Unit Load Tracking Meeting 6 November, 2000 Hyatt Milwaukee WI

Brent opened the meeting. He explained that the purpose was to further develop the pilot. He discussed the high level scope of the effort and mentioned that one advantage to using the Milwaukee plant was that they have the Delivery Confirmation Scanners for use during the pilot.

Larry Goodman then briefed the group on PostalOne! and what advantages he feels it will offer to the Unit Load Pilot. Larry talked about 4 key areas that he files are PostalOne! strengths. . PostalOne! uses Mail.dat which provides a file standard that can be used for more than just acceptance. . PostalOne! provides a file transfer process from mailer to postal. This can be either an interactive session or by a transparent, unattended mode where files are placed in a location for eventual transfer to postal. Inherent in this capability is an ability to verify that the file is actually being sent by the appropriate party and that the file represents the actual mailing. . PostalOne! provides a Data Repository which serves applications of value and storage for archival data. . PostalOne! provides the electronic portal that allows postal and mailers to look into the data.

Larry views the capabilities of PostalOne1 as a force that will facilitate the integration of all the various information systems. Brent asked Larry to talk about what happens after PostalOne! gets the data. Larry provided an example where PostalOne! could identify when pallets entered the postal system and provide an indication as to where they are as well as do some predictions. Dana provided some examples of summary reports that PostalOne! can provide, as well as appointments. These reports can provide a drill down into the mail in the “package”.

The meeting then adjourned for a quick POIS tour of the Milwaukee plant.

Glen Cournoyer then gave a talk on Advance. Advance provides notification of the delivery of Standard A mail to a DU. A DU supervisor enters the date that a mailing entered the DU, when the delivery began and when it ended. Advance tracked 3.4 B pieces last year. Advance Information access is real time. Advance has 7000 participating DUs with 4 national login servers growing to 8. The delivery event is captured by the DU logging into the Advance web site and entering the event manually. They have been opposed in the past to using barcodes for passive collection due to the need to create a barcode and scan it. Data goes to an Oracle database in San Mateo with a backup in Egan. They have a 2 question customer survey built into their web pages to provide a metric of customer satisfaction.. Next Julie Rios talked to the group about Delivery Confirmation. Scanners are at just about every plant where mail can be found, 330,000 of them. The scanners are required to be in the cradle to download the scan data. Packages are sensitive to cost so they haven’t been using RF link with the scanner although a pilot is underway with the vendor , Lockhead Martin. They also have the capability to capture other barcode. Currently there are approximately 1.5 B scans in the database. They are using UCC/EAN 128 but are moving to USS Code 128 by 2004. They are using a 9-digit DUNS number for mailer ID.

Jim Canning from Andersen Consulting presented on POIS. POIS has limited capability for Planning and Management, its real focus is Operations. The main window shows the operation that is being performed on the mail. POIS uses a Symbol wireless scanner. They scan the Unit Load Identifiers (ULIs) into the “trip card” to identify that the container is going onto the truck. Mail that is being cross-docked does not get a placard from POIS. POIS provides an alert system for user selectable thresholds and has a pager function with an escalation capability to alert users to problems.

Brent asked the question as to what the scope of the pilot should be the answer was all 1st, Standard A and parcel mail. Brent also noted that he doesn’t think we can get this into the code for a SPBS in the timeframe allotted for the pilot.

Pallets have placards applied by the mailer that are not necessarily unique or intelligent. We have to have a unique one for the purpose of this pilot. If they do not have any intelligence then we will have to be able to tie to data by Mail.dat via PostalOne!. Mail.dat has a field for unique container number that we will might be able to use.

Everyone agreed that it would be useful to obtain copies of everyone’s placard prior to the next meeting. All attendees are requested to provide a copy of any placards they are using. With each submission please provide sufficient information to identify all fields or symbols on the placard and a definition of the allowable information (5 characters, 3 alphanumeric etc.) and the information provided by the field or symbol. Also please identify the type of printer used to generate the placard and whether any proprietary symbology or information is used.

Several working groups were formed to work critical issues prior to our next meeting. . The Labeling Team will suggest a placard that meets the requirements of the pilot and can be generated by the participants . The Integration Team will work to ensure that the various systems are integrated sufficiently for the pilot to pass the information back to the users . The Operations Team will identify their data requirements and issues which involve impact to normal postal operations. The membership of these teams is identified below.

In addition the National Association of Letter Mailers will take the lead in coordinating the extent of First Class Mailer involvement in the pilot.

Brent would like some of these teams to meet in early December to discuss their findings with a goal of having any design work required for the pilot beginning by January.

Brent and Watt Bryan will start working to build a strawman to start to build a business case for this in case it takes off.
