On 4 August 1920 PW Kenny, Chairman of Waterford County Council proposed Richard Mulcahy and the struggle for Irish Freedom that in view of the threatened seizure by the British Government under various pretexts of the funds of Public Bodies in Ireland thereby diverting them from the Waterford and the 1920 Local Elections services for which they have been collected, we hereby empower the Finance Committee to take such measure as they deem advisable to safeguard the finances of the Waterford County Council The success of Sinn Féin in the 1920 Local Elections changed the operation of local administration in Ireland from compliance with the British controlled Local Government Board to a new allegiance to Dáil Éireann. This change of allegiance impacted heavily on the resources of local authorities and their ability to provide local services. This conference is an exploration of the local contribution to the fight for freedom during the War of Independence. It explores the role played by local administration in establishing Dáil Éireann and undermining the British administration of Ireland. These talks will also introduce the candidates of the 1920 Local Elections, investigate the role of Cumann na mBan in the elections and take a look at the issues that candidates were campaigning on in the election.
