SPECIAL MEETING: Monday, November 30, 2015 at 9:30 a.m.

THE BOARD OF EDUCATION RESERVES THE RIGHT TO MEET IN EXECUTIVE SESSION TO DISCUSS PERSONNEL, NEGOTIATIONS AND/OR LITIGATIONS.

The meeting is opened by the Board President.

“THE NEW JERSEY OPEN PUBLIC MEETINGS LAW WAS ENACTED TO INSURE THE RIGHT TO THE PUBLIC TO HAVE ADVANCE NOTICE OF AND TO ATTEND THE MEETINGS OF PUBLIC BODIES AT WHICH ANY BUSINESS AFFECTING THEIR INTEREST IS DISCUSSED OR ACTED UPON.”

IN ACCORDANCE WITH THE PROVISIONS OF THIS ACT, THE NORTHERN VALLEY REGIONAL HIGH SCHOOL BOARD OF EDUCATION HAS CAUSED NOTICE OF THIS MEETING TO BE PUBLICIZED BY HAVING THE DATE, TIME AND PLACE THEREOF POSTED AND FILED IN THE BOROUGH HALL OF EACH CONSTITUENT BOROUGH IN THE DISTRICT AND SENT TO THREE NEWSPAPERS CIRCULATING IN THE DISTRICT.

THIS MEETING WILL BE TAPE RECORDED IN ACCORDANCE WITH POLICY.

THE BOARD PRESIDENT WILL OPEN THE MEETING FOR PUBLIC COMMENT AT THE REQUEST OF THE BOARD. MEMBERS OF THE PUBLIC WILL BE ALLOWED FIVE MINUTES TO PRESENT INFORMATION TO THE BOARD. B1. Technology Equipment Discard and Bidding A RESOLUTION OF THE NORTHERN VALLEY REGIONAL HIGH SCHOOL BOARD OF EDUCATION AUTHORIZING THE SALE OF SURPLUS PERSONAL PROPERTY NO LONGER NEEDED FOR SCHOOL PURPOSES BY OF WAY PUBLIC BIDDING IN ACCORDANCE WITH N.J.S.A. 18A:18A-45. WHEREAS, the Northern Valley Regional High School Board of Education (the “Board of Education”) is the owner of certain surplus technology equipment, outlined in the attached report provided by Lerch, Vinci & Higgins, LLP, which is no longer needed for school purposes in accordance with N.J.S.A. 18A:18A-45; and WHEREAS, the public school laws of the State of New Jersey permit the sale of surplus property no longer needed for school purposes through public sale; and WHEREAS, the estimated fair value of the property to be sold exceeds fifteen percent (15%) of the bid threshold in any one sale; and WHEREAS, the Board of Education is desirous of selling said surplus property in an “as-is” condition without express or implied warranties prior to disposing of said property; and WHEREAS, the Board of Education reserves the right to reject all bids if it determines such rejection to be in the public interest in accordance with N.J.S.A. 18A:18A-45(e). NOW THERFORE, BE IT RESOLVED by the Board of Education, County of Bergen, that its Business Administrator is hereby authorized to sell the identified surplus technology equipment by sealed public bidding in accordance with the terms of this resolution; and BE IT FURTHER RESOLVED that the identified surplus technology equipment shall be sold in an “as-is” condition without express or implied warranties with the successful bidder required to execute a Hold Harmless and Indemnification Agreement concerning use of said surplus property; and BE IT FURTHER RESOLVED that the Board of Education will provide public notice of the public sale in accordance with N.J.S.A. 18A:18A-45(b); and BE IT FURTHER RESOLVED that the Board of Education will make the surplus technology equipment available for inspection on December 7, 2015 between 12:00 PM and 5:00 PM; and Special Meeting of November 30, 2015 Page 2

BE IT FURTHER RESOLVED that the Board of Education will close public bidding for the surplus technology equipment on Friday, December 11, 2015 at 2:00 PM; and BE IT FURTHER RESOLVED that the Board of Education reserves the right to accept or reject any bid submitted in accordance with N.J.S.A. 18A:18A-45(e); and BE IT FURTHER RESOLVED that the Board of Education’s Business Administrator may take all steps required to effectuate the intent and purpose of this resolution.
