

NGTL will acquire the required Freehold land rights using ROW agreements, beginning in Q2 2021. NGTL will apply to AEP for Crown land rights through pipeline agreements (DPL) and miscellaneous leases (DML) for the pipeline and potential temporary camp(s) land rights. NGTL will continue ongoing discussion with disposition holders, forest management agreement (FMA) holders, occupants and landowners to finalize any necessary agreements/consents.

NGTL confirms that the land acquisition process for the Project will comply with the applicable sections of the Canadian Energy Regulator Act, including sections 321 and 322. The tenure holders and the landowners will be notified of the timing of the section 183 Application and their ability to participate in the CER process, consistent with the information contained in the section 322 notice.

In addition, TWS is anticipated to be required for construction of the Project. NGTL will obtain a Temporary Field Authorization from the Crown for TWS on Crown land and use TWS agreements on Freehold land. NGTL will acquire the necessary land rights prior to the scheduled commencement of construction.

DESCRIPTION OF ROUTE/SITE SELECTION METHODOLOGY

For both pipeline route and facility site selection, NGTL employs a systematic and thorough route selection process using a variety of tools, such as: • desktop studies • helicopter reconnaissance • ground verification and field surveys • engineering, geotechnical and environmental field studies

This selection process takes into account the objectives of minimizing the total route length or land requirements, meeting applicable regulatory requirements and reducing the environmental footprint, while carefully assessing overall cost and constructability, and meeting customer demands. Feedback received through the early engagement phase with stakeholder, landowner and Indigenous groups informs the assessment of proposed routes and sites.

Facility Site

The location of any mainline valves and/or launcher/receiver barrel assemblies is planned to be located within existing NGTL valve or facility (compressor station or meter station) sites. However, new land may be required to facilitate installation of a launcher/receiver barrel assembly for the Turner Valley Section.

Pipeline Routing

Specific to pipeline route selection, NGTL’s route selection process considers and balances several criteria when evaluating route options, including the following, where practical or feasible:  minimizing length to reduce overall environmental and socio-economic footprint  ensuring pipeline sections and facilities are economical to construct and operate  paralleling existing linear disturbances  ensuring public safety  minimizing the number, and ensuring the construction feasibility, of watercourse, road, rail and utility crossings  considering and avoiding sensitive environmental features  avoiding terrain subject to geotechnical issues such as areas of unstable slopes, problem soils, or known seismic activity  avoiding lands of designated status, such as parks, protected areas, cemeteries and historic, archaeological or heritage sites  avoiding concentrated areas of rural residences and urban developments  considering input received from potentially affected landowners, stakeholders and Indigenous groups through various engagement activities

FEEDBACK RECEIVED ON PIPELINE ROUTING DURING EARLY ENGAGEMENT

Potentially affected landowners, occupants, land users and other stakeholders have been receptive to early engagement. Through review of the proposed routing and facility locations, NGTL has identified issues, concerns and preferences as described in the

preceding tables and concerns are being considered as part of Project planning. As part of the issue resolution process NGTL has been able to propose re-routes to mitigate specific concerns and stakeholder requests. NGTL will continue to finalize the Project footprint in the coming months and delineate survey information to determine Project specifics. As information and survey materials pertinent to issues identified in the preceding tables comes available to NGTL, NGTL will continue to engage with stakeholders to resolve identified issues, offer mitigations where applicable, and provide greater detail on Project specifics.

Indigenous groups engaged to date have not provided feedback specific to pipeline routing; however, NGTL will continue to engage with Indigenous groups to resolve any issues that may arise, offer mitigations where applicable and provide greater detail on Project specifics.

Government authorities have received early notification of the proposed Project and have discussed, or will soon discuss, project details with NGTL. On-going engagement with applicable government agencies responsible for administering legislation, policies, regulations, required approvals, and guidelines, is imperative to environmental planning for the Project. Consequently, government authorities and NGTL will discuss required approvals, wetlands, wildlife, fisheries, species at risk and reclamation on an on-going basis.
